    PALASZCZUK’S SECOND YEAR AN OVERVIEW OF 2016 ANN SCOTT HOWARD GUILLE ROGER SCOTT with cartoons by SEAN LEAHY Foreword This publication1 is the fifth in a series of Queensland political chronicles published by the TJRyan Foundation since 2012. The first two focussed on Parliament.2 They were written after the Liberal National Party had won a landslide victory and the Australian Labor Party was left with a tiny minority, led by Annastacia Palaszczuk. The third, Queensland 2014: Political Battleground,3 published in January 2015, was completed shortly before the LNP lost office in January 2015. In it we used military metaphors and the language which typified the final year of the Newman Government. The fourth, Palaszczuk’s First Year: a Political Juggling Act,4 covered the first year of the ALP minority government. The book had a cartoon by Sean Leahy on its cover which used circus metaphors to portray 2015 as a year of political balancing acts. It focussed on a single year, starting with the accession to power of the Palaszczuk Government in mid-February 2015. Given the parochial focus of our books we draw on a limited range of sources. The TJRyan Foundation website provides a repository for online sources including our own Research Reports on a range of Queensland policy areas, and papers catalogued by policy topic, as well as Queensland political history.5 A number of these reports give the historical background to the current study, particularly the anthology of contributions The Newman Years: Rise, Decline and Fall.6 Electronic links have been provided to open online sources, notably the ABC News, Brisbane Times, The Guardian, and The Conversation.

    Citation for Her Excellency Quentin Bryce Governor General of the Commonwealth of Australia AC, CVO Her Excellency Quentin Bryce has enjoyed a rich and distinguished career as an academic, lawyer, community and human rights advocate, senior public officer, university college principal, and vice-regal representative in Queensland, and now Australia. In 1965, Her Excellency, graduated with the degrees of Bachelor of Arts and Bachelor of Laws from The University of Queensland and, in the same year, was one of the first women admitted to the Queensland Bar. In 1968 she became the first woman to be a faculty member of the Law School where she had studied, and in 1978 she joined the new National Women's Advisory Council. This was followed by a number of positions, including the first director of the Queensland Women's Information Service, the Queensland Director of the Human Rights and Equal Opportunity Commission, Federal Sex Discrimination Commissioner in 1988. She was appointed Inaugural Chair and CEO of the National Childcare Accreditation Council in 1993, and from 1997-2003 served as Principal of The Women’s College at the University of Sydney. Quentin Bryce’s contribution to advancing human rights and equality, the rights of women and children, and the welfare of the family was recognised in her appointment as an Officer of the Order of Australia in 1988 and a Companion of the Order of Australia in 2003. Also in 2003, she was invested as a Dame of Grace of the Most Venerable Order of the Hospital of St John of Jerusalem. Ms Bryce was awarded an Honorary Doctorate of Laws by Macquarie University (New South Wales) in 1998, an Honorary Doctorate of Letters by Charles Sturt University (New South Wales) in 2002, and an Honorary Doctorate of Laws by The University of Queensland in 2006.

    PRESIDENTIAL ADDRESS "HISTORY ON A HILL" A Notable Pilgrimage Through the Annals of Memory and Time [By NORMAN S. PIXLEY, C.M.G., M.B.E., V.R.D., Kt.O.N., F.R.Hist.S.Q.] (Read at a Meeting of the Society on 24 September 1970.) In a commanding position at Toowong Cemetery on the hill which faces the main gate, rises a tall slender column fashioned somewhat in the form of a minaret. Mounted on a base, it dominates the scene and marks the grave of Queensland's second Governor, Samuel Wensley Blackall. In a semi-circle with a radius of no more than twenty paces from this monument, rest some whose names feature prominently in the history of the Colony of Queensland. One of the verses in Grey's beautiful Elegy Written in the Country Churchyard of Stoke Poges reads:— "Perhaps in this neglected spot is laid some heart Once pregnant with celestial fire. Hands that the rod of empire might have swayed Or waked to ecstasy the living lyre". But with those who He within this small area on the hill at Toowong the stones which mark their resting places tell us who they were, also in some cases briefly what they did and one who wishes may find out more about them by researching through the records of the Colony. After reaching the top of the hill by a winding road, the grave of Governor Blackall is approached from the rear, passing on the left the first of the graves on the perimeter. Every other state in Australia – New South Wales, Western Australia, South Australia, Victoria and Tasmania – have already committed to extending their moratoriums, recognising that this important measure is still needed to protect housing security and provide certainty for industry and the economy. The Premier continues to remind us that there is a real risk of second and third waves of infection, that we cannot be complacent and that we must maintain our strong health response. Keeping people safe in their homes is an essential part of this health response. The decision not to extend the eviction moratorium has real consequences for Queenslanders who are watching their worst nightmares come true. Jason* is a father of five. His wife is sight impaired. Prior to the pandemic, Jason was supporting his family through income from his small business. The business has been hit hard by the pandemic and he is struggling to support his family.
