4 CONSTITUTION

Article I. This society shall be known by the name ofWAYNE COUNTY AGRICULTURAL SOCIETY .

Article II. The Board of Directors for the management of the society shall consist of twenty-one members, whose terms of office shall be for three years, and until their successor is elected and qualified . Newly elected directors shall assume the duties of their office at the regular meeting in November following their election .

Election of Directors shall be conducted according to rules prescribed by the Ohio Department of Agriculture . The society shall secure a notary public, judge, or mayor to administer the following oath (or affirmation) of office and to induct newly elected directors into office . The President of the society shall administer the oath to the newly elected directors in the absence of any of the above officals .:

“I do solemnly swear (or affirm) that I will support the constitution of the , the Constitution of the State of Ohio, laws of Ohio and the rules and regulations of the Department of Agriculture of Ohio pertaining to Agricultural Societies and to the best of my ability perform the duties of Director of the Wayne County Agricultural Society, so help me God.”

Eight directors shall constitute a quorum for the transaction of business . Any officer or member who shall be absent himself for three consecutive meetings unless such absence shall be satisfactorily accounted for, shall thereby vacate his office . The tenure of office shall be so arranged that the terms of one-third of the members shall expire annually . The County Superintendent of Schools, OSU Wayne County Extension Educator(s), County Commissioners and County Engineer shall be ex-officio (non-voting) members of the Board of Directors .

Article III. The Board of Directors, at the regular November meeting each year, shall organize by the election of President, Vice President, General Manager, Secretary-Treasurer, and Auditing Committee, consisting of three, whose terms of office shall be one year, and until their successors are elected and qualified . Only members of the Board of Directors shall be eligible to the office of President and Vice President . Any member of the Society shall be eligible to the Auditing Committee . Any suitable person shall be eligible to the office of Manager, Secretary-Treasurer . The Board shall approve all committees and officers not otherwise provided; have the general supervision of the construction and management of the grounds, buildings and driving track of the Society; have the power to vacate the office of any officer therein for good cause at any regular meeting of the Board and shall have power to fill vacancies at the same time .

Article IV. On the last Saturday in October, annually an election shall be held in the Society’s room to fill the vacancies in the Board of Directors, occasioned by the expiration of the term of one-third the members . Only bona-fide members of the Society shall be entitled to vote . Candidates for members of the Board of Directors must be members of the Society in good standing, and must qualify for election according to the rules of the Ohio Department of Agriculture .

Article V. In order to become entitled to membership in the Society, an applicant must be twenty-one years of age, a resident of the county, in good moral standing, and pay to the Treasurer of the Society an annual fee as fixed by the Board of Directors of the Society .

Article VI. It shall be the duty of the President, and in his absence the Vice-President, to preside at all meetings of the Board and enforce rigid observance of the constitution and by-laws .

5 Article VII. It shall be the duty of the Secretary-Treasurer to keep a record of the proceedings of the Board, to issue membership tickets to members of the Society, keep a record of the names and addresses, and give members 3 weeks notice of time and place of election of Directors . They shall return all unsold tickets to the Auditing Committee, taking their receipt therefore . They shall record all entries for premiums, receive all monies due to the Society, and deposit same in a depository selected by the Board of Directors . They shall pay all bills on approval of the Board of Directors . They shall make a written report to the auditing committee at the close of each day of the number of tickets sold during said day . They shall report annually at the regular meeting in December, an itemized statement of all receipts and disbursements, and pay all monies in his hands belonging to the society to their successor when duly elected and qualified .

They shall make a report annually to the Ohio Department of Agriculture as required by law, and shall perform such other duties as are required by law and usage, and as may be prescribed by the Board of Directors of the Society . Before entering upon their duties, they shall provide a bond for the faithful discharge of their duties in such amount as may be deemed expedient by the Board, the premium on such bond to be paid by the Society . They shall receive for their services such compensation as the Board of Directors shall deem proper .

