Long Term Mooring Price Review for Sites Within The RE-PRICING OF 12 MONTH MOORING PERMITS 2015 MOORINGS AREA REPORT FOR WELSH BORDERS, PEAK AND POTTERIES Introduction This report provides the rationale for mooring price decisions for 2015. VAT is payable at the rate set by the government for the date when the permit is purchased. Profiles of privately operated sites in the area are appended. We researched and compared their prices with the Canal & River Trust rates to inform our judgements, but because this data is commercially sensitive it has not been included. Local market overview This large geographic area includes the Llangollen, Montgomery, most of the Shropshire Union, a majority of the Trent & Mersey, the Macclesfield, Caldon, Peak Forest and Ashton Canals. It is predominantly rural but easily accessed from large conurbations including Manchester, Stoke on Trent and Wolverhampton, as well as the many market towns along the route of these waterways. The Trust directly manages 40 sites in this area. In addition to the Trust’s Long Term Moorings berths, there are approximately 3900 berths in privately operated online and offline basin or in marinas across the market area. Challenges to Pricing Decisions We have made the pricing recommendations below based on a thorough review of auction results and local knowledge. It is our policy, set at Board level, to set prices which reflect market rates and to compete fairly with private operators. The Trust has neither powers nor duty to provide subsidised moorings. If you feel that the price decision made for your mooring site is unjustified having read this report, we ask that you write to the Head of Direct Managed Moorings explaining why you think it is the case. Please explain the reasoning for your challenge including evidence such as price and descriptions of nearby privately operated mooring sites. We will not amend the price without this evidence. We will consider your representation and respond in writing within two working weeks. If you are not satisfied with the response, you may request that the matter is dealt with through our formal complaints procedure.     CEC Community Governance Review Comments of Nantwich Civic Society 29th January 2020 At our last 2 meetings, members of Nantwich Civic Society have discussed this issue. Our comments are as follows: We seek the enlargement of the Nantwich Town Council boundary, which will increase the council tax precept to one reflecting the regular users of the town council’s facilities and services. The reasons are: 1.Since the last boundary was drawn many years ago, the size of the town and its immediate contiguous built up area has greatly increased. (We do not have the technical facilities to show maps but we are confident CEC has historic records of the growth of Nantwich and its surroundings.) The same NTC area continues to provide the precept income to the town. Surrounding Parishes do not (except in individual cases of cooperation) 2. In Stapeley P.C area, the Cronkinson Farm Development has over 1000 dwellings and is mainly over 20 years old. They have a parish council established in different times. The former Stapeley Water Gardens s is nearly complete, with about 200 extra dwellings. 3.Adjacent to the river Weaver on the West side of the river Weaver, a new development (called Kingsbourne) also of 1000 houses is in course of construction. It completes a contiguous sector of the town, but it lies in an adjacent Parish – Acton, Edleston and Henhull. Interestingly, we have come together for individual projects - Nantwich Partnership and Town Council has worked together on several projects with Acton PC., the main one being the 2015 restoration of Nantwich Aqueduct – promoted and implemented by The Canals and Rivers Trust with vital contributions from CEC, Nantwich Town Council and importantly with the whole of one year’s precept form Acton, Edleston and Henhull Parish Council.

    English Heritage Battlefield Report: Nantwich 1644 Nantwich (25 January 1644) Parishes:Henhull; Acton; Nantwich; Hurleston, Worleston District: Crewe and Nantwich County: Cheshire Grid Ref: SJ 632531 (centred on Acton Church) Historical Context The defeat of the Northern Royalists at Winceby and the raising of the siege of Hull in October 1643 made it unlikely that the Marquis of Newcastle would be able to intervene in the war further south, as the Royalist High Command in Oxford had hoped. In compensation, the Royalist strategists set about raising a second army in the North of England. During September 1643 the Marquis of Ormonde, the English Lieutenant-General in Ireland, had negotiated a cessation of hostilities with the Roman Catholic Confederacy which controlled most of the country. The Cessation freed troops to return to England and in October five regiments sailed to Chester to provide the bulk of a new Royalist army, 5,000 strong, under the command of Lord John Byron. With the help of these troops, Byron got the better of the local Parliamentarian forces under Sir William Brereton. The Royalists eventually controlled all Cheshire, except for the town of Nantwich, a siege of which began on 13 December 1643. On 18 January Byron's attempt to storm the town was repulsed. The Royalists suffered 400 casualties, a severe loss for an army that had experienced steady wastage since the beginning of its Cheshire campaign. Byron by now possibly had only 2,500 infantry and 1,000 cavalry left. Parliament was anxious to save Nantwich but had no troops readily available.

Henhull CW5 6AG - good adjacent parking for several vehicles. Barbridge (East) CW5 6BH - adjacent parking for several vehicles. Barbridge (West) CW5 6BG - space for two cars. Wardle - Busy main road. Park on bridge by roundabout. Good slope access. Wardle (West) CW6 9JW - parking available at J.S.Bailey Ltd in return for use of Cafe or Shop - available 8am to 5pm Monday to Friday. Apologies: none 2. Minutes of last Parish Council Meeting held on 6th October 2015 were unanimously confirmed as a true and correct record on the prop., of R. Blackburn, sec., F. Wright 3. Matters arising: a. Street lights: by:- Post Box; Holly Cottage; Fittons Close. Clr R. Bailey reported:- Still being progressed on these being adopted by Cheshire East Council and will continue to try to get this resolved asap b. Community Speed Watch: further to previous meeting, the Clerk reported that the scheme is up and running and speed checks are taking place at various locations throughout the two parishes. Mrs J.R. Park reported that the scheme is working well, and she distributed figures from the work undertaken. This showed that 134 motorists have received lettered for exceeding the speed limit and this equated to 4% of the passing traffic. c. Track/Road – Sound Common: Clerk reported a further email from Mr Watson:- The track I referred to hasn't been as bad of late due to a Willow branch falling down encroaching onto the track. Over the weeks it has become lower and more of an obstruction but not actually blocking the track.
