CHAPTER-I Area and Population Situated between 32 to 36 degree North latitude and 75 to 80 degree east longitude and at an altitude ranging from 2900 M to 5900 M, Leh district is scattered on an area of 82665 Sq.Kms

(approx.) which (includes 37555 Sq.Km under illegal occupation of ) makes it the largest district in the country is having 119 inhabited and one un inhabited villages with a population of

133487 souls as per 2011 census with Buddhist as the largest ethnic group followed by and

Islam.

CHAPTER-II VITAL STATISTICS

The Civil registration work is in operation in the State under the provision of Birth &

Death Act, 1969 for the last more than three decades. The Civil Registration system was revamped all over the country in January 2000, which is in execution in the State as well since then. Police

Stations and Local Body are functioning as Registration Offices in rural and urban areas respectively.

The tables highlight the births and deaths registered in the district.

CHAPTER-III REVENUE

REVENUE:- Maintenance, preservation and updations of land record are done in accordance with Revenue Acts of the Jammu and State. These acts are guiding factor for making new records at the time of new Settlement. In the present structure, Revenue Department maintains the following necessary and major type of documents; Record of Rights (ROR) Jamabandi Girdawari Mutation Register (Intikal)

One province is divided into divisions, districts, and tehsils. There may be sub division in a division; sub district in a district, and sub-tehsil in a tehsil. Board of Revenue is established in a province. Provincial government appoints certain members. Decisions of Board of Revenue can be taken to High Court of the same province.

The Tehsildar is the concerned revenue officer who on the basis information/report of revenue Patwari issues a certificate. A Revenue Village is a small administrative region in , a village with defined borders. One revenue village may contain many hamlets. Each revenue village is headed by a Village Administrative Officer (VAO). Revenue village is a concept introduced during British Indian administration. It is designed as the lowest administrative.

CHAPTER-IV Agriculture

Agriculture is the main source of livelihood in this district as in the rest of the state.

According to revenue department village papers, the district has a reporting area of 45167 hectares of which 10542 hectares has been brought under cultivation. The departments concerned have contributed a lot in increasing production especially the cash crops.

CHAPTER-V

HORTICULTURE

Horticulture is playing a major role in supplementing the income to the farmers, hence assumed great importance in Leh district in recent years. The main productions are apricot and apple but in some parts of Khaltsi block other varieties ie Almond, Grapes etc. are also grown. The fruit produced are marketed in Leh town, other places and supplied to the defense forces stationed in the region through cooperative marketing societies. Year/block wise area under fruits, fruit plant nurseries, distribution of plants etc. is given in this chapter.

CHAPTER-VI IRRIGATION

Being mountainous with arctic desert condition and scanty rainfall of the district, irrigation depends on the eternal glaciers, which give birth to number of rivulets. However, efforts are being made to bring more barren land under cultivation by constructing irrigation canals on Indus, Shayok and other tributaries.

Data on source wise area irrigated with crops receiving irrigation are indicated in this chapter. The major source of irrigation in the district continuous to be the

Canels/Zamindari Khuls, which accounted for cent percent of the total area irrigated

In this chapter, data on gross and net area irrigated etc. has been reflected.

CHAPTER-VIII SHEEP HUSBANDRY

The rearing of livestock is a very critical and core activity in the economy profile of the District. Although it is adopted as a subsidiary occupation by a majority of the rural population yet it constitutes a vital activity for economy welfare of the farmers. However, the nomadic gaudier population of Changthang depends exclusively on sheep and goat rearing for its livelihood most of the livestock population particularly sheep & goat. Sheep and goat rearing is mostly concentrated in two blocks of the district and the department of Sheep Husbandry is working for the development of these livestock with the objectives to improve production of Pashmina, wool, meat etc. by genetic up gradation of animals, to find out ideal management technique suited to increase production / reproduction traits, to reduce mortality and to improve pasture and increase fodder production. Information on livestock population, breeding/health program’s etc. is contained in this chapter.

