    Re: Reading Ashley Smith: Critically Unpacking Government by Discursive Figures of Ashley as Girl Produced in the Smith Case By Rebecca Bromwich A dissertation submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy Carleton University Ottawa, Ontario 2015 © 2015 Rebecca Bromwich Abstract In this dissertation, I explore how Ashley Smith has become socially understood as a “case.” I perform a critical discourse analysis of figures of Ashley Smith as technologies of governance. I argue that the Smith case ought not to be read as a case of anomalous system failure but as an extreme, but foreseeable, result of the routine and everyday brutality of a society and bureaucracies’ necropolitical security apparatus. I map a chronological trajectory in which the “official story” of Inmate Smith gives way through the process of celebritization and sacralization of “Child Ashley” to a widely accepted understanding of Ashley Smith as a mislocated mental health subject: “Patient Smith.” This analysis reveals that seeming progressive turn to understanding her as a victim of a failed system of mental health leaves intact, and even reinforces, logics and systems of gender, security, risk, race thinking and exclusion that make her death and the death of other prisoners predictable. I demonstrate how the logics of risk, mental health and legal discourses in the juridical field intersected with discourses of the girl in ways that made alternative readings and Ashley Smith’s own narration of her story illegible and unwritable. Further, I argue that certain operating logics predetermine the labeling of properly constituted adolescent girls’ noncompliance as madness and adolescent boys’ noncompliance as criminality.

    Be in the Know with OBIO… New Federal Health Minister: Cabinet Shuffle Recap By: Grant Burns, Public Affairs and Communications Manager As part of a federal cabinet shuffle announced on Monday, August 28, Canada’s Minister of Health is now Ginette Petitpas Taylor, Member of Parliament from the riding of Moncton—Riverview—Dieppe in New Brunswick. In total, six MPs had their portfolios changed, addressing two issues for the federal government: 1. The Ministry of Indigenous & Northern Affairs was split in two: the previous Minister of Health, Jane Philpott, will now take over the new Ministry of Indigenous Services and Carolyn Bennett will remain responsible for the Ministry of Crown-Indigenous Relations and Northern Affairs. To replace Minister Philpott at Health, it is noteworthy that Ginette Petitpas Taylor was promoted from outside cabinet, where she had been serving as Parliamentary Secretary to Minster of Finance. 2. To fill the vacancy in the Ministry of Public Services & Procurement caused by Min Judy Foote stepping down last week, Carla Qualtrough was promoted from the Ministry of Sport & Persons with Disabilities.     “If we could all be Peter Lougheed” Provincial premiers and their legacies, 1967-2007 1 J.P. Lewis Carleton University [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Introduction For a variety of reasons, the careers of Canadian provincial premiers have escaped explicit academic attention. Premiers are found frequently in Canadian political science literature, but more for direct roles and actions – in questions of the constitution, federalism, public policy and electoral and legislative studies – instead of longitudinal study and analysis. This fits a pattern of neglect in the field; some academics have lamented the lack of direct attention to provincial politics and history (Brownsey and Howlett 2001). The aggregate imprints of premiers are relatively ignored outside of regional and provincial treatments. No pan- Canadian assessment of premiers exists, and probably for good reason. The theoretical and methodological concerns with asking general research questions about premiers are plenty; leadership theory and historical approaches provide some foundations but any approach is going to confront conceptual challenges. This is where this study is found – in a void of precedents but a plethora of qualitative data. 2 Regardless of methodological challenges, some historians, political scientists and members of the media have not shied away from ranking and assessing national leaders. Some of the more popular treatments (from the popular culture version to the more academic approach) include Ferguson’s Bastards and Boneheads , Granatstein and Hillmer’s Prime Ministers: Ranking Canada’s Leaders , and Bliss’s Right Honourable Men . Bliss (xiv), the esteemed historian, is skeptical of such endeavours, “While this is Canadian history from Parliament Hill, I am not a Hegelian and I do not believe that political leaders, least of all prime ministers of Canada, are personifications of the world spirit.

May 31, 2007 The following is the conference report for the second Provincial Aboriginal Women’s Conference held November 23-26, 2006. The conference proved to be a successful forum for Aboriginal women from communities across Newfoundland and Labrador to openly share their concerns and needs with officials from the Provincial Government, Aboriginal Governments, and a number of community organizations. It is a priority for me, and for the whole of the Williams Government to work in partnership with Aboriginal women to help find solutions to the issues that exist in Aboriginal communities. I would like to thank all the Aboriginal women who participated in the conference and spoke candidly about the needs in Aboriginal communities. A special thanks to conference facilitator and creator of the following report, Judy White. Judy played a key leadership role in the organization and implementation of the conference. I encourage all decision makers to read the following report and to work with Aboriginal women to find solutions to the issues highlighted. Prologue To understand the challenges that we as a Province face today, one has to understand how we arrived here. The story, as we understand it, has an arbitrary beginning but is ongoing and therefore there is no conclusion. Moreover, as just noted, this is our understanding but we would no doubt benefit from others’ perspectives. There was the inclination to focus on the “economy” in transition and how it has changed and evolved over the years, but this approach ignores the other parts of our make-up, that is the culture, the geography, the politics and the social relationships and networks that combine and interact to influence the outcomes we describe. To understand the Newfoundland economy transition story, you have to understand the parts and then integrate them into the whole story. Omitting one part or meeting the challenge of one component will fail in the sense that it ignores the impacts on the other parts which are interdependent and important. The insight of economic thought is one of understanding trade-offs and balance amongst alternative choices in the face of constraints. The basic story then involves one around the Province “transitioning” while facing and, in response to various social, geographic and economic challenges. In the Beginning At the beginning of our story around 1932, for much of the population, the economy was substantially a non-cash, subsistence one focused on the salt-fish (cod) trade with Europe and the Caribbean.

The crochet piece, measuring some 3 x 4feet, is now displayed in the Sanctuary of St James Church to the right of the East Window where it can be viewed and enjoyed by everyone.
