The meeting provided an opportunity for updates on two (2) issues that the City has previously monitored as Border Issues: Defense Fuel Support Point (DFSP) San Pedro and the Highpark (formerly Ponte Vista) project. • At DFSP San Pedro, the Navy has completed the filling of all underground fuel storage tanks with concrete. Bio-remediation of fuel residue in the soil surrounding the tanks is expected to take ten (10) years to complete. The Little League fields, LAPD shooting range and PVPLC plant nursery and blue butterfly breeding program will all continue to operate on the property. However, the Navy’s long-term plan is to lease a portion of the property—including the remaining three (3) aboveground fuel storage tanks and supply pipeline—for twenty-five (25) years. The Navy will issue a request for proposals (RFP) from potential lessees during the next eighteen (18) months, with the anticipation that any lease(s) granted would commence in 2020. Staff will monitor the RFP process for any potential future use(s) of DFSP San Pedro that could adversely affect the City and its residents. • With respect to Highpark, its new owners, Harridge Development Group (Harridge), expect to continue with the completion of the “horizontal development” of the site (e.g., sewers, storm drains, streets, rough-graded building pads, etc.) so that subareas of the project can be sold off to individual homebuilders to begin the “vertical development” (e.g., buildings, final grading, etc.). The existing land use entitlements for the project tied the implementation of various off-site traffic mitigation measures to specific trip-generation thresholds (e.g., the 1st, 151st and 301st peak-hour trip). However, Harridge would prefer to accelerate and compress the timing of these mitigation measures so as to get as many as possible in place prior the occupancy of the first new home. Finally, Harridge expressed its dislike for the Highpark name, suggesting that they may go back to Ponte Vista. A straw poll of meeting attendees suggested there may be too much negative “baggage” tied to Ponte Vista, and that the project needs a completely new name. Staff will continue to monitor this project, particularly in relation to the implementation of traffic mitigation measures in Rancho Palos Verdes. Update on the Murder of Susan Leeds: On May 18th, the Los Angeles County Sheriff’s Department (LASD) held a press conference to announce that a suspect in the murder of Susan Leeds had been arrested the previous day in Victorville. LASD shared additional information about the victim’s and suspect’s vehicles (see below), as well as surveillance video from the parking garage at the Promenade on the Peninsula. The facts of the case were presented to the District Attorney’s (DA) Office, which worked with LASD Homicide Detectives through the weekend reviewing all the associated documents known at the time. On May 21st, DA prosecutors requested additional follow-up to be conducted and declined to press charges against the suspect, who was subsequently released from custody. LASD states that the focus of its investigation has not changed. The investigation is progressing and it is not unusual for prosecutors to request additional information. Investigators also have 3 ADMINISTRATIVE REPORT May 23, 2018 Page 4 had the opportunity to obtain key statements from a suspect and collect physical evidence that is now undergoing rigorous forensic examination at the LASD Crime Lab. LASD Homicide Investigators still believe that this remains an isolated incident in a historically-safe community. As a measure of reassurance, LASD has increased the visibility of their deputies in Rolling Hills Estates and remains in close contact with the Peninsula cities on further developments in this case. Finally, LASD asks anyone who was at the Promenade on the Peninsula shopping center in Rolling Hills Estates on May 3rd between 9:30 AM and 12:30 PM to contact LASD Homicide Detective Quintero or Detective Austin at (323) 890-5500. Community Open House for Palos Verdes Peninsula Water Reliability Project: CalWater will host another community open house for this project at Palos Verdes High School on Thursday, June 21st. Please see the attached flyer for details. Attachment: PVPWRP June 21st open house flyer – Page 32 4 ADMINISTRATIVE REPORT May 23, 2018 Page 5 FINANCE 2018 Tax Rates: With the recent changes in tax laws and deduction, the Internal Revenue Service encouraged taxpayers to visit the Withholding Calculator and perform a “paycheck checkup.” The IRS also encourages taxpayers to review additional details about withholding by visiting IRS.gov. April 2018 Monthly Financial Reports: The April 2018 monthly financial reports were provided to City Staff earlier this week. The public can also view these reports as well as past monthly financial reports on the City’s website by clicking here. Upcoming Finance Advisory Committee (FAC) Meeting: The next FAC meeting will be on Thursday, June 14th at 7:00pm in the Community Room at City Hall. The Committee’s agenda items will include update on FY18-19 Budget, review of the FY18-19 Work Plan, and review of the FY18-19 Investment Policy. Draft Feasibility Study Update Portuguese Bend Landslide Complex: Please find attached the responses from Daniel B. Stephens & Associates addressing the comments and questions submitted by the public in regards to the Draft Feasibility Study Update. The document is on the City’s website for review. This was done to provide more space to the adjacent properties’ driveways, along the east side of the road. 5 ADMINISTRATIVE REPORT May 23, 2018 Page 6 Memorial Day Holiday Trash Schedule: There will be no trash service on Monday May 28, Memorial Day. There will be a one-day delay in residential trash collection for all routes next week. Press releases were sent to the local papers, announcements were made on Nextdoor, on the City’s website “Spotlight” and list servers were sent out. Spring Brush Clearing Complete: EDCO completed its bi-annual excess brush-clearing event. The five-week event collected 20.65 tons of excess green waste. The event is scheduled to help property owners meet the annual Fire Department June 1st deadline for brush clearing without incurring disposal costs. 6 ADMINISTRATIVE REPORT May 23, 2018 Page 7 Kickoff Meeting with Siemens Industry: Staff held its first kickoff meeting with Siemens Industry representatives. Siemens is the contractor who will be assisting the City with the acquisition of streetlights from SCE, and performing an audit of the streetlights prior to converting the light fixtures to LED lighting. On May 1, 2018, SCE send a letter to the California Public Utilities Commission (PUC) requesting the PUC to authorize SCE to sell and convey certain streetlight facilities to the City of Rancho Palos Verdes. See attached letter. The exact schedule of the process is dependent on various factors, mostly SCE related. However, it is anticipated that the ownership of the street lights to be transferred to the City by fall and the conversion to LED lighting is completed before the end of the year. Staff will continue to provide timely updates regarding the process. COMMUNITY DEVELOPMENT Nantasket Project Returning to City Council: On February 2, 2010, the City Council adopted Resolution Nos. 2010-08 and 2010-09, approving the subdivision of an existing vacant 1.41-acre parcel on Nantasket Drive into 4 residential lots and the development of a single-family residence and associated grading on each lot. Condition No. 46 of Resolution No. 2010-09 required that prior to submittal of grading and/or building plans for the residence on Lot No. 1, the Applicant shall redesign the proposed residence to minimize view impairment from the viewing areas of properties located at 6619, 6617 and 6615 Beachview Drive. The revised residence on Lot No. 1 and additional modifications for Lot Nos.
