Mr. Lockamy has served as a commissioner since December 1, 2008. He served as Vice Chairman from December 2009 – December 2011, then as Chairman 2011 – 2013 and again 2014 – present. In grateful acknowledgement of his efforts, and as is our tradition, the Vice Chairperson will present Mr. Lockamy with a gaveled plaque. Former commissioner and former Board Chairman Jefferson Strickland will also be in attendance to honor Mr. Lockamy. This audit will be submitted to the Local Government Commission for final approval. RECOMMENDED Accept and approve the audit subject to submission and ACTION OR MOTION: subsequent approval by the Local Government Commission 2 SAMPSON COUNTY BOARD OF COMMISSIONERS ITEM ABSTRACT ITEM NO. 2 (a) Information Only x Public Comment Meeting Date: November 7, 2016 Report/Presentation Closed Session x Action Item x Planning/Zoning Consent Agenda Water District Issue SUBJECT: Planning Issues DEPARTMENT: Clinton-Sampson Planning and Zoning PUBLIC HEARING: Yes CONTACT PERSON: Mary Rose, Planning Director PURPOSE: To consider actions on planning and zoning items as recommended by Planning Board ATTACHMENTS: Planning Staff Memorandum; Maps BACKGROUND: RZ-10-16-1 Planning staff will review a request to rezone approximately 1.05 acres located along North Salemburg Highway from RA-Residential Agriculture to C-Commercial. The Planning Board has heard certain findings of fact (as shown in attached documents) and determined that the request was consistent with the goals and objectives of the Sampson County Land Use Plan for commercial growth due to the fact this area is located along Hwy 242/N. Salemburg Highway, a major means of transportation. Based upon these findings, the Planning Board unanimously recommended approval of the rezoning request and the adoption of a zoning consistency statement. RECOMMENDED Motion to approve rezoning request RZ-10-16-1, accepting the presented findings ACTION OR of fact and making the following zoning consistency statement: Whereas, in MOTION: accordance with the provisions of North Carolina General Statute 153A-341, the Sampson County Board of Commissioners does hereby find and determine that the recommendation of the ordinance amendment RZ-10-16-1 is consistent with the goals and objectives of the Sampson County Land Use Plan for commercial growth due to the fact this area is located along N. Rose, Planning Director Subject: October 17, 2016 Sampson County Planning and Zoning Board Meeting - County Board of Commissioners November 7, 2016 Agenda Item Date: October 21, 2016 The following request was addressed by the Planning and Zoning Board at their October 17, 2016 meeting: RZ-10-16-1 - A rezoning request by Sara Honeycutt to rezone approximately 1.05 acres located along North Salemburg Highway from RA-Residential Agriculture to C-Commercial was unanimously recommended for approval with the following findings of fact and zoning consistency statement: 1. Sara Honeycutt has signed the rezoning application as the owner. 2. This rezoning will include approximately 1.05 acres as shown on the location map. 3. The property is currently zoned RA-Residential Agriculture. (see attached site map) 4. The property is located along North Salemburg Highway. 5. The properties to the north, south, east, and west are zoned RA-Residential Agriculture. 6. All adjacent property owners within 100’ have been notified by mail and the property has been posted. After Board discussion, Ann Naylor moved to recommend approval of this rezoning request as presented with the above referenced zoning consistency statement, the motion was seconded by Nancy Blackman and unanimously recommended for approval by the Board. Ayes: Unanimous There being no further business, the meeting was adjourned at 6:50 p.m.
