    VIROVITIČKO-PODRAVSKA ŽUPANIJA _________________________________P R O S T O R N I P L A N________________________________ UVOD Obveza izrade Prostornog plana Županije utvrđena je člankom 18. Zakona o prostornom uređenju (Narodne novine, broj 30/94. i 68/98.), a izrada Plana predviđena je i Programom mjera za unapređenje stanja u prostoru Virovitičko-podravske županije iz 1996. i 1998. godine. Kao vrsta prostorno-planske dokumentacije, prostorni plan Županije predstavlja potpuno novu kategoriju uvedenu Zakonom o prostornom uređenju iz 1994. godine, kojom se po prvi put planski obrađuje nova teritorijalno planska cjelina-županija. Županijskim planom definiraju se strateške odredbe za elemente na državnoj i regionalnoj razini, određuju smjernice i kriteriji za planiranje na nižoj razini te stvaraju uvjeti za izradu prostornih planova uređenja općina, gradova i drugih cjelina. Prostorni plan Županije izradio je Zavod za prostorno uređenje Virovitičko-podravske županije u suradnji sa Zavodom za prostorno planiranje d.d. Osijek, a tijekom izrade Plana uspostavljena je suradnja s odgovarajućim državnim ustanovama, županijskim uredima i javnim poduzećima. Sadržaj i način izrade Plana temeljeni su na materijalima Ministarstva zaštite okoliša i prostornog uređenja (bivše Ministarstvo prostornog uređenja, graditeljstva i stanovanja), kojima se daju upute vezane uz sadržajnu strukturu Plana i obradu ključnih tematskih cjelina.     Original scientific article UDK 355.012(497.5)”1991/1995” Miljenko Brekalo (Croatia) Institute of Social Sciences Ivo Pilar – Local Centre Osijek THE CRIMINAL LAW ASPECTS OF THE MASSACRE IN THE AREA OF SLATINA ON SEPTEMBER 4TH 1991 Abstract In the period from 1990-19995 the members of the Serb Democratic Party of Slavonia on the territory of the Republic of Croatia had stimulated Serbian people to implement civil disobedience towards the legally elected authorities of the Republic of Croatia; to show national intolerance against Croats and other non-Serb persons. In co-operation with the YNA, they provided arms supply and organized armed rebellion of the Serbian people. The main goal was to disconnect the state territory of the Republic of Croatia, where the RSK was stretching, and to integrate the same into the integral concept of the common state of the Serb people, into Greater Serbia. There is an indisputable fact that the domicile Serb extremists and terrorists, “Šešelj’s men”, “Arkan’s men”, the “White Eagles”, the YNA and other armed rebels and war criminals had committed a criminal offence against humanity, international humanitarian law and criminal offence against the Republic of Croatia, according to the then applicable legislation: the Criminal Code of the Socialist Federal Republic of Yugoslavia, according to the Criminal Code of the Socialist Republic of Croatia, according to the General Criminal Code of the Republic of Croatia. In the course of war the actors of armed rebellion did not respect the provisions of the international humanitarian law, in particular the provisions and the protocols of the Geneva Conventions.

GODINE) Sažetak U ovom radu prikazat će se priprema, provedba, rezultati i važnost opera- cije Papuk-91 na zapadnoslavonskom bojištu ujesen i u zimu 1991./1992. godi- ne. U teritorijalno najopsežnijoj operaciji hrvatskih snaga u zapadnoj Slavoniji Papuk-91, koja je trajala od 28. studenoga do 3. siječnja 1992., oslobođeno je oko 1.000 km² područja. Vojne snage pobunjenih Srba potisnute su iz općina Daru- var, Virovitica, Orahovica, Podravska Slatina i Požega, pri čemu je oslobođeno oko 100 naselja. U radu će se prikazati važnost te operacije, čijom provedbom srpske snage više nisu mogle presjeći Republiku Hrvatsku prema mađarskoj granici i odvojiti istočnu Slavoniju od ostatka Hrvatske, a Podravska magistra- la postala je sigurna komunikacija prema istoku Hrvatske. Ratne 1991. godine Hrvatska su vojska i policija u zapadnoj Slavoniji, nakon po- četnog defenzivnog djelovanja, krenule u oslobodilačke operacije radi izbacivanja srpskih snaga južno od Save. Najopsežnija operacija s tim ciljem pokrenuta je krajem studenog 1991. godine, poznata pod imenom Papuk-91. Okupirano područje papučkoga dijela zapadne Slavonije obuhvaćalo je dijelove tadašnjih općina Virovitica, Daruvar, Podravska Slatina, Orahovica, Požega i Pa- krac. Pod srpskom kontrolom bili su uglavnom brdski dijelovi tih općina, a povezi- vala ih je planina Papuk.
