LADY FLORENCE BJELKE-PETERSEN, of Kingaroy Qld, is a foundation patron of QCM and as an elected delegate for 0CM at the Constitutional Convention at Canberra, argued strongly for our constitutional monarchy. Lady Flo is a former long-serving Senator for Queensland, and the widow of the late Sir Joh, who was Queensland’s longest serving and greatest Premier. Queenslanders for Constitutional Monarchy QCM People CR THE HON YVONNE CHAPMAN, of Kallangur, Qld is a foundation patron and president and one of the key-note speakers who launched QCM a decade ago at the Kedron-Wavell RSL in Chermside, Q., when the Australian flag was raised and a solemn declaration was taken to defeat the republican-socialist push. Today she is the long-serving mayor of Pine Rivers Shire. She was also a former State Government minister and MLA for her district. MICHAEL DARBY, of Manly, NSW, is QCMs inaugural web master, and chaired QCM’s giant 1999 referendum launch and rally in Brisbane, which led to the defeat of the elitist republican push later that year. It was Mr. Darby who first urged monarchists in Brisbane to organise QCM as a fighting movement to defeat republican ambitions in Qld. As a consequence, this State led the nation and other States in rejecting republican schemes to dismantle the constitution. Queenslanders for Constitutional Monarchy QCM People PASTOR DAVID DOUGLAS, of Slacks Creek, Q., is a past QCM president, who has vigorously campaigned for the constitutional monarchy in a number of capacities. For decades as a Church of God preacher, he promoted the concept that the forthcoming Kingdom of God on earth would be a monarchy and republicans best get used to it now. DR. RUPERT GOODMAN, AM, BA, D.Ed, PhD, TPTC, BHD(ANU), FACE, of St. Lucia in Brisbane, is a patron of QCM, and a renowned “Rat of Tobruk” who made a name for himself as an educator on his return from the War. He was also a long-serving president of the Australian Flag Association, and as such, raised the Flag at QCMs inaugural rally. Queenslanders for Constitutional Monarchy QCM People TOM KING, of the Gold Coast, Q., is the serving QCM president. Tom has had a remarkable career in the Queensland public service, and as an innovator of note, has held the highest offices in political movements in Queensland. He is a frequent contributor in the letters-to-the-editor columns of Queensland newspapers. BRUCE RUXTON, OBE, AM., Legion d’Honneur, of Tewantin, Q., is an inaugural patron of QCM from interstate, where many know him as “Mr. RSL” because of his decades of selfless service to defence interests, RSL, and veteran organisations and their families. After his return from the war in the Pacific, he was elected president of the Victorian RSL, and national vice- president, and was a leading campaigner in the defeat of the republican referendum of 1999. Queenslanders for Constitutional Monarchy QCM People DR. GLEN SHElL, MBBS, FRCP, FRACGP, of Paddington, Qld is an elected QCM delegate to the Constitutional Convention as well as a QCM foundation patron. He was a long-serving Senator for Queensland in the Federal Parliament, and has had a distinguished medical career. DON SISSON, CD, M.Pub.Adm., BAA(J), Dip 3., of Aspley, Qld is foundation general secretary and convener of QCM, and editor of Crown, the official journal of QCM. As a journalist, he has held sundry offices in capital city, metro and country newspapers as well as service with military, public service and political establishments. REV. DR NOEL WALLIS, Bd., Mth., ThD., of Forest Lake, Q., is a QCM patron, who has held numerous church positions, written books, and been active in veteran organisations. I begin today by paying my respects to the Mouheneener people, the traditional and original owners of this land ̶ those who have passed before us; and in acknowledgement of today’s Tasmanian Aboriginal community, being the custodians of this land. I am informed that your conference is a biennial event that brings you together from all around Australia and that there a few delegates from overseas too.1 I wish to warmly welcome all of you to Tasmania and I do hope you get a chance to explore our beautiful island while you are here. I know that there are excursions during the conference and also pre- and post conference excursions for delegates. There is so much to see. I am a keen bushwalker and like many Tasmanians have walked the overland track, including climbing Pelion West and Mt Oakleigh and marvelled at the wonderful flora which provided a welcome distraction during those, for me, quite challenging climbs. And I have also enjoyed the four-day Freycinet Experience walk in Spring with Sib Corbett as a guide explaining the flora and finding and identifying native orchids for us. I understand that Sib designed the Tasmanian section of the Botanical Gardens here in Hobart. And I can see from your program that Dr Keith Corbett is presenting about the Tasmanian Bushland Garden near Buckland, NE of Hobart, which I can strongly recommend.

