Russell, it was RESOLVED to agree and sign the minutes of the meeting held on the 1st July 2014 as a true record of the meeting. This was duly completed.

On a proposal by Cllr. Beeny it was RESOLVED to object on the following grounds:  the size and bulk of the building and the number of pack houses on the site.  The categorisation of the proposed building as offices and light industrial use.  The significant amount of office accommodation on the site.  It was resolved to request a robust planting plan if the application was permitted.

WSCC – Joint West Minerals Local Plan Minerals Site Study Response deadline 22nd September 2014 It was noted that the site was between Trotters and Brick Kiln and had been listed as Brick Kiln Farm. Following discussions on the site and the potential loss of valuable farmland it was RESOLVED the Chairman would draft comments on the proposal.

f) Resolution to close Co-operative Bank Account (North Mundham Parish Council Account – Acc 1) and Transfer funds to Handelsbanken – On a proposal by the Chairman, it was RESOLVED to close North Mundham Parish Council Account – Acc 1 and Transfer the funds to Handelsbanken, The letter of authority was duly signed in accordance with the mandate. g) Finger post repairs – It was noted the Clerk had requested three quotes to repair the two damaged finger posts. The Clerk had received one quote for the repair of the bracket from Ivan Mack Jones, however, JK Engineering had had commenced the work without providing a quote or authorisation. It was noted that the Parish Council previously instructed JK Engineering and had been satisfied with the work carried out. It was agreed that once the invoice had been received a decision would be taken with regard to payment. h) Grant – Pensioners Christmas Lunch -On a proposal by the Chairman, it was resolved to provide a grant in the sum of £300.00 for the Pensioner Christmas Lunch - any unspent funds were to be returned to the Parish Council.

164.14 SECTION 106 FUNDS

1. Walnut tree roundabout safe crossing – it was noted the Clerk and the Chairman had meet with Tracey Webb at the location. Following this meeting the Clerk had drafted a letter for review by Tracey to be sent to the land owners of the land adjacent to the Spinney to request they reconsider the provision of a strip of land to allow a safe crossing point. 2. HDA footpath – request an update from County Cllr. Oakley

165.14 FLOODING in PARISH – report from Cllr. Maclean - no report received.

166.14 PLAYING FIELD COMMITTEE

Cllr. Chivers reported: 1. Jubilee Trees had been vandalised and were subject to a police report. 2. Playground required attention - the ROSPA inspection had taken place and the work required would be completed shortly. It was noted that a complaint with regard to the condition had been received.

167.14 VILLAGE HALL MANAGEMENT COMMITTEE Cllr Neave stated: 1. New Community Kitchen – the new boiler had been installed and the snagging work was currently being completed.

2. New Homes Bonus Grant application form had been submitted to provide funding to paint the walls and install a dado rail at the height of the stacked chairs to prevent damage to the paint work. 3. Table Tennis had requested the installation of a defibrillator on the outside of the building, it was agreed to investigate the matter further. 4. Youth Club Storage – the loft in the outside shed had now been cleared and the Youth Club equipment would be transferred shortly.

168.14 YOUTH CLUB

Cllr Stuart reported that the Church were keen to progress the matter, however, the church required a religious element for each event. The church were currently investigating forming a matching age group which would meet fortnightly.

The members’ only social club would run on the alternative week and all the equipment would be shared.

It was noted that the church children were mainly residents of Hunston and the committee of the social club would approach Hunston Parish Council to continue funding.

It was noted that there would be limit of 20 children with a minimum of two nominated volunteers.

169.14 AFFORDABLE HOUSING

Cllr. Russell reported that Austin Wade had stated the development was on track for completion in January and the local connection registration event was normally 3-4 months prior to completion and was therefore due imminently.

Concern was expressed with regard to the change in the street scene due to the work carried out to install the access to the site, it was noted however, the work had been completed as per the planning application.

The Clerk reported that the work to clear the scrubland to enable assessment of the viability of footpath would commence in November/ December. However, West Sussex County Council had not yet issued the letter of consent.

170.14 HIGHWAY ISSUES 1. Traditional Finger Post junction of Post Office Lane/Church Road – missing finial – covered in minute 163.14(g)

2. Traditional Finger Post junction of Fisher Lane/Runcton Lane – broken finger post bracket – covered in minute 163.14(g) 3. Traffic Control on B2166 – a further letter from the police commander had been received stating that due to the number of officers that might attend an accident and the lack of local knowledge he could not provide assurance that the inappropriate diversion though the small country lanes would not happen again – matter closed.

171.14 PARISH POLISHERS 1. Notice Boards – no further action had taken place. 2. Closed lay-by opposite Willowmead Close – work to be completed once vegetation has died back. 3. John Aylwin Bench – Cllr. Russell reported the timber would be within budget and the bench would be removed from site to complete the work. The bench was not currently secured to the ground and this would be investigated when being replaced. 4. Litter Picking – it was agreed to hold a litter picking event on 16th November 2014 2.30—3.30pm followed by tea. Cllr. Chivers stated he would raise the possibility of a joint event to clear the playing field and the play area.

173.14 CLERK’S REPORT

1. Island Cottage overgrown hedgerow – work had been completed – matter closed. 2. Notice board repair (opposite Walnut Tree Pub) – Clerk to send a CLERK further chaser letter.

174.14 ITEMS FOR REPORTING AND INCLUSION ON FUTURE AGENDAS 1. Cllr. Russell reported that he had received an update from Ofwat stating Southern Water had agreed to install additional telemetry at the North Mundham pumping station at Hackman’s Yard. He had requested a review of the situation on controlled discharge rate from Lakeside.

175.14 EXTERNAL CORRESPONDENCE 1. Bench on junction of Honer, Punches and Manor Lane – it was noted that residents had raised funds to install a memorial bench at this location and they had contacted West Sussex County Council for permission to place the bench on the highway land. 2. Noise from ‘beeper’ of fork lift trucks at VHB Nursery at Runcton – it was noted a resident had contacted Chichester District Council Environment Health expressing concern with regard to the use of fork lift trucks early in the morning and late in the evening. 3. Bognor Cycle Forum - Cycle Route Morrells Farm through Butterlees Farm then via the verge joining up with the footpath to Merston. It was agreed to respond stating the Parish Council CLERK support the principle of cycle routes although the Council were concerned with the proposal to not provide an alternative route at the dangerous corner. The Parish Council were investigating the possibility of joint footpath/cycle path from Marsh Lane to the Runcton Farm Shop and would provide an update in due course.
