1. Venue 1.1. The Wednesday Night Racing (WNR) Series is a series of weekly racing regattas on the Glenmore Reservoir organized by the Glenmore Sailing Club (GSC). 1.2. The Glenmore Reservoir is owned and operated by the City of Calgary. 1.3. The reservoir has two main sailboat launch and dock locations: ● The South Glenmore Park Launch area located off 24th St SW and 90th Ave SW. ● The Heritage Park Launch area located off Heritage Dr SW and 14th St SW.

2. Sportsmanship 2.1. The Wednesday Night Racing (WNR) Series is meant to be a fun and competitive event. 2.2. All participants are expected to follow the rules of sailing and these instructions. 3. Safety and Environment 3.1. Personal floatation devices must be worn at all times by all participants. 3.2. The Glenmore Reservoir is Calgary’s drinking water supply. ■ No littering or contaminating of the water, surrounding park, and boat park. ■ All boats and launch trailers must be washed prior to launching into the reservoir, if coming from a different body of water. 3.3. All participants agree to provide enough room to maneuver when around junior sailors, specifically Optis, regardless of right of way. This is for the safety of our junior sailors. 3.4. Heritage Park operates a large paddle river boat (called the S.S. “Moyie”) on the reservoir. Sailors are asked to keep clear of the Moyie. The captain will avoid sailors as best as he can, but has limited maneuverability and line-of-sight when in close proximity to smaller vessels. 3.5. All instructions by City of Calgary personnel (i.e. boat patrol) must be heeded.

4. Schedule 4.1. The WNR Series will consist of 20 regattas, called “Events”, starting on Wednesday, May 3, 2017, and ending on Wednesday, September 13, 2017. 4.2. Racing will take place on Wednesday evenings at 18:30 each week, weather and reservoir condition permitting. 4.3. Any changes to the schedule will be posted on GSC Website under the WNR NOR page. Communication will be sent out via email to registered participants. 4.4. The WNR Series Events will be subdivided into four Quarters. Each Quarter will consist of 5 Events. 4.5. The Series will be governed by ISAF Racing Rules of Sailing 2017-2020, and this Notice of Race (NOR).

6. Eligibility 6.1. Entry is open to boats of all classes registered by members of GSC. 6.2. The skipper or owner of the boat must have one of the following GSC membership status: ■ Individual ■ Family ■ Honorary

6.3. All participants are subject to the latest GSC Membership Policy. 6.4. A non-member who participates three times is required to become a member of GSC as per the latest GSC Membership Policy. 6.5. GSS students may from time to time participate in the GSC WNR, and are exempt from membership requirements, so long as they are registered in their respective GSS course at that time. 6.6. Any ASA member is eligible to register and participate.

7. Registration 7.1. A boat wishing to compete in the WNR Series must be registered for the series by her skipper online on the GSC website. 7.2. If a boat wishes to compete and has not registered, they must hail the Race Committee (RC) and give notice prior to racing that they wish to compete. Upon

completing the Event, it is expected that the boat owner/Skipper will register online in a timely manner. 7.3. Any member of the Alberta Sailing Association (ASA) may register a boat. 7.4. Upon entering the race area for the first race of an Event, each boat shall hail the RC and indicate the intent to race. The RC will confirm verbally or visually that the hail has been noticed. 7.5. If the skipper or crew are different than those registered for the Series/Event, the skipper has the responsibility to inform the RC of this fact. 7.6. If the sail number is different than the number registered for the Series, it is the responsibility of the skipper to hail the RC and inform them of the change. 7.7. Sail numbers must be unique for each boat in each class during racing.

8. List of Registered Competitors 8.1. Once registered for the WNR Series, the boat, her skipper, and her crew will be added to the List of Registered Competitors for the Series, which will be made available to the RC prior to each Event. 8.2. Only the skipper on the List of Registered Competitors will receive direct communications from the Club regarding the Series. Crews and other participants will need to rely on their skipper and the GSC website.