Their gaze encountered a glass case presenting the skeleton of “Truganini, The Last Tasmanian Aboriginal” (advertisement, June 24, 1905). Also known as “Queen Truganini” at her older age, representations of her reflect the many, often contradictory, interpretations of her life and agency in colonial Tasmania. She has been depicted as selfish collaborator with the colonizer, savvy savior of her race, callous resistance fighter, promiscuous prostitute who preferred whites instead of her “own” men (e.g. Rae-Ellis, 1981), and “symbol for struggle and survival” (Ryan, 1996).

    Governors, Democracy and the Rule of Law His Excellency the Honourable Sir Guy S Green AC KBE Former Governor of Tasmania 29 October 1999 Menzies Oration on Higher Education Constitutional reform is a serious matter. Unlike ordinary law reform whose effects are confined to specific areas and which may be modified or repealed if it turns out to have been ill-advised, constitutional reform impacts upon the entire system of law and government and is virtually irreversible. It follows that we have an obligation not only to ourselves but to our descendants to consider any proposals to change the constitution of the Commonwealth or a State rationally, deliberately and with a complete understanding of the nature of that which is being changed and of what the consequences of the change will be. There is currently before the Australian people a proposal to sever the remaining links between the Crown and the Commonwealth of Australia and in due course some or all of the States may consider taking a similar step.1 Merely severing the links between the Crown and the Commonwealth or the States although a very significant step in other respects would not entail great constitutional change. As a result of a succession of constitutional developments culminating in the Australia Acts 1986 it can now be said that virtually all the powers and functions of Governors-General and Governors are derived from the constitutions and laws of the Commonwealth and the States not from the fact that Vice-Regal officers nominally represent the Crown. So severing our links with the Crown would mean that the present holders of Vice-Regal office would no longer be appointed by or represent the Crown but would not of itself require any other change to their functions.

    Citation for Her Excellency Quentin Bryce Governor General of the Commonwealth of Australia AC, CVO Her Excellency Quentin Bryce has enjoyed a rich and distinguished career as an academic, lawyer, community and human rights advocate, senior public officer, university college principal, and vice-regal representative in Queensland, and now Australia. In 1965, Her Excellency, graduated with the degrees of Bachelor of Arts and Bachelor of Laws from The University of Queensland and, in the same year, was one of the first women admitted to the Queensland Bar. In 1968 she became the first woman to be a faculty member of the Law School where she had studied, and in 1978 she joined the new National Women's Advisory Council. This was followed by a number of positions, including the first director of the Queensland Women's Information Service, the Queensland Director of the Human Rights and Equal Opportunity Commission, Federal Sex Discrimination Commissioner in 1988. She was appointed Inaugural Chair and CEO of the National Childcare Accreditation Council in 1993, and from 1997-2003 served as Principal of The Women’s College at the University of Sydney. Quentin Bryce’s contribution to advancing human rights and equality, the rights of women and children, and the welfare of the family was recognised in her appointment as an Officer of the Order of Australia in 1988 and a Companion of the Order of Australia in 2003. Also in 2003, she was invested as a Dame of Grace of the Most Venerable Order of the Hospital of St John of Jerusalem. Ms Bryce was awarded an Honorary Doctorate of Laws by Macquarie University (New South Wales) in 1998, an Honorary Doctorate of Letters by Charles Sturt University (New South Wales) in 2002, and an Honorary Doctorate of Laws by The University of Queensland in 2006.

In a commanding position at Toowong Cemetery on the hill which faces the main gate, rises a tall slender column fashioned somewhat in the form of a minaret. Mounted on a base, it dominates the scene and marks the grave of Queensland's second Governor, Samuel Wensley Blackall. In a semi-circle with a radius of no more than twenty paces from this monument, rest some whose names feature prominently in the history of the Colony of Queensland. One of the verses in Grey's beautiful Elegy Written in the Country Churchyard of Stoke Poges reads:— "Perhaps in this neglected spot is laid some heart Once pregnant with celestial fire. Hands that the rod of empire might have swayed Or waked to ecstasy the living lyre". But with those who He within this small area on the hill at Toowong the stones which mark their resting places tell us who they were, also in some cases briefly what they did and one who wishes may find out more about them by researching through the records of the Colony. After reaching the top of the hill by a winding road, the grave of Governor Blackall is approached from the rear, passing on the left the first of the graves on the perimeter. To these we will return later, pausing at each in sequence to record the inscriptions and perhaps to soliloquize for a space.