Article VIII. The Wayne County Agricultural Society shall provide police protection during the Wayne County Fair .

Article IX. The General Manager shall take charge and control the Society’s grounds, subject to the approval of the Board of Directors .

Article X. It shall be the duty of the Auditing Committee, at the close of the year’s business, to audit the Secretary-Treasurer’s books, inspect other pertinent records, and report the result of its findings to the Board of Directors .

Article XI. The annual exhibition of the Society shall be held on such days as shall be fixed by the Board .

Article XII. The Board of Directors shall have the power to adopt rules and regulations to govern and control the annual exhibition of the Society .

Article XIII. Regular meetings of the Board of Directors shall be held the third Saturday of December and January at 1:00 p .m . and the third Monday evening of February, March, April, May, June, July, August, October and November at 8:00 p .m .

Article XIV. This Constitution may be amended in accordance with rules and regulations prescribed therefore by the Ohio Department of Agriculture .

6 RULES AND REGULATIONS

1 . On the payment of twenty dollars ($20 00). a membership card and six single tickets will be issued, which will entitle the owner to enter any number of animals or exhibits in accordance with the rules following . The membership card does not admit to grounds, but will entitle members to vote at the annual election . Membership must be secured on or before the last day of the fair . 2 . All entries close the 1st Saturday in August at 4:30 p.m. except as otherwise specified in Premium Book . NO ADDITIONAL ENTRIES OR CHANGES WILL BE TAKEN AFTER THAT DATE. 3 . Ten per centum of first place premium offered will be charged on all entries of livestock (unless otherwise stated) . Entry fees must be paid when entries are made, otherwise, entries will not be accepted . 4 . In order to avoid errors and save time, please complete the entry form at the back of the premium book list prior to making your entries at the Secretary’s office . Unless the entry is made in the classification in which the article is named, no premium will be awarded . Exhibitors must determine for themselves in which classification they will make their entry . 5 . Every animal or article must be exhibited in the bona-fide owner’s name, and should any competitor violate this rule, he shall not receive a premium, should one be awarded . 6 . No animal exhibited will be allowed to be removed without the consent of the Superintendent of the department and fair veterinary, until after 10:00 p .m . on the last day of the fair with the exception of small animal walkouts at 9:30p .m . No articles exhibited will be permitted removed before 7:00 a .m ., Friday after the exhibition unless otherwise specified . 7 . Every animal or exhibit on the grounds entered for premiums, shall, during the Fair, be under control of the Superintendent of the department in which it is entered, and no stock shall be allowed to run at large on the Fairgrounds . 8 . Exhibitors will be expected to obey the Department Superintendent CHANGEin presenting their stock when instructed to do so, and persons refusing or failing to comply, may be ruled out from competing . 9 . Any person entering stock of any kind and misrepresenting its age, condition or ownership, will forfeit the premium and be excluded from competing . 10 . Exhibitors are required to have all exhibits entered on the books at the Secretary’s office before they can be assigned to their respective departments . 11 . Cards will be furnished corresponding with the entryTO on the Secretary’s books to accompany all animals and exhibits on exhibition . 12 . Each entry shall specify the exhibitor’s name, post office address and the name and age of the animal or exhibit offered . 13 . No animal can compete in more than one class except as one of a pair or herd and sweepstakes . 14 . Exhibitors must see to the delivery of their animals or exhibits upon the grounds and to the Superintendent of the proper department . 15 . The Board will take every precaution in its power for the safety of the visitors and the safe preservation of stock and exhibits on exhibition after their arrival and arrangement upon the grounds, but will not be responsible for any loss, damage or accident that may occur . Exhibitors are requested to give attention to their exhibits during the Fair, and at the close to tend to their removal . 16 . Purity of blood of stock must be established by pedigree . Genuineness of pedigree of cattle and sheep will be decided by herd books and registers of acknowledged authorities of their respective classes . 17 . Evidence will be required that animals exhibited as breeders are not barren . 18 . No stock will be permitted to enter the ring, unless under halter and in care of a groom . 19 . Horses, cattle and sheep will be exhibited in the ring, prepared for the purpose, and the premium ribbons or SUBJECT cards attached by the Judges before leaving the ring unless otherwise specified . 20 . No awards will be made on any breeding animal that is barren or has any transmissible unsoundness . 21 . All manufactured articles must be exhibited by the manufacturer or agent, and all grains, fruit or vegetables to be exhibited by the owner . 22 . An efficient police force will be on the grounds at all times to maintain order . 23 . If animals occupying stalls are not exhibited in the ring at the call of the Superintendent, or at the time of their class as stated in the program of the day, exhibitor will be charged one dollar per day for stall rent and be excluded from competition or forfeit any premium previously awarded, unless upon written excuse from the Superintendent of his department, approved by the Secretary .

