In 1894, Mohandas Karamchand Gandhi arrived in South Africa as a young shiftless lawyer from India. He planned to spend a year; he ended up spending two extraordinary decades during which he moved from being the resentful victim of local racial humiliations to the initiator of a wholly new kind of political activism based upon nonviolence. When he finally left South Africa in 1914, after having organized a small and frequently trampled-upon Indian minority into a significant political force, his greatest Afrikaner adversary, Gen. Jan Smuts, was relieved enough to write to a friend, ''The saint has left our shores, I hope, forever.'' More than 30 years later, a few months after India's long-delayed independence in 1947, Gandhi was assassinated by a Hindu Brahmin named Nathuram Godse, who turned out to have been one of the many rationalists exasperated and bewildered by Gandhi. In a remarkably coherent statement in court, Godse explained that he had killed Gandhi in order to cleanse India of such ''old superstitious beliefs'' as the ''power of the soul, the inner voice, the fast, the prayer and the purity of the mind.'' He had felt that nonviolence of the kind Gandhi advocated could only ''lead the nation toward ruin.'' With Gandhi out of the way, Godse said, India would be ''free to follow the course founded on reason which I consider to be necessary for sound nation-building''; it would ''surely be practical, able to retaliate, and would be powerful with armed forces.'' Far from being a lone gunman, Godse spoke for millions of educated Hindus, including some of Gandhi's closest disciples, who felt that the ''father of the nation'' was a burden upon a country that now had to be governed in modern, rational ways. -

SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky. -

After Kalmyks moved to Volga, they already had an independent Kalmyk language. The research showed how the Kalmyk language was influenced by the ancient Turkic language, the Uigur language and the Kirghiz language, and also by the Kazakh language and the Nogai language (the Qypchaq group). THE NOTION OF “KAZAKHNESS” BEHIND THE SYMBOLIC NATION-BUILDING OF KAZAKHSTAN Narek Mkrtchyan Yerevan State University Abstract The paper deals with the processes of overcoming Russian ‘colonial’ impediments to the creation of symbolic spaces for the emergence of a new national self- consciousness in Kazakhstan. The paper highlights the importance of Nazarbaev’s decision to transfer to and construct a new capital Astana in fostering the ideas of national identity and ethnic belonging. Therefore, an attempt has been made to observe the phenomena of urbanization and reformulation of state symbols in explaining both ethnic and civic mechanisms of influences on people’s consciousness. Additionally, the works of various Kazakh intellectuals and cultural figures have been taken into consideration to examine the notion of Kazakhness and its’ contribution to the development of the Kazakh national identity. Content analysis of architectural design of Astana and state symbols is essential to understand the vision of Kazakhstan’s imagined future. Introduction After the breakdown of the Soviet Empire all post-communist regimes emphasized the role of ethno nationalism in establishing new nation-building projects. The model of Kazakhstan’s nation building is quite unique in terms of harmonious interethnic coexistence of a multiethnic society. Since independence President Nazarbaev initiated serious programs in an effort to start active nation-building processes. As a matter of fact, Nazarbaev’s nation and state building policies are represented for the Kazakhs as a civilizational endeavor. Nazarbaev took Kazakhstan through large scale administrative, legislative, social, economic and political reforms. -

Between the „Arab Spring“ and the Thai elections The months long reporting on the unrest in the Arab world misses one important point; each and every country engulfed by the popular revolt is a republic, while monarchies (situated predominantly on the Arabian Peninsula, GCC) remain largely intact. Difference between e.g. Libya or Tunisia and Saudi Arabia or U.A.E. is not only geographic – it is fundamental. The first are formal democracies of republican type (traditionally promoting a secular pan-Arabism) and later are real autocracies of hereditary monarchy type (closer to the rightist Islamic than a pan-Arabic ideology). Since its independence, Tunisia, Libya or Egypt have kept democratic election process and institutional setup of executive, judicial and legislative branch – in formal sense, although in reality they have often been run by the alienated power structures of over-dominant party leader (guardian of revolution, or other sort of „father of the nation‟). Authoritarian monarchies have been, and still are ruled by a direct royal decree without even formally electable democratic institutions. Modern political history analyses give us a powerful reminder that the most exposed and most vulnerable states are countries transitioning from a formal to a real democracy. Despotic absolutistic regimes are fast, brutal and decisive in suppressing popular revolt (some of them even declining over decades to sign the fundamental Charter on HR). After all, the source of their legitimacy is an omnipresent and omnipotent apparatus of coercion (police, royal guard, army), not a democratically contested popular support in the multiparty scenery. Real democracies with the well-consolidated institutions, civil sector and matured political culture of electorate enjoy larger system legitimacy. -