9. Classes 9.1. Each class will have their own pennant and will be scored accordingly. 9.2. The class pennants are shown in the following table:

9.3. Additional Class pennants may be assigned on the water, at the discretion of the RC. Notice of this change may be done on the water with a come within hail or coach boat. 10. Race Committee (RC) 10.1. Each event shall have a designated Race Officer, (also termed “OOD” - Officer on Duty - in the scoring system), who will be in charge of the Race Committee. If the paid PRO, is present, they will be the Race Officer. If the paid PRO is not present, the most experienced volunteer will be the Race Officer. 10.2. The Race Committee will assist the Race Officer with setting up courses, running races from the Race Committee Barge, and recording and reporting results. 10.3. The members of the Race Committee shall be familiar with the duties as outlined in the “GSC Race Management Guide” on the GSC website. 10.4. This is a full-time duty extending typically one hour prior to start of racing and one hour after finish of racing. 10.5. The skipper of each registered boat will be expected to form a Race Committee for one Event in the season. These volunteer duties will go towards the individual's yearly volunteer credits. For more information on volunteer credits, please refer to the latest Membership Policy and Volunteer Credit Policy. 10.6. The minimum number of volunteer members of a Race Committee is two. 10.7. Single handed boats are to contact the Fleet Captain to make arrangements for additional volunteer support while volunteering for RC. 10.8. A registered boat with two or more crew will be expected to provide a full Race Committee with the Race Officer. 10.9. A Schedule of Race Committee Duties will be maintained by the Fleet Captain and posted on the GSC website sailing page. 10.10. It is the responsibility of the scheduled Race Committee to find a competent substitute for the assigned Event in case of inability to attend. 10.11. If a boat chooses not to race during her RC duty, she will be awarded her average score of the Series and Quarter, as applicable (see “Scoring”).

11. Courses & Marks 11.1. There are six fixed marks label 1 - 6 positioned in a clockwise direction around the reservoir. Each of the six marks are orange cone shaped. 11.2. An additional X Mark may be added. The X Mark is a yellow inflatable triangular buoy. 11.3. A diagram displaying the approximate locations of the fixed marks is available on the GSC website. 11.4. The sequence of marks constituting a course will be displayed on the transom of the Race Committee Barge prior to the warning signal of each starting sequence. ■ Marks denoted in Red, indicate marks to Port ■ Marks denoted in Green, indicate marks to Starboard

11.5. Start line is formed using the yellow pin with red flag and is positioned to port of the barge. Finish line is formed using the blue pin with blue flag and is positioned to starboard of the barge. 11.6. The Finish line is an obstruction during racing. 11.7. An offset circular marker may be set near the transom of the barge and is considered part of the barge. No boat shall sail between the mark and the barge 12. Timing of Racing 12.1. First warning signal will be at 18:30 with a 3-minute starting sequence. 12.2. Typical sequences with step-by-step detail of flags and signals can be found in the “GSC Race Management Guide” document on the GSC website. 12.3. All boats must be off the water by sunset. 12.4. Time limits and target times are as follows: Class Time Limit Mark 1 Time Limit Target Time All 60 min 20 min 45 min 12.5. If no boat has passed Mark 1 within the Mark 1 time limit the race may be abandoned. Time limit for each race is 1 hour. 12.6. No boat may start a race later than 2 minutes after her start signal.

13. Blue Flag System 13.1. The purpose of the Blue Flag System (BF) is to foster a learning opportunity and improved inclusion for competitors in fleet racing. 13.2. At their discretion, individual classes may run a BF system, whereby selected boats are allowed to start 1 minute before the main start (i.e. at the lowering of the Preparatory flag). 13.3. It is the responsibility of the Class Representative to administer such a program in consultation with Fleet Captain and to inform the Race Committee at each Event that such a system is being run. 13.4. The boats in the Blue Fleet must carry identification to that effect, such as a blue flag or ribbon at a height about 2 meters above waterline.