7 24 . THE SOCIETY RESERVES THE RIGHT TO PAY THE PREMIUMS, WHICH MAY BE AWARDED FOR THE EXHIBITION, PRO RATE, PROVIDED THERE ARE NOT SUFFICIENT FUNDS (AFTER PAYING ALL THE EXPENSES OF THE SOCIETY) IN THE TREASURY TO PAY IN FULL. 25 . When animals or exhibits are not deemed worthy of a premium, the judge will make no award, though there be no competition . 26 . No person other than members of the Board, or department heads, will be allowed to see the entries or have access to the entry books until after the entries close . 27 . All entries and awards will be made in strict compliance with the offered premium list . 28 . It is the duty of all exhibitors to carefully study the rules and govern themselves accordingly . Any information will be cheerfully given in regard to exhibiting in any of the classes, by the members in charge or the Secretary . 29 . No interference or communication with the judges will be allowed and any person who by letter or otherwise, attempts to influence the decision of any judge shall forfeit any or all premiums which may have been awarded, and ruled out of competition . 30 . If there is any question as to the regularity of entry, or of the right of any animal or any exhibit to compete in any given class, the judges shall report the same to the Superintendent of the department, and they to the Secretary for adjustment . 31 . The judges must not attach premium cards to exhibits for which no premium is offered . 32 . The Society invites all persons having stock to sell, or animals to bring before the public to exhibit at our annual Fair . 33 . Premiums will be paid no later than 30 days from the last day of the fair . Anyone challenging their premium check, must do so within 15 days after receipt. No adjustments will be made for less than $1.00. CHANGE 34 . All premiums not drawn by the 30th of November of each year will be forfeited to the Society. This rule will be enforced to the letter. 35 . First Bedding MAY OR MAY NOT be furnished by the Fairboard . 36 . The sale of alcoholic drinks of any kind on the grounds is strictly forbidden during the annual fair exhibition . From time to time during the other timesTO of the year (other than the week before, the week during and the week following the annual fair exhibition, the board may consider allowing the sale of alcoholic drinks for specific groups or specific events but the activity or specific group must be able to show they have obtained a permit and carry adequate insurance and have security hired at this event within the guidelines of the fair board . No games of chance, gambling, or any immoral exhibitions of any kind are allowed on the grounds at any time unless approved by the board of Directors . 37 . “No person shall be permitted to make solicitations of any nature on the fairgrounds except in contracted concession or commercial rented spaces ”. “No person will be permitted to post or display signs, distribute handbills or advertising material or sell or distribute free, any merchandise, except persons under contract.” 38 . The Wayne County Fair Board reserves the right to limit the number of exhibits per exhibitor . The Wayne County Fair Board reserves the right to limit the number of exhibitors . 39 . Kiddie Tractor Pull will be Sunday, during the annual fair exhibition at 2:00 p .m ,. at a specified location . Classes: 4-5 yr . old, 6-7 yr . old and 8-9 yr . old . Trophies to top 3 boys and 3 girls in each class . Open to Wayne County Residents Only! Interested parties may sign up one hour prior to the event . 40 . Our fair will operate under the provisions of Ohio’s Livestock Show Reform Act and under all applicable SUBJECT Ohio Department of Agriculture Administrative Code Rules . This law and the amended rules may be viewed and or secured at the secretary’s office beginning June 21 . 41 . The Wayne County Agricultural Society assumes no responsibility for damage to or loss of parked vehicles or personal property contained within parked vehicles . 42 . Protest Area - The designated protest area to be West of the red ticket booth at gates 5&6 in the area that is planted with flowers at fair time, which would be the South side of the blacktop path coming from the South West parking lot . 43 . NO ANIMALS PERMITTED IN THE FAIR AREA unless they are Fair Entries .