However, Japanese and Chinese simplifications frequently differed, resulting in the existence of multiple forms of the same character being used in different places. This study investigates the differences between the Japanese and Chinese simplifications and the effects of the simplification techniques implemented by each side. The more conservative Japanese simplifications were achieved by instating simpler historical character variants while the more radical Chinese simplifications were achieved primarily through the use of whole cursive script forms and phonetic simplification techniques. These techniques, however, have been criticized for their detrimental effects on character recognition, semantic and phonetic clarity, and consistency – issues less present with the Japanese approach. By comparing the Japanese and Chinese simplification techniques, this study seeks to determine the characteristics of more effective, less controversial Chinese character simplifications. -
History of Kazakhstan
History of Kazakhstan The territory now known as Kazakhstan was home to nomadic peoples for centuries. Mongol tribes began migrating to the area in the eighth century AD, and in the early thirteenth century, central Asia was conquered by Genghis Khan’s Golden Horde. Their descendants, known as the White Horde, ruled the territory until the Mongol Empire crumbled in the late 14th century. The Kazakh nation that emerged was a mixture of Turkic and Mongol peoples. From 1511 to 1518, Kazakhs were unified and their territory expanded under the leadership of Kassym Khan. Their language and culture gradually became distinct from those of neighboring Uzbek and Kyrgyz peoples. Following Kassym Khan’s reign, the Kazakhs divided into three distinct groups, each dominating a particular geographic area but maintaining a common language and heritage. Fiercely independent, they avoided relations with outside nations. Contact with imperial Russia was minimal until the early1700s, when Russia built forts in southern Siberia and northern Kazakhstan. When the Kazakhs were threatened by the Kalmyks, they reluctantly accepted protection from czarist Russia. In the 19th- century Great Game race for territory and influence between Britain and Russia, Russia eventually solidified its control of the area. Subsequent Kazakh uprisings, including one in 1916, were put down with force. In the wake of Russia’s Bolshevik Revolution, a Kazakh autonomous government was formed and nominally held power from 1917 to1919. By 1920, however, communist forces had gained control; Kazakhstan officially became a Soviet republic in 1936. Years of war, followed by Soviet leader Joseph Stalin’s forced collectivization campaign in the 1930s, virtually eliminated the traditional nomadic way of life; one-third of the population and most livestock perished. -
Language Management in the People's Republic of China
LANGUAGE AND PUBLIC POLICY Language management in the People’s Republic of China Bernard Spolsky Bar-Ilan University Since the establishment of the People’s Republic of China in 1949, language management has been a central activity of the party and government, interrupted during the years of the Cultural Revolution. It has focused on the spread of Putonghua as a national language, the simplification of the script, and the auxiliary use of Pinyin. Associated has been a policy of modernization and ter - minological development. There have been studies of bilingualism and topolects (regional vari - eties like Cantonese and Hokkien) and some recognition and varied implementation of the needs of non -Han minority languages and dialects, including script development and modernization. As - serting the status of Chinese in a globalizing world, a major campaign of language diffusion has led to the establishment of Confucius Institutes all over the world. Within China, there have been significant efforts in foreign language education, at first stressing Russian but now covering a wide range of languages, though with a growing emphasis on English. Despite the size of the country, the complexity of its language situations, and the tension between competing goals, there has been progress with these language -management tasks. At the same time, nonlinguistic forces have shown even more substantial results. Computers are adding to the challenge of maintaining even the simplified character writing system. As even more striking evidence of the effect of poli - tics and demography on language policy, the enormous internal rural -to -urban rate of migration promises to have more influence on weakening regional and minority varieties than campaigns to spread Putonghua.
