Dr. Barry Morgan Archbishop of Wales and Bishop of Llandaff Thank you for showing interest in the post of Llandaff Diocesan Secretary. This is an exciting opportunity to join the Senior Team of the Diocese at a creative time in its life, as we move forward in the light of the Church in Wales Review. We want a Diocesan Secretary who will engage fully with the life of the Diocese as we seek to develop the ministry and discipleship of all God’s people so that, transformed ourselves, we might play our part in transforming God’s world. We are looking for a committed Christian, preferably a communicant of the Church in Wales, who is a team player with a strategic mind, and is excited about the mission and ministry of the Church and its growth in the communities of South Wales. JOB TITLE Diocesan Secretary GRADE H (£45,169 - £51,104 per annum) REPORTING TO The Bishop of Llandaff The Chairperson of the Diocesan Board of Finance LOCATION Based at the Diocesan Office, Coychurch, Bridgend. The post requires travel to other parts of the Diocese and attendance at some Provincial meetings in Wales. Roles and Responsibilities of the Diocesan Secretary The Diocesan Secretary will have a passion for God’s mission and ministry to people within the Diocese of Llandaff. He or she will be committed to the formulation, development and execution of diocesan strategy and policy, and its deliverance through sound organisational management and advice. Along with the Bishops of the Diocese and the Senior Staff, the Diocesan Secretary will lead the Diocese through a period of cultural, strategic and organisational change as a result of the Church in Wales’ 2020 Vision, by promoting collaborative working between the Bishops’ Staff, Diocesan Officers, Diocesan Office Staff, Cathedral, Ministry Areas and parishes, and a sense of unity and common purpose across the Diocese. The Diocesan Secretary will head up the Diocesan Administration Team, ensuring the efficient delivery of a wide range of services to Ministry Areas, parishes, clergy, church schools and other church and related organisations and bodies in the Diocese. He or she will be responsible for the administrative functions of the Llandaff Diocesan Board of Finance, and the good stewardship of Diocesan resources. The key tasks are: To serve as an advisor to the Bishop and Senior Clergy, contributing to the leadership and development of the Diocese • supporting the Bishops, Bishop’s Staff, and Diocesan Boards and Committees in planning and implementing strategy and policy. • attending, and contributing fully to, meetings of the Bishop's Staff. • liaising with members of the Bishop’s Staff on a regular basis. • assisting the Bishop's Staff in the development of a sustainable financial policy in relation to clergy deployment, reader development and deployment and other ministerial; deployments within the diocese. • advising on the financial and associated implications of the recommendations Church in Wales Review and their implementation in the Diocese. To ensure that the Diocesan Office, through its Administration Team, fully serves the clergy and parishes of the Diocese • managing and leading the Diocesan Administration Team. • developing and maintaining effective relationships, and providing advice, support and resources to Ministry Areas and parishes, in order to facilitate clear communication and encourage full participation in the life of the Diocese. • being responsible for the development and implementation of HR policies and procedures and overseeing the appointment of all staff to the Administrative Team. • ensuring appropriate provision of facilities and support within the Diocesan Office and any associated buildings. • ensuring compliance with Health and Safety policies and procedures. To secure the effective administration of the Diocesan governance structures to ensure that it meets its legal obligations • acting as Company Secretary of the Diocesan Board of Finance, in its role as custodian trustee for property and charitable trust held on behalf of parishes and the diocese, including the Education Trust Fund. • working with the Diocesan Accountant in maintaining proper financial controls over the Board’s finances and assets. • offering strategic direction to the work of the Board as well as ensuring that all legal and statutory requirements are met in a timely and proper manner. • ensuring that appropriate governance, legal or other professional advice is sought and properly considered, liaising as necessary with the Diocesan Registrar. To provide administrative and secretarial support to Diocesan Officers, Boards and Committees • organising the programme of diocesan meetings ensuring preparation of documentation, servicing and secretarial support as appropriate. • in conjunction with the Parsonage Board, assisting with property management including the buying, selling, rental and removals and provide Financial Management Reports to the Committee. • ensuring that the Diocesan Board of Finance, Parsonage Board, Churches and Pastoral Committee, Diocesan Advisory Committee and Standing Committee are serviced and supported. • organising and overseeing elections to diocesan and provincial bodies, ensuring that good practice is followed in all areas of governance. To ensure positive relationships and communication between the Diocesan Office, committees and parishes • attending meetings of Parochial Church Councils, Deanery Conferences and other bodies as necessary. • ensuring the production of up to date, timely and effective communications, including the Diocesan website, Year Book, Diocesan e-mailings etc., in conjunction with the various departments. • along with the Bishops and Senior Staff, ensuring and promoting clear partnership working across the Diocese. • exploring opportunities for joint working with outside partners. The Diocesan Secretary will liaise regularly with the Representative Body of the Church in Wales, attending meetings as necessary. He or she will be part of the provincial network of Diocesan Secretaries, and will share best practice and ideas, and feedback on what the Diocese can learn from others. The Diocesan Secretary will undertake any other reasonable task as requested by the Bishop or Chairman of the DBF. General • is a communicant of the Church in Wales or of a Church in communion with it (a Genuine Occupational Requirement under the Equality Act 2010) • is committed to furthering God’s mission through the Church • is willing to commit to additional and at times unsociable working hours attending meetings or functions within the Diocese and the wider Province, sometimes involving overnight stays • is a driver with access to a car at all times Qualifications and • is educated to degree level experience • has a proven track record at executive or senior management level • has demonstrable experience of working at a strategic level within an organisation • is able to manage change with skill, patience and sensitivity • has experience of leading, managing and enabling a team • works with other support service professionals, e.g. accountants Knowledge and • has an understanding of the parochial and diocesan structures understanding of the Church in Wales • understands the issues facing parishes in the Church in Wales and a vision of how the Diocese may support them • has a good understanding of the culture of Wales • has sound financial IT and business awareness • has knowledge of the charity sector • has knowledge of employment legislation Management and • is highly motivated and energetic, passionate to deliver administration • is discreet, trustworthy and loyal to the organisation, and is able to respect confidentiality • is a collaborative team player • is able to be effective in different surroundings and with different tasks and people • communicates clearly, concisely and understandably with a range of different people and groups • is able to collect detailed information (in breath and depth) from a range of sources and using appropriate methods Leadership • is able to take responsibility for a task/projects and to give direction and support to others so that the work is done • supports members of staff by giving feedback and providing learning opportunities so that their performance is improved • is able to make decisions even though they may be difficult and unpopular The Diocese of Llandaff Nearly half the population of Wales live in the Diocese of Llandaff - over a million people in the most densely populated and industrial area of the Welsh Dioceses. Cardiff, Port Talbot , Merthyr Tydfil, the Rhondda Valleys - these are places once famous the world over for coal, iron and steel. The heavy industry has now in the most part been replaced by new technology, and along the M4 corridor, new factories have sprung up to provide components for microchip-based goods. The Diocese of Llandaff has some of the most beautiful countryside, towns and seascapes in Wales, from the Heritage Coast of the Vale of Glamorgan in the south to the deep-scarred Valleys of the Blaenau in the north. The Diocese of Llandaff covers most of the unitary authorities of Cardiff, Caerphilly, Vale of Glamorgan, Merthyr Tydfil, Rhondda Cynon Taff, Bridgend, and Neath Port Talbot. It has an area of 518,863 acres, and an estimated adult population