9 2020 SEASON/OHIO’S LIVESTOCK HEALTH EXHIBITION RULES 901:1-18-01 Chapter’s application. (A) Animals listed in this chapter, when moved or imported into Ohio for exhibition purposes only, shall comply with the requirements of this chapter, and when in compliance with the provisions of this chapter shall, with the exception of rules governing movement and importation of quarantined animals, be exempt from any other rules governing movement within or importation into Ohio . (B) Animals moved within or imported into Ohio for any purpose in addition to exhibition shall meet all movement and import requirements of Chapter 901:1-17 of the Administrative Code . 901:1-18-02 Definitions. As used in this chapter: (A) “Exhibition” means any public show of animals, which is sponsored by or under the control of an Ohio county or independent agricultural society organized under chapter 1711 of the revised code; or the Ohio state fair; or which is assembled for a period which exceed thirty-six hours or contains animals of origins other than Ohio . (B) “Certificate of veterinary inspection” means a form from the state of origin, which has been issued and completed by a licensed and accredited veterinarian attesting to the health status and identification of an animal listed thereon . (C) “Approved veterinarian” means any licensed and accredited veterinarian approved by the Ohio department of agriculture, or an employee of the Ohio department of agriculture or the United States department of agriculture, animal plant health inspection service, veterinary services . (D) “Licensed and accredited veterinarian” means a person who is licensed by the state of Ohio to practice veterinary medicine and who is certified by the United States department of agriculture, animal plant health inspection service, veterinary services, to be an accredited veterinarian . (E) “Residue” means any poisonous or deleterious pesticide governed by 40 C .F .R . 180, any poisonous or deleterious substance governed by 21 C .F R. . 109 .6, or any other substance governed by 21 C F. .R . 556 . (F) “Contagious or infectious disease” means any disease, including any CHANGEforeign animal disease, or vector, capable of transmission by any means from a carrier animal to a human or to another animal and includes dangerously contagious or infectious diseases . (G) “Tuberculosis accredited free herd” is one that has passed at least two consecutive annual negative official tests for tuberculosis in accordance with the “Uniform Methods and Rules – Bovine Tuberculosis Eradication,” and has no other evidence of bovine TOtuberculosis . 901:1-18-03 Exhibitions: sanitation, inspection and records. (A) Each entity sponsoring an exhibition shall have in attendance an approved veterinarian for the duration of the exhibit . (B) Each entity sponsoring an exhibition shall: (1) Immediately, prior to an exhibition and under the direction of the approved veterinarian, thoroughly clean and disinfect each building, pen, stall, ring or other enclosure in which animals are to be quartered for exhibition; (2) Have the approved veterinarian: (a) Examine the certificate of veterinary inspection when required for an animal brought to the exhibition; (b) Inspect within a reasonable time of arrival each animal brought to the exhibit for symptoms of any infectious or contagious diseases; (c) Daily inspect each animal present at the exhibition for symptoms of infectious or contagious disease . (3) Maintain a record for one year from the date of the exhibition of each animal present at the exhibit . The record shall contain the name and address of the owner of each animal and the species and breed of the animal . (4) May order the immediate removal of any animal, which in the opinion of the approved veterinarian, places other animals at unacceptable risk of disease . (C) SUBJECT An exemption from the requirements of paragraph (B)(1) of this rule may be requested from the department and will be granted when, in the judgment of the department, cleaning and disinfection will serve no purpose . By way of example only, cleaning and disinfection will generally serve no purpose in a newly constructed building that has never been occupied . 901:1-18-04 Exhibitors. (A) No person shall present for exhibition or exhibit an animal which he knows or has reason to suspect is affected with or has been exposed to a dangerously contagious or infectious disease or residue .

