Targa Newfoundland Announces Honourary Chairman (ST. JOHN’S, NL) February 17, 2020 - Targa Newfoundland Motorsports Club Inc. and Newfoundland International Motorsports Limited, the organizer and owner of the annual Targa Newfoundland and Bambina Newfoundland, are proud to announce Premier Roger Grimes as the Honourary Chairman of this year’s events. Mr. Grimes, hailing from Grand Falls-Windsor, served as the eighth Premier of Newfoundland and Labrador from 2001 to 2003 and represented the Central Newfoundland electoral district of Exploits beginning in 1989 until his retirement from provincial politics in 2005. In his role as Chairman, Mr. Grimes will represent Targa Newfoundland and appear at select events. Most notably, hosting the Opening Ceremonies and Official Start for the Targa Newfoundland and Bambina events on September 13, as well as the concluding Awards Gala on September 19. “Having been a friend and supporter of Targa Newfoundland since its beginnings in 2002, I am pleased to accept the role of Honourary Chairman,” commented Grimes. “I look forward to building on Targa’s illustrious past and being a part of its bright future.” Mr. Grimes’ appointment is effectively immediately and will carry into Targa Newfoundland’s events scheduled for upcoming years. Modelled on the very successful Targa Tasmania rally in Australia, Targa Newfoundland has drawn eager competitors, crews, volunteer, and fans from as far away as Australia, New Zealand, Germany, Belgium, the Bahamas, Turks & Caicos, the United Kingdom, the United States, as well as from across Canada to a competition unlike any in North America. About Targa Newfoundland: Owned and operated by Newfoundland International Motorsports Limited, Targa Newfoundland is one of three internationally recognized Targa motorsports events in the world. The 2020 competitions will start in St. John’s on September 12 and concludes back in the capital on September 18. The annual rally will cover more than 1,500 kilometers of the challenging, twisty roads of the central and eastern portion of Newfoundland, including over 430 kilometers of closed-road, flat-out Targa stages. Intergovernmental Relations, Legitimacy and the Atlantic Accords Jennifer Smith Department of Political Science Dalhousie University Prepared for the CPSA Meetings Vancouver, June, 2008 Draft Manuscript: Not for Citation 2 Introduction Are the Atlantic Accords regarded as legitimate agreements in Canada? If not, why not? And does it matter? The purpose of the paper is to answer these questions. Legitimacy resides in the eyes of the beholder. Who is the beholder? Initially one thinks mainly of citizens in this respect. However, another beholder is government – other governments. In federations, governments often deal directly with one another, a sphere of activity called executive federalism. When the central government negotiates agreements with one or more (but not all) regional governments, the rest are relegated to the status of observers. As observers, they might well have ideas on the legitimacy of the activity, including the process used as well as the resulting agreement that is reached. In the paper I propose to examine the legitimacy of the Atlantic Accords from the standpoint of citizens and other governments. The accords are agreements reached between the federal government and Newfoundland and Labrador (NL) in 1985i and the federal government and Nova Scotia (NS) in 1986.ii In 2005 supplementary agreements were reached on the relationship between the accords and equalization payments. In 2007 further adjustments of that relationship were made for NS. In the first section of the paper there is a discussion of legitimacy in connection with the practice of executive federalism. It is followed in the next section by an account of the establishment of the accords.

TOPIC 6.6 What are two recent events that have impacted your life? How do international events affect our province? Introduction The years after the Smallwood era saw continued change 1970 as eight new premiers led Newfoundland and Labrador from the 1970s through the first decade of the 2000s. Some of the changes that have occurred over the last 40 years have their roots in the last 500 years of our history and continue to play out today. Other changes have occurred because of new developments, such as the discovery of oil off our coast. The following timelines reflect some of the cultural, social, political, and economic events that have occurred in the last 40 years. While not all-encompassing, they indicate some of the milestones that have shaped who we are today. As you review them, think about what other items you would add to the timeline to help tell the story of our province. The 1970s 6.105 House The beginning of the 1970s saw the fall of the Liberal of Hate by government led by J.R. Smallwood, which had held Percy Janes power since 1949. History of Newfoundland and Labrador Summary Chronology of Events Pre-1949 c. 7000 B.C. Stone Age Indians (Maritime Archaic Indians) moved into Labrador from the south shore of the Gulf of St. Lawrence and by 3000 B.C. had moved to the Island of Newfoundland. Based on archaeological evidence, by 1200 B.C. they had disappeared from the Island, but had survived longer in Labrador. c. 1800 B.C. Palaeo-eskimos moved into Labrador having crossed to the high Arctic and Greenland from Siberia across the Bering Strait about 2500 B.C. c. 800 B.C. Palaeo-eskimos (Groswater Palaeo-eskimos) moved to the Island of Newfoundland. c. 600 B.C. Dorset Palaeo-eskimos arrived in Labrador and into Newfoundland about 1.A.D. remaining on the Island until about 800 A.D. when they either moved off the Island or became extinct. By c.1400 A.D. they had left northern Labrador. c. 1000 A.D. Viking settlement established at L’Anse aux Meadows; abandoned within a decade of its establishment. c. 1000 A.D. Historical and archeological evidence indicates that the Bethouks were already living in Newfoundland at the time that Viking explorers arrived. The Beothuks are considered the aboriginal people of the Island of Newfoundland and were Algonkian-speaking hunter-gatherers.

The period encompassed in this compilation is from June 1,, 2011 to February 27, 2012, which period was limited primarily by the failing stamina and eyesight of the compiler. The number articles included is 119 which have been organized in reverse chronological order. The number of articles which appeared during the same period and which expressed positive opinions about the project was, 15, of which 9 were submitted either by executives of Nalcor or by Government ministers. These latter articles were not included in the file. The material is submitted with the expectation that it will become part of the record of the current review. CIDDD Exhibit P-0209 Page 1 Historv of protective Services Detail Members of the Royal Newfoundland Constabulary have been providing protective services to the Premier and other Government Elected Officials dating back to the early 1980's. Wh ife no formal section was established, it is known that back in the early 1980's Sergeant Robert Garland was assigned to Premier Brian Peckford for VIP services. Sergeant Garland worked directly out of the Office of the Premier for a number of years. After t he resignation of Premier Brian Peckford and the election of Premier Clyde Wells, the protection of the Premier remained a responsibility of the Royal Newfoundland Constabulary for a short period, at which time Premier Wells made a decision not to continue with this security detail but hired a retired RNC officer on contract for the purpose of continuing these duties. On the resignation of Premier Wells, this privately hired position continued under the term of office of Premier Brian Tobin and any criminal complaints of threats were investigated by the Royal Newfoundland Constabulary. When Premier Roger Grimes was chosen as Premier of the Province and a General Services strike occurred, members of the Royal Newfoundland Constabulary were again assigned to a Prem ier's Detail. With the election of Premier Danny Williams and the appointment and subsequent election of Premier Cathy Dunderdale, members of t he Royal Newfoundland Constabulary continued to provide protective services on an ad hoc basis on ly when requested by the Premier's office. After the resignation of Premier Williams and the election of Premier Cathy Dunderdale, the Premier's Protective Service Detail took on a more formalized process in which members of the Roya l Newfoundland Constabulary were assigned to the Premier's Office on a continuous basis.