13.5. All boats in the class will be scored as if they started at the same time and will not be distinguished in published results. 13.6. BF classification/qualification will be done on a quarterly basis. However, the Fleet Captain reserves the right to move boats in and out of the BF system. 13.7. A BF boat will be OCS if starting prior to their two minute gun. The BF boat will be hailed. No other flags will be flown so as not to confuse the remaining competitors. 13.8. BF competitors who are late to their start should not interfere with other boats who are starting on the regular start sequence. The intent is to avoid pushing other competitors over the line in an unfair scenario. 13.9. A General Recall applies to all boats in the class. 14. Scoring 14.1. At least one race must be completed, i.e. have at least one finisher in a class, to constitute an Event in that class. 14.2. Every boat racing will be scored, i.e. there is no minimum number of boats for the class to be scored in a Race, Event, Quarter, or Series. 14.3. The Series will be scored using the Low Point System based on the Appendix A of the ISAF Rules as modified by this Notice of Race. In the Low Point System, a boat is given the number of points equal to her finish position. The boat with the least number of points wins. 14.4. The public domain software SailWave will be used for calculating and maintaining scores, as well as publishing them to the GSC website. 14.5. Each Event will be scored as a regatta, with no discards. 14.6. Each Quarter will be scored as a regatta, with no discards. Results will be reported at the end of each Quarter, regardless of how many actual events took place in the Quarter. 14.7. All races will be entered into the overall WNR Series. The WNR Series will be scored with 25% discards. 14.8. Penalty scoring will be as follows: ■ DNC (Did Not Compete) = Number of finishers + 2. Given to a registered boat that did not participate in an Event. ■ DNS (Did Not Start) = Number of finishers + 1. Note: A boat that sails a race in an Event will be given DNS for all other races she did not sail in that Event. ■ DNF (Did Not Finish) = Number of finishers + 1 ■ OOD (Officer on Duty) will be assigned to any boat that acts as the Race Committee. The points for OOD are the best of: ● average of all her non-DNC results over the Quarter (for Quarter scoring) and for the Series (for Series scoring). ● DNC for that day ● Score achieved by the boat if sailing that day. 14.9. Scores follow the boat, identified by sail number as registered for the series.

15. Awards 15.1. Results for the Event, standings for the Quarter, and standings in the WNR Series will be announced at the after-racing social at the GSC Clubhouse each week, and also posted on the GSC website. 15.2. Prizes will be awarded to winners of each Quarter. 15.3. Prizes and trophies for the overall WNR Series will be given at the GSC Annual Banquet. 15.4. For a boat to be considered “participating”, she must have finished at least one race in the Event/Quarter/Series, as applicable to the scoring under consideration. 15.6. At the discretion of the Race Committee and Fleet Captain or his designate, special prizes may be awarded for extraordinary feats of sportsmanship, seamanship, and other notable achievements. 15.7. Race results are at the discretion of the Fleet Captain 16. Protests 16.1. Boats protesting must verbally register a protest with another boat by hailing them with the word “Protest” and displaying a Red Protest Flag. 16.2. Protests must be written on a Sail Canada protest form(available in the club office) and delivered to the Race Committee within 1 hour after the end of the last race of the day. Protests may be delivered to the club bar, or via email to [email protected] and notify the protested party and the Race Committee (the "Protest Submission"), 16.3. Fleet Captain shall appoint a standing protest committee each year consisting of 3 people selected with a view to competent knowledge of the sailing rules. In the event of any unavailability, Fleet Captain shall appoint interim committee members as needed.(the "Protest Committee") 16.4. Upon receipt of the Protest Submission, the following protocol shall resolve the protest: ■ Within 24 hours, the protested party shall submit a response protest form to [email protected] ■ The Protest Committee shall then have 72 hours during which to review the matter and the protest parties shall make themselves, and their witnesses available to respond to inquiries from the Protest Committee during that time ■ The Protest Committee will then vote and render a decision whereby a majority of votes shall prevail, and notify the Fleet Captain and the parties to the protest.

17. Alternate Penalty 17.1. A boat may acknowledge a protest and exonerate herself by performing a 360° turn at the first safe opportunity. During this maneuver the boat must avoid all other racers. 18. Amendments 18.1. Any amendment to this notice will be posted on GSC website and an alert will be emailed to registered skippers. 19. Disclaimer of Liability 19.1. Competitors participate in this series at their own risk, in accordance with Rule 4. “Decision to Race” of RRS. 19.2. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta/event. 20. Insurance 20.1. Valid liability insurance is the responsibility of all participants. 21. Radio Communication 21.1. Boats are permitted to use cell phones to communicate with the Race Committee and each other in emergency situations and to notify the Race Committee of abandonment of racing. 22. Rights to use name and likeness 22.1. In participating in this event, a competitor automatically grants the Organizing authority and the sponsors the right in perpetuity, to make, use or show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for the said event in which the competitor participates and in all material related to the said event without compensation. 23.