10 (B) The owner or bailee of an animal with symptoms of an infectious or contagious disease shall, when directed by an exhibition official, the approved veterinarian, or an employee of the Ohio department of agriculture, immediately remove the animal from the exhibition premises . (C) Upon request, each person who presents for exhibition or exhibits an animal, shall make available any certificate of veterinary inspection, registration certificates, vaccination certificate, and other documents to exhibition officials, the approved veterinarian or an employee of the Ohio department of agriculture . (D) Each person who presents for exhibition or exhibits an animal for which a certificate of veterinary inspection is required by rules 901:1-18-01 to 901:1-18-11 of the Administrative Code shall forward a copy of the certificate of veterinary inspection to the Ohio department of agriculture’s division of animal industry . 901:1-18-05 Poultry and fowl. (A) All turkeys, chickens and gamebirds moved within or imported into Ohio for exhibition must: (1) Originate directly from a flock or hatchery which is a participant in the national poultry improvement plan for the eradication of disease and be accompanied by documentary evidence that they meet the requirements of this paragraph; or (2) Originate directly from a flock which has had a negative test for pullorum/fowl typhoid disease within twelve months preceding the opening date of exhibition and be accompanied by documentary evidence that they meet the requirements of this paragraph; or (3) Have had a negative test for pullorum/fowl typhoid disease, within ninety days preceding the opening date of the exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (4) Be tested for pullorum/fowl typhoid disease upon arrival at the exhibition by a tester approved by the Ohio department of agriculture and found negative . (B) The rapid whole blood test shall not be used to test turkeys for compliance with the requirements of paragraph (A)(2), (A)(3) and (A)(4) of this rule . (C) Waterfowl, doves and pigeons are exempt from this rule . 901:1-18-06 Cattle. (A) Cattle moved within Ohio for exhibition: CHANGE (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (B) All cattle imported into Ohio for exhibition must: (1) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) Originate from a tuberculosis-accredited freeTO herd, an accredited free state or zone, or a modified accredited advanced state or zone; (3) If originate from a modified accredited state or zone, must comply with Rule 901:1-17-03 of the Administrative Code; (4) If originate from an accreditation preparatory or a non-accredited state or zone, are prohibited from exhibition; (5) If from a brucellosis class A state or area/zone, must be negative to an official brucellosis test within thirty days of the opening date of the exhibition unless; they are under six months of age, steers, or official vaccinates under twenty months of age (dairy) or twenty-four months of age (beef); and (6) If from a brucellosis class B or C state of area/zone, must meet all requirements for pre-entry testing as specified in 9 C .F .R . 78 .9 and obtain an Ohio permit prior to movement . (C) Cattle from a brucellosis certified free herd or class free state or area/zone are not required to be brucellosis tested . 901:1-18-07 Goats. (A) Goats moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the Ohio Administrative Code . (B) SUBJECT Goats imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection: “The goats in this shipment are not known to be under any movement restrictions because of scrapie ”. (4) Originate from a tuberculosis accredited free herd as defined in rule 901-18-02 (G) of the Administrative Code for bovine tuberculosis eradication; or 11 (5) Originate from a bovine accredited free state or zone, or a bovine modified accredited advanced state or zone; or (6) Originate from a bovine modified accredited state or zone, must comply with Rule 901:1-17-06 of the Administrative Code . (C) If originate from a bovine accreditation preparatory or a bovine non-accredited state or zone, are prohibited from exhibition . 901:1-18-08 Horses, mules and ponies. (A) Horses, mules and ponies moved within Ohio for exhibition: (1) If not under quarantine and if they are free of any signs of a contagious or infectious disease; and (2) If the animal is twelve months of age or older, the exhibition manager may require that the animal has been tested and classed negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition . (B) Horses, mules and ponies imported into Ohio for exhibition: (1) Shall be accompanied by an official certificate of veterinary inspection issued within thirty days of the opening date of the exhibition; and (2) If the animal is twelve months of age or older, it shall be accompanied by evidence the animal was negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition; and (3) Upon requested by an authorized representative of the Ohio department of agriculture, the person responsible for each animal must make available a chronological list of dates, places and events attended by this animal within thirty days prior to entry into Ohio . 901:1-18-09 Sheep. (A) Sheep moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the CHANGEOhio Administrative Code . (B) Sheep imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest toTO the following statement written on the certificate of veterinary inspection: “The sheep in this shipment are not known to be under any movement restrictions because of scrapie ”. 901:1-18-10 Swine. (A) Swine moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symtoms or evidence of an infectious or contagious disease . (2) Will be exempt from the requirement of a certificate of veterinary inspection if they originate immediately and directly from a pseudorabies stage V area . (3) Swine originating from a pseudorabies stage IV area shall: (a) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition: and (b) Originate from a pseudorabies qualified herd; or (c) Be negative to an official pseudorabies test within thirty days of the exhibition (B) Swine imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition: and SUBJECT (a) Originate immediately and directly from a pseudorabies stage V area or an area or country recognized by the United States department of agriculture, animal plant health inspection service, veterinary services as pseudorabies free; or (b) Originate immediately and directly from a pseudorabies stage IV area; and (c) Be negative to an official pseudorabies test within thirty days of exhibition .