CHAPTER-X

FOREST

Due to its altitude above tree line, Ladakh presents a look of a cold desert. In spite of such a great natural constraint Forest Department Leh is trying its best to bring more and more areas under green coverage. The main objective is to bridge the gap between demand and supply of timber and firewood in the region, protect forest resources in river valleys, to check soil erosion and above all to arrest deserted situation of the district.

CHAPTER-XII Cooperative

Cooperative movement occupies an important place in the economic life of the people and its activities are diversified in many spheres. At present 53% of families in the rural areas are under cooperative shield. There are 6 marketing cooperative societies in the district and 68 Cooperatives played an important role in the procurement of surplus agriculture produce with the farmers and thereby sales them in the available market. Similarly the consumer cooperatives have played a useful role in holding the price line and in providing the basic necessities to the people at a reasonable price. The number of various types of societies, membership, capital, structure of the societies etc. are given in this chapter.

CHAPTER-XIII ELECTRICITY

The generation and distribution of power continues to be one of the most problematic areas of development in the district. The major source of power in the district is Nimo-Basgo Hydel Power

Project as well as Diesel generators in farflung areas which generation capacity are 45 MW and

13.87 MW respectively. Solar Power also plays an important role in about 5 Villages approximately.

Currently Northern Power grid is in near position to connect the whole District within its grid. Data on power generation, consumption, and installation, villages electrified etc. in the district is given in this chapter.

CHAPTER-XIV Roads and Buildings

Road Transport is the major and principal mode of mobility of man and materials in the district. Roads are thus considered as arteries of our economics, which plays crucial role in sustained economic growth and is vital for development of a segment of the society. The development of road network in the district is therefore receiving attention of the govt on priority basis in our developmental plans. Due to difficult terrain of the district, it is very difficult to provide road facilities however the public Works department as constructed and maintained substantial road network in the district The border road organization (Project ) has also constructed and maintained a huge chunk of road network connecting the border areas in the district. he road length maintained by the state PWD and Project Himank in the district during 2016-17 have been contained in this chapter.

CHAPTER-XVI Industries and Labour

Leh district is an industrially backward district. For speedily development of industries in the district, the District Industries Centre was established in 1978. The main emphasis is on the development of tiny and micro sector units i.e. village and cottage industries. Unemployment has become a global problem. The basic and fundamental reason for unemployment is the mounting pressure of population, which is increasing at an alarming rate and the absorption capacity of the economy is not keeping pace with the growth of population. As a result of this imbalance, the number of unemployment both among educated and uneducated is getting increased year by year in the district too.

In order to solve the problem of unemployment, the Employment and Counseling Centre register job seekers in the district & madeplacement in different Government agencies according to their qualifications & skill.

CHAPTER-XIX EDUCATION

For development of any Country/ State/District, education is the basic need without which one cannot dream of smooth development. As such, the Government has launched various programs / schemes to achieve 100 % literacy. Aiming at to impart education to all school going age children with teaching learning facilities, of the district, this sector has been treated as the priority sector of the district plan and has created infrastructure of schools in every corner of the district. To attract the children of under privileged and weaker section of the society towards education, scholarships and incentives are being given besides free education. This chapter high lights the number of education institutions, enrollment etc.

CHAPTER-XX Health and Family Welfare

Since 1940, when the first medical center with indoor facility was established at Leh, achievements in respect of providing comprehensive health care facilities in all the three major components viz; preventive, promotive and curative through a net work of 162 Institutions with minimum required basic infrastructure facilities, 90% of which are located in government building, are tremendous.

CHAPTER-XXI PUBLIC HEALTH ENGINEERING

Safe drinking water is being provided to the villages on priority basis and program stands identified as a priority item of development. But geographical and climatic conditions are playing havoc with water supply schemes during winter when temperature goes down to –30 degree Celsius and water distribution pipes get burst due to freezing. Despite all these constraints, all the112 census villages have been provided with safe drinking water.

The details of villages given water supply and number of installations in the district are given in this chapter.

CHAPTER-XXII POST AND TELECOMMUNICATION .

