Excellency, Upon instructions from my Government and following our conversation earlier today I have the honour to state that the detailed terms of reference accepted by my Government in respect of the functions of the personal representative to be appointed by Tour Excellency are as follows: (1) To observe the peace-keeping operation and to report to Your Excellency thereon; (2) For this purpose he would have access to the Government of Cyprus through the Ministry of Foreign Affairs of the Republic,to the President and Vice-President of the Republic or their representatives, to the British High Commissioner and the Greek and Turkish Ambassadors accredited to the Government of the Republic, and to the British commander of the peace-keeping force; (3) He would have freedom of movement and communications; v * - 2. (Ij.) His personal security and that of his staff would be assured; (5) He should not receive any individual complaints of any breach of the cease-fire agreement.     CYPRUS 2020 HUMAN RIGHTS REPORT Since 1974 the southern part of Cyprus has been under the control of the government of the Republic of Cyprus. The northern part of Cyprus, administered by Turkish Cypriots, proclaimed itself the “Turkish Republic of Northern Cyprus” in 1983. The United States does not recognize the “Turkish Republic of Northern Cyprus,” nor does any country other than Turkey. A substantial number of Turkish troops remain on the island. A buffer zone, or “Green Line,” patrolled by the UN Peacekeeping Force in Cyprus, separates the two sides. This report is divided into two parts: the Republic of Cyprus, and the area administered by Turkish Cypriots. REPUBLIC OF CYPRUS EXECUTIVE SUMMARY The Republic of Cyprus is a constitutional republic and multiparty presidential democracy. In 2018 voters re-elected President Nicos Anastasiades in free and fair elections. In 2016 voters elected 56 representatives to the 80-seat House of Representatives (Vouli Antiprosopon) in free and fair elections. The remaining seats are designated for Turkish Cypriots and are left vacant. Police enforce the law and combat criminal activity. Police report to the Ministry of Justice and Public Order. The president appoints the chief of police. Civilian authorities maintained effective control over the security forces. Members of the security forces committed some abuses. Significant human rights issues included: serious acts of corruption; crimes involving violence or threats of violence targeting members of national and ethnic minorities; and lack of investigation of and accountability for violence against women. The government took steps to identify, investigate, prosecute, and punish officials who committed human rights abuses.

    Rapid antigen testing for employees and the general population is in progress - Testing units Employees returning to work on 8 February, according to the decree in force, must undergo a rapid antigen test during this week. Within this framework, the Ministry of Health is conducting a nationwide program of free screening with rapid antigen tests, in order to ensure a smooth and safe reopening of businesses/sectors. Based on the above and to make the screening possible for everyone returning to their work place, the employees are grouped alphabetically according to their surname, as follows: Day/Date Surname – Greek alphabet Surname – Latin alphabet Thursday, 4 February Κ – Λ J – M Friday, 5 February Μ – Ο N – R Saturday, 6 February Π – Σ S – V Sunday, 7 February Τ – Ω W – Z Employees are encouraged to adhere to the above alphabetical grouping, so that the program will be carried out in an organized manner without overcrowding or inconvenience. The employees with a surname Α - Ι (Greek alphabet) and A - I (Latin alphabet) who have not proceeded for testing yet, are asked to undergo a test in the following days, since a negative rapid test outcome constitutes a requirement for returning to work. The testing program for employees will be carried out at the same time as the testing program for the general population. In order to better serve all citizens, 55 testing units are operating in the whole of Cyprus, with extended operating hours for the period 4-7 February, as follows: District Operating Location of testing units hours 8.30 a.m.

In my last communication circulated as Security Council document s/8251 and Corrigendum 1, I brought to the urgent attention of the members of the Security Council the recent threats of force and aggression by Turkey directed against the sovereignty, territorial integrity and independence of Cyprus through repeated viola,tions of its airspace by Turkish military aircraft on 18 November 1967, in disrega.rd of the Security Council resolutions on Cyprus, including the consensus of 11 August 1964. Since last Saturday, 18 November 1967, the following further violations by Turkey of the airspace of Cyprus ha.ve taken pla.ce. On Sunday, 19 November 1967, one Turkish military aircraft of unidentified type flew over the north coastline of Cyprus. On Tuesday, 21 November 1967, at 14.50 p.m., Cyprus local time, one Turkish military aircraft of the IW~~F type flew over Kormakiti to Kokkinotrimithia and Limassol to Troodos areas. The Said Plane remained continuously flying over Cyprus for twenty-five minutes. On 22 November 1967, three overflights by Turkish military aircraft Wcurred as follows: At 8.12 hours (Cyprus local time) one plane of the RF~~F type flew-.over Kormakiti-Liveras area in the northwest of Cyprus at an altitude of 8,000 feet. At 8.48 hours, another plane of the same type flew over Kyrenia, Ka.ntara, Kormakiti, Morphou and Nicosia at an altitude of 10,000 feet.