All tractors must cover their engine flywheel with 5/16" or more steel. Must have 12" on both sides and bottom and 6" on top (12" if possible) and fastened with 3/8" grade 5 bolt or bigger. Can use S.F.I. SPEC 4.1 Certified approved scatter blanket. A technician will check all tractors. SUBJECT2 . Only farm tractors with rubber tires are eligible . Tire chains, 4-wheel drive tractors, homemade tractors, industrial tractors and dual-wheeled tractors will not qualify . CHASSIS MODIFICATION WILL BE SUBJECT TO TECHNICIAN APPROVAL . 3 . Weights must be bolted safely and securely to the tractor to the satisfaction of the judges . Fluid may be used in tires . Maximum length of 13 feet from center of rear wheel to forwardmost portion; maximum width 10 feet . The loss of ballast while pulling and going to scales will automatically disqualify the entry . 4 . Any tractor with turbo is required to have 2-5/16" bolts crossed in exhaust stack, unless equipped with OEM muffler . ONLY ONE TURBO PER TRACTOR . 5 . All classes may shift if desired without stopping forward motion . 6 . Each tractor entered must hitch to a horizontal stationary drawbar, with no connection to any part of the 2 or 3 point hitch or hydraulic system . 15 7 . No hitch will be made closer than 18" behind the center of the rear axle . 8 . Drawbar height will be 20" in all classes . 9 . Pull will be made from a steel plate with a 3 5"L. x 3"W hole only, with a minimum thickness of 3/4" . No weights can block the hitch so it cannot be hooked from the front of the sled . 10 . Maximum tire size is 20 8. . No cut or ground off tires . 11 . Only one driver will be allowed on the tractor — no passengers permitted . No substitutes, tractor or driver . 12 . The driver must remain on the tractor seat at all times while pulling in the contest . 13 . All tractors will be weighed immediately before pulling. Driver must be on the tractor when weighed. Weigh back will be at the discretion of the judges and committee. 14 . A driver will be allowed a second start if the distance of his first pull is less than 75 feet . 15 . Contestant must move the sled at least 10 feet to be eligible for prize money . 16 . Chain must be tight before pull starts . 17 . When forward motion stops, the contestant is finished . 18 . Judges will eliminate from the contest any tractor which may be temporarily disabled in such a way as to prevent it from immediately participating in the contest when called . 19 . Drivers must be on tractors 5 minutes before the class starts . Drivers will be disqualified if they miss their drawn position. EXCEPTION! If your pull is one of the last three in the preceding class, you can drop back to behind No. 3, but no further. 20 . Weight will be added by a weight transfer mechanism as the sled progresses . 21 . 16 GENERAL RULES FOR ALL TRUCK CLASSES 1 . All trucks will be weighed immediately before pulling. Driver must be in truck when weighed . 2 . Maximum length 60" from center of front axle to forwardmost position of vehicle including weight rack and weight Weights. must be bolted safely and securely to the truck to the satisfaction of the judges. The loss of weight while pulling and going to scales will automatically disqualify the entry. Weigh back will be at the discretion of the judges and committee. 