Local Pinch Point funding - Aztec West Roundabout Project completion update

The Aztec West Roundabout project was substantially completed, as scheduled, on the 29/09/2017, with final remedial work following initial monitoring being completed by 30/06/2018.

Objectives

The project objectives can be summarised as follows:

• Deliver capacity improvements at Aztec West Roundabout – Supports Joint Local Transport Plan 2011-26 (JLTP3) goals to reduce carbon emissions by reducing congestion. • Improve road safety for cyclists and pedestrians - Supports Joint Local Transport Plan 2011-26 (JLTP3) goals to - promote accessibility; contribute to better safety, security and health and; improve quality of life and a healthy natural environment. • Unlock development potential at strategic employment and residential sites within SGC’s North Fringe, including Aztec West Business Park (AWBP), Enterprise Area (FEA) and Cribbs New Neighbourhood (CPNN). – Joint Local Transport Plan 2011-26 (JLTP3) goals to support economic growth.

Cost/Spend Of the £4.5m total project cost, a sum of £2.41m was granted from the EDF/LGF and £2.03m of match funding was leveraged from the West of Revolving Infrastructure Fund (RIF). The total baseline budget was £4.5m.

The project has delivered the agreed objectives within the available budget. The project was completed under budget through efficient project planning ensuring that the available contingencies were not all required.

The Aztec West Roundabout construction works were substantially completed on 29th September 2017 in accordance with the delivery schedule. There was variance within the timetable for Utility Diversions which were completed ahead of the planned schedule alongside overall project completion.

Outputs Delivered infrastructure improvement scheme at existing critical intersection at A38 Aztec West roundabout. The A38 Aztec West Roundabout widening scheme provided widening of the southbound A38 approach to Aztec West Roundabout. It also incorporated enhanced signalised pedestrian shared use crossing facilities across all four arms including exit arms of the signalised roundabout.

List outputs – target vs actual achieved to date • Creation of additional capacity and infrastructure improvements at Aztec West Roundabout by the widening (282m) of A38 inbound arm from four to six lanes. Circulatory capacity increased southbound at intersection with Road ACHIEVED. The total area of carriageway widening is 1,740 square metres. This ensures efficient and effective local highway network reducing congestion to local travelling public and business users • 630m of widened shared use path. ACHIEVED. Existing substandard shared pedestrian cycle way improved by providing one metre of widening. The total area of the new element is approximately 600 square metres. Promoting a safe alternative to travel to work by sustainable transport, encouraging public transport use, walking and cycling • Introduction of new controlled pedestrian/ cycle crossing facilities on all arms, including exit arms. ACHIEVED Promoting walking and cycling with associated benefits for environment • Conversion of lane 1 northbound between Aztec Roundabout and M5 Junction 16 to left only. ACHIEVED

Benefits • A reduction in total delay from 678 to 391PCU/hrs (AM) and 805 to 777 PCU/hrs (PM) by year 1 (2018). This will help reduce carbon emissions. • For A38 southbound arm – a reduction in modelling longest mean maximum queue lengths from 32 to 12 PCUs and average delay from 31s to 11s (AM) by year 1 (2018). This will help reduce carbon emissions. • 50 direct gross new full time equivalent (FTE) jobs resulting from the £4.5m construction expenditure by 2018. • 50 indirect gross new FTE jobs resulting from multiplier effects associated with the above mentioned construction expenditure by 2018 • A safe crossing for pedestrians and cyclists (non-motorized users, NMUs) across this arm (A38 northern arm) of the junction to better reflect existing desire lines at this junction. ACHIEVED • A safe crossing for NMUs travelling north-south along the A38 corridor. ACHIEVED • Deliver regeneration by directly unlocking the residual development potential at AWBP by providing additional highway capacity and removing transport constraints. • Improved capacity of Aztec West Roundabout will directly increase the development potential of the business park, not least by unlocking 25,443 sq m. of additional B1 floor space.

Key successes 1. The A38/Aztec West Roundabout widening scheme delivered the widening of the southbound A38 approach to the Aztec West roundabout. 2. It incorporated improved signalised pedestrian facilities across all four arms of the roundabout promoting non-motorised user (NMU) movements. 3. Scheme delivered on time and within budget. 4. Pedestrians and cyclists have been observed using the new facilities. 5. Traffic is successfully passing through the junction since completion of the works.

Next steps Post- delivery evaluation activities, with Yr1 and Y3 post completion evaluation reports submission planned at end of 09/2019 and 09/2021, respectively.