It consists mostly of housing but has an industrial estate which was once the site of the Burberry’s factory, one shop and the Forest View Medical Centre. Although there are no petrol stations in the Treorchy area, transport is relatively good throughout the valley. However, there is no Sunday bus service in Cwmparc. Treorchy has a large population of young people and although there are opportunities to engage with sport activities it is evident that there are fewer affordable activities for young women to engage in.

Ton Pentre, a former industrial coal mining village, is a district of the community of Pentre. The population is 5,210 across the ward but it is important to note that Pentre is the cut off village in the Pen y Cymoedd Community Fund, which does not include Ton Pentre. 17% of the population are under 14; 39% between 35-50 and 8% over 80. 37% of the population are in full time employment. However, 31% of people have no qualifications in Pentre compared with 26% across Llewelyn Street and St Peter’s Church Wales. There are a variety of community facilities and amenities within close proximity of each other. These include Canolfan Pentre, Canolfan Pentre Salvation Army, the Bowls Club and Oasis Church. £81,435 from the Pen y Cymoedd Wind Farm Community Fund has was awarded to Canolfan Pentre to support the installation of a MUGA (Multi Use Games Area) just behind this popular community venue. These centres provide lots of activities for community members. Pentre also has a few shops, petrol station, a pub and a night club. With a children’s park and 3G football pitch at the centre of the village. The 3G pitch can only be used by appointment through the council and Cardiff City children’s development teams are using the pitch weekly. According to Census, (2011) 28% of people have a limiting long-term illness in Pentre compared with 23% across Wales; the nearest GP Surgery is in Ton Pentre (0.6 miles).

Where a job description illustrates ‘what’ we do competencies illustrate ‘how’ we do it. skills traits knowledge abilities COMPETENCIES behaviours technical aptitudes abilities attitudes The Council’s competencies stem from the Council’s over-arching Vision, Beliefs and Values (available on the Council’s intranet or from Human Resources) and are designed to encourage an open dialogue (conversations) about how we work. The Competency Framework gives us a starting point and a language we can all use when talking about the behavioural aspects of our work. This should mean that we’re clearer about what’s expected of us and that our performance is managed and developed in a way that supports everyone.
