This paper reviews the role of women farmers in Belu Regency, East Nusa Tenggara Province, Indonesia, and seeks to provide an analysis of challenges and opportunities of women in dealing with food security issues. The analysis in this paper is based on the evidence collected from interviews and focus group discussion conducted with men and women farmers and experts and literature review of academic publications. The study reveals that the women not only plays important roles in the whole farming process, from choosing the best seeds to selling of crops, but also have responsibilities in ensuring food security for their family. However, women roles have not been recognized properly. Low self-confidence and education, lack of participation in decision-making process, social norms and culture are some of the challenges in enhancing the role of women in achieving food security. Providing fair chance of participation and increasing access and control of resources to women is likely to contribute more in agriculture management and eradicate vulnerability in food insecurity in the Belu Regency. -

Rahman Mulyawan IMPLEMENTASI KEBIJAKAN PEMBANGUNAN BIDANG PERTAHANAN DI KAWASAN PERBATASAN INDONESIA – TIMOR LESTE (Studi Kasus di Kabupaten Belu Provinsi Nusa Tenggara Timur) THE IMPLEMENTATION OF DEFENSE DEVELOPMENT POLICY IN INDONESIA – TIMOR LESTE TERRITORIAL BORDER (A Case Study at Belu Regency Nusa Tenggara Timur Province) RAHMAN MULYAWAN FAKULTAS ILMU SOSIAL DAN ILMU POLITIK UNIVERSITAS PADJADJARAN ABSTRACT This study discuss the Implementation of Defence Sector Development Policy at the Indonesia’s Border Region – Timor Leste (Case Studies in Belu Regency of East Nusa Tenggara Province). The study was conducted due to curent development in the field of defence affairs as the authority of the central government but in its implementation still has weakness in maintaining national sovereignty and stability. The study used the case study method, which is part of qualitative research. Data collection techniques were done by exploring the data derived from primary and secondary sources. Primary data in the form of words, speech and action or behavior gathered from 15 informants, as well as secondary data obtained from various documents, journals, scientific papers, and others. The results suggested that the policy implementation model proposed by Cheema and Rondinelli has been implemented by the Belu District. However, the model was not appropriate to be applied in the border region because the model does not prioritize coordination aspect. Researcher argues that the implementation of Cheema and Rondinelli’s could have been more successful if it was equipped with the coordination aspect. This coordination aspect becomes important because there are many institution in Belu District that are competent in the sucessful execution of defence development policy. -

Likurai dance is one of the traditional dances originating from the Faturika Village area, Raimanuk District, Belu Regency, East Nusa Tenggara, which was born around 1800 and continues to spread widely throughout the East Nusa Tenggara region. Likurai dance is a type of traditional dance that has some unique and interesting things, especially when viewed from the perspective of functionalism. Along with the development of the times and the changing culture of the local community, this Likurai dance has developed and changed especially in terms of function. This dance experiences shifts and shifts of functions, which were originally dances which are often performed to welcome the heroes who returned from the battlefield to dance that shows the regional identity that is usually displayed at several events and cultural activities of the Belu community. The financial statements are audited by the Supreme Audit Agency, later given as statement of professional opinion about the level of fairness of the information presented. This study aims to measure the effectiveness of the financial management of the District of Malaka and to identify supporting factors and obstacles in achieving an unqualified opinion.The results showed that the financial management of the District of Malaka has not been effective. Factors supporting the effectiveness of financial management that achieves an unqualified opinion are: the government's financial statements that have been prepared byMalaka District Government Accounting Standards; the adequacy of information, legislation- based, and implementation of internal control systemsupported by the Regional Management Information System accrual basis. The limiting factorsare the low quantity and quality of financial management of humanresources, the disclosure of fixed assets not fully presented, and not fully documented aspects of the implementation of the internal control system at each unit's financial manager. It is suggested that consideration of the recommendations of the CPC and a shared commitment to the completion of the follow-up inspection results, performing realignment of the apparatus of human resources in quantity and quality, and continuous dissemination to improve understanding of financial management apparatus of internal control systems be always taken into account. -

The Three Ends Strategy was developed by KPP-PA RI to implement Ministerial Regulation PP and PA Number 6 of 2013 concerning the implementation of Family Development as an integral part of the implementation of Law Number 23 of 2004 concerning PKDRT. Domestic violence (domestic violence) is an event or event that damages the main joints of family resilience. This threatens the sustainability of household life and negatively affects the life cycle and child development in the household. Recognizing the high number of cases of violence against children, it is necessary to make an integrated model of child protection in the family in the Kupang-ex-East Timor integrated region which is appropriate in carrying out approaches to mobilize Belu district communities who are actively involved and coordinated in efforts to prevent violence against children and respond or respond to violence against children through the development of networks with affordable and quality support services. -

Conditions in the border area require continuity of acceleration so that it really becomes the front porch of the Unitary Republic of Indonesia. It takes approaches in doing so, such as welfare and security approaches because the guarantee of security in the border area will lead to conducive development. To implement such approaches in the framework of development at the border area, synergies between the local government and Indonesian National Armed Forces (TNI) through Kowil Officers of border areas is required. Therefore, this paper focuses on how the synergy between the Regional Government and the TNI Kowil Apparatus in developing the NKRI-RDTL Border Area. The research method used is qualitative method with literature study techniques or literature review, documentation, and other descriptive techniques. This paper uses qualitative methods, through documentation and literature tracing, with the primary source of National Border Management Regulation No. 1/2011 on the Design of State Border Management No. 1/2015 on the 2015-2019 State Border Management Master Plan. Strategic issues in managing border areas are mainly in the aspects of setting and affirming national boundaries and perspectives of enhancing defense and security and law enforcement. While the strategic issues concerning the land border area of Indonesia-Timor Leste in the Province of East Nusa Tenggara mainly regard economic conditions, natural resources and the environment, infrastructure conditions, and population, social and cultural conditions. The West Timor market demand survey was organized by involving 28 fish merchants/seafood restaurant managers which were spread across 6 cities in West Timor. Furthermore, the demand in East Timor was based on fish trade flows data at the Indonesia - Timor-Leste border post. The matrix tabulation method was employed for calculating the milkfish and prawn consumption per capita population of Timor-Leste, and the projection of milkfish and prawn demand in Timor-Leste region in the year of 2014-2025 which was based on the projected population growth of Timor region. The results indicated that prawn demand was spread within 6 urban markets in the region of Timor. Meanwhile, milkfish was highly demanded in the local market. East Timor's prawn market demand forecast in the year of 2014-2025 reached 1,359.87 tons.
