Serious Follies 137 opportunism. In theory, the ruins were a diplomatic gift vn from the Bashaw ofTripoli to the Prince Regent; in practice, Serious Follies consent was tickled from the Bashaw by the consul-general in Tripoli, a Colonel Warrington who was anxious to further his career. In 1816 he visited the site of the Roman city with its great Forum built by Emperor Septimius Sevcrus in AD 200. With him were Captain Smyth, a naval officer, and here is one place in Britain where you can sit on a Augustus Earle, an artist. Earle's water-colour in the Royal toppled Roman altar to meditate, and listen to Collection at Windsor Castle shows how the dunes of the T birdsong in a forum of ancient marble: Virginia Sahara had drifted over the city abandoned after the Water in Surrey. Beside the placid lake arc the colonnades of Vandals' invasion in the fifth century, and his notes recall a ruined city. Approach closer and you find an old sign how tl1e fine, light sand had preserved the fragments inscribed with admirable perfunctoriness: perfectly. Warrington was permitted to give to the Prince Regent These Ruins were erected on this site in 1827 whatever he could extract from the sand. Two years later by King George IV thirty-seven of tl1c forty columns, ten capitals, twenty-five having been imported in 1818 pedestals, ten pieces of cornice, five inscribed slabs of from the Roman city of Lcptis Magna sculpture and some fragments of sculpture arrived in near Tripoli in Libya England. The three tallest columns could not be fitted on DANGER- KEEP OUT board tl1c ship, and were left lying on the beach at Lcptis; they remain tl1ere today, prostrate and forlorn. -

TRADE SECRETS: GEORGIC POETRY AND THE RISE OF FINANCE By Katarina Louisa O’Briain A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May, 2018 © 2018 Katarina Louisa O’Briain All Rights Reserved ABSTRACT “Trade Secrets: Georgic Poetry and the Rise of Finance” reads neoclassical verse alongside artisanal manuals and works of political economy to argue that the language of craft labor provides a privileged medium through which to grapple with crises of the Early Enlightenment, from struggles over the Glorious Revolution to the aftershocks of the South Sea Bubble. Critics have long cast georgic, with its focus on agricultural labor, as an instrument of scientific improvement or mode of reactionary nostalgia for landed elites. But these accounts have overlooked a crucial, if perhaps quieter, story of georgic poetry, which lies in its heightened attention to craft understood as both material fabrication and formal workmanship. For John Dryden and Alexander Pope, the reticence of artisanal knowledge provides a strategy for dealing with the market pressures facing poetry and the other arts. It also allows these oppositional poets to make seditious claims without explicitly having to state them. By the time of Jonathan Swift and John Gay’s mock iterations of the mode, however, craft is less a salutary means of evading censorship than a well-worn method of political deception — craftiness, so to speak — practiced by politicians and financial projectors alike. Taking up and reinscribing the Machiavellian poles of virtù and fortuna, or skill and chance, which were foundational to Enlightenment British Republicanism, these writers look to georgic as a mode through which to meditate on the paradoxical relation between careful craft labor and the vagaries that remain beyond one’s control. -

The poem has never been adequately annotated before, though it is richly intertextual in its sources and ambitiously interdisciplinary in its concerns. In recovering the poem from relative critical neglect, both these aspects of it need attention, and we thought the most effective way to offer this was to catalogue in the notes both‖Dyer’s‖sources‖and‖his‖contributions‖to‖social,‖economic‖and‖cultural‖life.‖ The notes also identify stylistic points of interest, since the poem has had little critical discussion of this sort. Our text is that of the first edition, the only text seen through the press by its author, with a small number of authorial and typographic corrections (these are listed at the back of the book). -