Postal service has reached far-flung areas in the state. District Leh has a total of 54 post offices. Beside the BSNL is working very efficiently to provide one of the important facility of communication to the scattered and far off places of the District and almost every corner of the

District is covered by BSNL Leh. By the end of the year there is 100 mobile towers, 37 Telephone exchanges, 10,679 fixed connections, 1,44,436 mobile connections, and 2901 broadband connections covering 88,593 population of the District.

` The department of Social welfare plays a vital role in the upliftment of the weaker, vulnerable and down trodden section of the society with the main objective of providing social security and welfare services. The social castes, economically weaker section, deserted women, physically handicapped are the target group. CHAPTER-XXIV JUDICIAL STATISTICS Maintenance of law and order, to check criminal and other allied activities and disposal of cases, policing and judiciary is of vital importance. This chapter gives data on number of judicial divisions and courts, police stations and police posts, institutions and disposal of civil and criminal cases and cognizable cases reported. 1. District Police Leh :- The head quarter of District Police Leh is located in the heart of Leh Town adjacent to Pologround Leh in a double storey building. Superintendent of Police Leh is head of District Police Leh. Following Officers are posted in the DPO Leh and their Officers are also housed in the same DPO building: 1. Functions: - Though crime rate in the District is low as compared to other District but due to large scale migration of villages to Leh city, influx of outside labourers and other workers makes Leh a crime prone area. Therefore, Police is always on high alert to avoid any mishap. District Police Leh is in the process to implement Community Policing to involve community in the Policing. Series of meeting at village level are conducting from time to time and people are becoming law abiding and police friendly.

CHAPTER-XXVI CONSUMER AFFAIRS AND PUBLIC DISTRIBUTION

Food rationing is very old in Jammu and Kashmir. While Srinagar and Jammu cities have food rationing right from the days of Maharaja Hari Singh, the other areas too were looked after in the pre-independence days at the time of food scarcity brought about by the crop failure or damages resulting from various natural calamities. It aims not only at tackling the problem of food shortage or high prices but also at ensuring equitable distribution of the available supplies on the reasonable prices so that the lower income groups and the people in backward areas are able to purchase at least the minimum quantities required by them.

This chapter gives data on yearwise/blockwise import of food grains from outside the District Leh and also gives the blockwise rationed population for the year 2014-15.

CHAPTER-XXVII ROAD TRANSPORT

The number of registered motor vehicles has shown a persistent increase over the year. The number of vehicles shown and an increase of 1745 vehicles during 2016-2017 over previous year level. As on 31/03/2017 the number of registered vehicle Commercial and Non-Commercial was recorded as 7893 & 8850 which is 16743. This indicates that people enjoy best mobility facility, however the road network and parking places is not capping pace with the grown in traffic leading to heavy conjestion particularly in Leh town. This is also likely to create problems related to pollution and environment in the near future in the town.

The public and private transport fleet and operational details of road transport cooperation are given I n this chapter.

TOURISM

Tourism has won a wide recognition as an important industry in the district in view of its potential for creation of employment opportunities and generation of income on a large scale. This industry has a direct bearing on the socio-economic scene of the district. Tourism industry provides employment to a large number of people engaged in the related sectors like transport, Hotels and catering service, cottage industry etc. Tourism promotes economic activities in the remote areas.

Since its opening for the tourist (1974), Leh has registered an increasing number of tourists attracted towards it, because of its landscape, culture, tradition environment etc. and still has much potential for adventure tourism.

CHAPTER-XXIX FISHERIES

Most of the earth surface is covered with water and Fisheries is the only sector which can utilize all these water bodies for the production of quality food for growing population of the world. The Fisheries Department Leh is started with the establishment of fish farm Shey in 1960. Since then the Department is serving the people of Ladakh in the form of conservation of local fishes existing in Rivers, Streams and Lakes etc. Production of fish for revenue generation, creating job opportunities for educated youth and initiating awareness programmes on conservation of indigenous fishes and fish farming for self employment generation are main activities of Fisheries Department Leh. In the schemes “Ponds in private sector.” The Department is assisting local fish farmers in construction of fish farm and providing fish feed and seed on subsidized rate for income generation. The Department has enrolled 41 Nos of Fishermen as fish farmers.
