What to Know Once in Japan 入国後、まず知っておきたい事項 Welcome to Osaka City! The City of Osaka is enjoying steady development as the hub of the Kansai region of Japan. It is a government-ordinance-designated city with a population of over half a million and is also the capital of Osaka prefecture. Osaka City is divided into twenty-four wards, the largest number of any city in Japan. It has a developed commercial area encircled by the JR Osaka loop line, as well as the historical buildings such as Osaka castle and Shitennoji Temple, and many tourist attractions including the Kaiyukan ® Aquarium and Universal Studios Japan .     Osaka---A Gastronomic Wonderland Osaka is said to be a culinary capital. Reading Japanese Cooking: A Simple Art, written by Shizuo Tsuji, founder of the Tsuji Culinary Institute, the British food journalist Michael Booth was amazed to learn that concepts currently in vogue in contemporary Western-style cooking, such as simplicity, letting the ingredients speak for themselves, and seasonal food, had been talked about so vividly in a book introducing Japanese cuisine written back in 1980. As a result of reading Tsuji’s book, Booth became profoundly interested in Japanese food and decided to make a three-month “foodie road trip” across Japan together with his family. He describes his experiences on that tour in a book titled Sushi and Beyond: What the Japanese Know about Cooking. In that book, Booth writes about food in Osaka. He notes that the respected French restaurant critic Francois Simon told him that Osaka was “his favorite food city in the world” and adds that “I have seen it [Osaka] name-checked in several interviews with top European and US chefs as a place they visit for inspiration.” The book goes on to describe how Booth himself relished his visit to the city, going not only to high-class restaurants but also okonomiyaki, kushikatsu, and other eateries frequented by ordinary folk. After reading Booth’s book, I smacked my lips and knew there was only one place to go---Osaka! Today, such change is driven by several disruptive forces, including the growth of emerging economies, the disruptive evolution of technology, the increasing interconnectedness of the global economy, and the aging of populations across the world. One intriguing phenomenon leading from these forces, especially as economies and markets around the world grow more tightly linked, is the gradual rise in importance of regions and cities rather than countries. In other words, regional and metropolitan attractiveness and competitiveness today hold increasingly greater sway than do the countries containing those regions and cities. What does this mean for Kansai? Fundamentally, Kansai leaders need to consider both the sustainable growth of the region as well as the international competitiveness of its cities. They should consider how Kansai can evolve, using its historical, cultural, academic, and infrastructural advantages to create a grand vision for the future, and make the bold moves required to achieve that vision. A worthy vision for the public sector and infrastructure related sectors, such as electricity, gas, transit, construction, telecommunications, and broadcasting, could be to establish a region that enables sustainable lifestyles, leading to improved core competitiveness and attractiveness throughout the region. The manufacturing and service sectors, by contrast, could focus on a vision grounded in global competitiveness, achieved by undertaking organizational transformations, productivity improvements, and growth investments in innovation and M&A.
