INTRODUCTION This case concerns a dispute submitted to ICSID pursuant to the Agreement between the Government of the Italian Republic and the Government of Romania on the Mutual Promotion and Protection of Investments, which entered into force on 14 March 1995 (“BIT”),1 and the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (“ICSID Convention”). The BIT was agreed in the Italian, Romanian and English languages with all three texts being equally authentic, and in case of any differences of interpretation, the English text was to be considered as the text of reference.     Scris de gilda.diaconu pe 05 martie 2011, 00:32 Boureanu, catre liderii PDL: “Suntem toti plini de rahat” Vicepresedintele PDL Cristian Boureanu a criticat dur, in sedinta Colegiului Director de vineri al formatiunii, propunerile privind criteriile de integritate, venite din partea “reformistilor” Monica Macovei, Cristi Preda si Sever Voinescu, relateaza Gandul. CristianBoureanu.jpg "Un membru arunca o piatra, tot partidul s-a scufundat s-o caute si acum suntem toti plini de rahat", ar fi spus Cristian Boureanu, conform unor surse din PDL, citat de “Gandul”. De partea lui Boureanu au fost cei mai multi dintre liderii locali, dar si dintre "grei". Sorin Frunzaverde, Radu Berceanu si Adriean Videanu au fost si ei impotriva propunerii privind suspendarea membrilor trimisi in judecata. El a sustinut ca "80 - 90 la suta" dintre propunerile celor trei se regasesc deja in actualul statut si nu trebuie prezentate ca noutati reformatoare pentru partid. "Este impostura sa iei vechiul statut “i sa-l prezinti ca pe o platforma", a spus vicele PDL. Cat despre "singura propunere noua" - cea privind suspendarea din partid in cazul inceperii urmaririi penale - este "o mizerie crunta, care nu exista nici in vremea sovietelor", a spus Boureanu. Cine a votat impotriva suspendarii membrilor trimisi in judecata De partea lui Boureanu au fost cei mai multi dintre liderii locali, dar si din "grei". Sorin Frunzaverde, Radu Berceanu si Adriean Videanu au fost si ei impotriva propunerii privind suspendarea. Fostul ministrul al Transporturilor a castigat simpatia salii atunci cand s-a declarat exasperat de faptul ca numai la PDL se vorbeste despre coruptie: "As vrea sa-i aud pe colegii nostri care vorbesc despre coruptia de la noi vorbind si despre coruptia de la alte partide.

    Guvernul României Hotărâre nr. _______ din ___________ pentru modificarea şi completarea Hotărârii Guvernului nr. 759/2007 privind regulile de eligibilitate a cheltuielilor efectuate în cadrul operaţiunilor finanţate prin programele operaţionale, cu modificările şi completările ulterioare În temeiul art. 108 din Constituţia României, republicată, Guvernul României adoptă prezenta hotărâre. Articol unic. - Hotărârea Guvernului nr. 759/2007 privind regulile de eligibilitate a cheltuielilor efectuate în cadrul operaţiunilor finanţate prin programele operaţionale, publicată în Monitorul Oficial al Românei, Partea I, nr. 517 din 1 august 2007, cu modificările şi completările ulterioare, se modifică şi se completează după cum urmează: 1. La articolul 1, după alineatul (3) se introduce un nou alineat, alineatul 31, cu următorul cuprins: „ Termenul cheltuieli eligibile are înţelesul prevăzut în art. 2 alin. (3) lit. g) din Ordonanţa de urgenţă Guvernului nr. 64/2009 privind gestionarea financiară a instrumentelor structurale şi utilizarea acestora pentru obiectivul convergenţă.” 2. La articolul 1 alineatul (4), litera c) se modifică şi va avea următorul cuprins: "c). Cheltuielile generale de administraţie reprezintă cheltuielile efectuate pentru funcţionarea de ansamblu a beneficiarului/partenerilor acestora şi/sau care nu pot fi atribuite direct unei anumite activităţi individuale din cadrul operaţiunii. Lista tipurilor de cheltuieli cuprinse în această categorie se elaborează de fiecare autoritate de management şi se aprobă prin ordin comun al ministrului coordonator al autorităţii de management şi ministrul finanţelor publice, potrivit art.13." 3. La articolul 1 alineatul (4), după litera d) se introduce o nouă literă, litera d1), cu următorul cuprins: "d1) costurile indirecte ale operaţiunilor reprezintă costurile menţionate la art. 1, alineatul (4), litera c)." 4.

    „Băsescu vs. Tăriceanu – imaginea celor doi lideri politici în presa anului 2006” Raport de analiza asupra mesajului presei 1 ianuarie – 1 decembrie 2006 I. Introducere Asociația Română de Marketing Politic a realizat un studiu comparativ C. P. Tăriceanu vs. T. Băsescu, un studiu asupra imaginii acestora. A fost luată în considerare imaginea, aşa cum a fost conturată în presa scrisă în 2006. Au fost luate în calcul perioada 1 ianuarie 2006 – 1 decembrie 2006 şi 7 din cele mai importante ziare naționale: Evenimentul Zilei, Jurnalul Național, Ziua, Cotidianul, România Liberă, Adevărul, Gândul. Metodă Călin P. Tăriceanu şi Traian Băsescu au primit pentru fiecare zi a anului, o notă pentru articolele în care apăreau. Au fost selectate cele mai bune şi cele mai proaste zile ale anului după acest criteriu („vârfurile” şi „gropile” de imagine) (între 20 şi 30 de zile). Au fost studiate evenimentele, temele, actorii şi modul ofensiv/defensiv în care cei doi actori au fost implicați în aceste zile. Proiectul Perioada de implementare, de lucru: 1 septembrie 2006 – 15 decembrie 2006 Au fost utilizate atât ziarele tipărite, cât şi sursele online, site‐urile ziarelor. Echipa de lucru: Este formată din experți în analiză media şi analiză politică, implicați ca volutari în proiectul ARMP ‐ Agenția de Rating Politic. Agenția de Rating Politic, ca proiect ARMP, îşi propune să realizeze periodic studii prin care să promoveze conceptele de marketing politic şi să participe la dezbaterile publice cu viziunea şi ideile sale.
