R. Poli, C. Boillat, Governance Models Across Football Associations And National associations and leagues share the responsibility of organising football competitions. However, governance models vary greatly at worldwide level. This book Editions CIES analyses the various existing models of governance. It also studies the role of league representatives and other stakeholders in the decision-making processes of national associations. In order to give a representative insight of the situation at a global level, the analysis includes thirty-two national associations spread across the six continental confederations. The GOVERNANCE MODELS authors also highlight that the relationship between national associations and leagues ACROSS FOOTBALL can be a difficult one. As a matter of fact, each stakeholder requires the support of ASSOCIATIONS AND LEAGUES the other, but at the same time neither party wants the other to be too involved in the governance of its own organisation. CONTROL OF THE COMPETITIONS 1.1 The organization, control and management of the Youth Leagues & Cup Competitions in all its various age groups shall be the responsibility of the Gibraltar Football Association (GFA) acting through the Technical Youth Committee (TYC). This Committee shall consist of the Technical Director and the Grassroots Manager. 1.2 The GFA Board of Directors (the “Board”) (as defined in the Statutes of the GFA “the Statutes”) acting through the TYC, shall have the power to add, alter and/or remove these rules. 1.3 The Board acting through the TYC has the power to act, maKe decisions, orders and impose such penalties, as it deems appropriate in relation to any matter not specifically mentioned in these Rules or Regulations. 1.4 The Board, acting through the TYC, has exclusive entitlement and authorization to use, sell or otherwise exploit all marKeting and commercial rights associated with the Youth League and Cup Competitions. 2.     REGLEMENT DES CHAMPIONNATS DE NATIONAL 1 ET 2 2021-2022 PREAMBULE La Fédération Française de Football (FFF) et la Ligue du Football Amateur (LFA) sont organisatrices des championnats suivants : CHAMPIONNAT DE NATIONAL 1 (NATIONAL) composé de 18 clubs CHAMPIONNAT DE NATIONAL 2 (N2) composé de 64 clubs, répartis en 4 groupes de 16 clubs. ARTICLE 1 - TITRE ET CHALLENGES – DROIT DE PROPRIETE Titre et challenges : Un challenge est attribué au champion de chaque épreuve. Cet objet d’art reste la propriété de la FFF. Il est remis en garde à l’issue de l’épreuve, à l’équipe gagnante. Le club tenant en fait retour à ses frais à la Fédération 30 jours avant la dernière journée de la saison suivante. En cas de dégradation, la restauration de l’objet d’art est à la charge du club qui en a la garde. Des médailles sont offertes aux joueurs des équipes championnes. Droit de propriété de la FFF : Conformément aux dispositions de l’article L333-1 du Code du Sport, la Fédération Française de Football est propriétaire du droit d’exploitation des compétitions qu’elle organise. On entend notamment par droit d’exploitation, sans que cette liste soit limitative, les droits relatifs à la diffusion audiovisuelle des rencontres et ce quel que soit le support (télévision, téléphonie mobile, internet…). BACKGROUND ON THE GERMAN FOOTBALL STRATEGY Germany lifting the World Cup this summer was the product of over a decade of careful planning and innovation by the DFB (German Football Association). It all began with an embarrassing performance in the World Cup 1998, with a 3:0 loss to Croatia in the quarter-final, and then at the Euro 2000, when the “Mannschaft” failed to go through the group stages and finished last in their group. Immediately following this disappointing Euro 2000, the country decided that the only way to redeem themselves and regain their top level was to tackle the problem from the bottom-up and therefore focused on the developing the game at grass roots level. The upshot of unsatisfactory results in international competitions was that the DFB decided to invest all their time and resources in the development of young talent by improving accessibility and by focusing on a technical and tactical approach. Therefore, in 2001, the first compulsory requirement the DFB imposed on all 36 clubs in the 1st and 2nd German divisions was the integration of youth academies within the structure of the clubs. Then from 2002/2003 onwards, The German football association started implementing football bases all over the country, with the aim to allow every player access to the best coaching. At the moment, there are 366 of these DFB bases throughout Germany (see map on the right), and are thus within easy reach of all players.
