Zone One meeting

Date: Friday 1 March 2019 Venue: Orewa Council Chambers, Level 1, Orewa Service Centre, 50 Centreway Road, Orewa No. Item 1. Welcome, apologies, confirmation of previous meeting minutes Chair Cr Penny Hulse declared the meeting open at 10.10 am.

Beth Houlbrooke, Chairperson of the Rodney Local Board and Janet Fitzgerald, Deputy Chairperson of the Hibiscus and Bays Local Board welcomed all attendees as the hosts for the venue.

Introductions were made around the table.

It was moved by Brent Catchpole, Chairperson and seconded by Mike Cohen, Devonport‐Takapuna Local Board member that the minutes of the meeting of Zone One held on Friday, 16 November 2018 be confirmed as a true and correct record.

2. LGNZ update Malcolm Alexander, Chief Executive, LGNZ presented an update from Local Government New Zealand with emphasis on the following parts:  Localism  Three Waters Review  LGNZ response to Climate Change  Preview of LGNZ rule changes extending Auckland representation to include local boards  Remits process Malcolm answered questions from members. The presentation will be attached to these minutes. LGNZ proposed rule changes It was moved by Mike Cohen, Devonport‐Takapuna Local Board member and seconded by Brent Catchpole, Chairperson Papakura Local Board that Zone One support the proposal for the rule change extending Auckland representation to include local boards to be put forward by LGNZ at the Annual General Meeting. CARRIED Remits to AGM It was moved by Brent Catchpole, Chairperson Papakura Local Board and seconded by Janet Fitzgerald, Deputy Chairperson Hibiscus and Bays Local Board that Zone One agree that the Chairperson and Deputy Chairperson sign off a remit to form a plan to address issues around the impacts of climate change with Central Government. CARRIED Other general business  Malcolm mentioned that members were able to attend Rural and Provincial Sector meetings – the remaining meetings in 2019 were on 6 and 7 June and 21 and 22 November. An agenda for the 6 and 7 March meeting will be attached to these minutes so that members can get a feel for content.  The Jack Hodder QC paper that was delivered to the Rural and Provincial Sector meeting on 7 March 2019 titled Climate Change Litigation: Who’s afraid of creative judges? Will be attached to these minutes.  Link to the LGNZ Localism page with links to the presentations given at the recent localism symposium: http://www.lgnz.co.nz/project‐localism/  The NZTA link that Malcolm referred to is at: https://www.facebook.com/TISCNZ/videos/403383843803266/ The piece he referred to occurs at 31.46 mins into the video but some members may be interested in reviewing it all as Auckland transport issues figure heavily.  Malcolm will provide Business Plans early in April once they have been finalised by National Council and they will be distributed to members. 3. The Zone Secretary was asked to investigate the use of Skype for Business at future meetings.

Proposed remit

That LGNZ calls on the Government to include Local Government representation (as determined by Local Government) at all levels of policy development, technical risk and resilience assessment, and data acquisition on climate change response policies – with an emphasis on climate adaptation: policy; legal; planning; and financial compensation regimes.

Nature of the issue

 Climate change action, impacts and related policy, risk, legal, planning and financial implications are borne most directly by local communities.  As the structure and framework for a more cohesive NZ-wide approach emerges with the current government, it is critical that the country-wide context is informed directly by the local voice at a local council level so it is integrated appropriately into the wider context.  Local government is likely to be responsible for implementing a range of central government climate change policies – it is therefore crucial that local government is represented in policy / technical design process to ensure it is fit for purpose at a local scale and able to be implemented cost-effectively in the local government system.

Background to the issue being raised

 Climate adaptation and mitigation approaches are being adopted across New Zealand, in some cases well in advance of a coherent national approach. As local councils make progress on strategy, policy, planning and direct initiatives, there exists an opportunity to integrate learning, challenges or concerns into the wider national context.  Some councils have pioneered new approaches with mana whenua, community engagement, evidence-building and research and cross-sector governance. Without a seat at the larger table, the lessons from these early adopters risk being lost in the national conversation/approach.

Does the issue relate to objectives in the current LGNZ business plan? How?

 The issue relates to LGNZ’s climate change work programme, particularly relating to the input/influence on the Zero Carbon Act and Independent Climate Commission, implementation of CCATWG recommendations, decision-making and risk, impacts assessment, and other elements.  A local seat at the larger NZ table would ensure a strong local voice for a range of workstreams.

What work or action on the issue has been done, and the outcome

Aside from specific LGNZ workstreams relating to climate change (see above), central government has progressed consultation on the Zero Carbon Bill and Interim Climate Change Committee, has appointed a panel to produce a framework for national climate change risk assessment, and has announced a set of improvements to NZ’s emissions trading scheme. Likewise, a number of councils have progressed action plans and strategies to reduce emissions and prepare for climate impacts. Notably, NZ-wide emissions continue to rise and the serious risks associated with climate impacts continue to be better understood – an integrated local and national approach is very much needed in order to make any substantive progress on climate change in New Zealand.

Any existing relevant legislation, policy or practice

As described above, the Zero Carbon Act is the main relevant NZ legislation with accompanying frameworks, policies and schemes. A range of more local policies – from the Auckland Unitary Plan to coastal policies – need meticulous alignment and integration with the national approach in order for both to be most effective.

Outcome of any prior discussion at a Zone or Sector meeting

 Zone 1 agreed on 1 March 2019 to propose this remit.

Suggested course of action envisaged

 It is recommended that LGNZ work with central government to advocate for these changes.  It is recommended that LGNZ engage directly with relevant Ministers and Ministries to ensure local government has an appropriate role in the National Climate Change Risk Assessment Framework, and all related and relevant work programmes.