3 . Driver to furnish stationary hitching device made from a steel plate with a 3 5"L. x 3"W hole, with a minimum thickness of 3/4", not to exceed 30" in height for 2-wheel drive and 26" in height for a 4-wheel drive . 4 . No dual wheels, chains or steel studs will be allowed . 5 . All trucks must have safety hook or chain at the rear drive shaft to contain the shaft in case of breakage . 6 . All trucks must have closed doors . 7 . The winner will be the longest pull within the boundaries . If the truck or sled touches boundary lines, contestant will be disqualified . Flaps on sled are not part of sled . When forward motion stops, the contestant is finished . 8 . Driver must have and present at time of weigh in: a) valid Wayne County driver’s license; b) valid Wayne County registration or title. 9 . Tractor rules apply to pickup pull where they are applicable . 10 . A driver will be allowed a second start if the distance of his first pull is less than 75 feet . 11 . Contestant must move the sled at least 10 feet to be eligible for prize money . 12 . Only one driver will be allowed in the truck — no passengers permitted . No substitutes, truck or driver . 13 . Chain must be tight before pull starts . 14 . Judges will eliminate from the contest any truck which may be temporarily disabled in such a way as to prevent it from immediately participating in the contest when called . 15 . 19 All ponies and horses that show in halter classes on Monday must be in the barn by 8:00 a .m . Saturday . Thursday night release times will be posted in the barns . Horses and ponies may be exercised before 9:00 a m. . or after 10:00 p .m . All horses and ponies must be in the barn by 11:30 p .m . Lights are to be out at 12:30 a .m . except the center light, which is to burn all night . All ponies and horses must be kept in their stalls at all times, except when showing . Feeding must be done and floors cleaned up before 9:30 a .m . Floors must be kept clean at all times . Thirty dollars ($30.00) each will be paid to the Draft Ponies that are stable in the barn, and show in at least one class . Fifty dollars ($50.00) each will be paid to Draft Horses that are stable in the barn, which will be picked by the Superintendent to fill stalls . 25 MILKING PARLOR The Wayne County Dairy Service Unit, with cooperation from Bechtel Service, Inc . is making every effort to provide exhibitors with satisfactory facilities for milking and the handling of milk at the fair . The milking parlor is an exhibit, which draws a lot of spectators and is a great public relations tool for the dairy industry . Your cooperation in helping to keep the parlor and cattle clean is important . Rinse/wipe cows off before coming to the parlor in the morning . PLEASE DO NOT BRING DIRTY, MANURE-COVERED COWS INTO THE PARLOR. We are fortunate that milk sold from the fair meets Grade A standards; therefore, we cannot accept milk from the barns . All milk is tested for antibiotics before it is shipped . Individual producers’ samples may be checked randomly for the presence of antibiotics . Any exhibitor supplying milk in which antibiotics are found will be barred from selling milk at the fair and will be held financially responsible for any milk that would have to be dumped . The milking parlor will be under the direction of a supervisor in charge . The milking parlor will be open Friday, September 11, for 1 hour, 5:30 p .m . to 6:30 p .m . The milking parlor will be available on non-show days from 5:30 a .m . to 7:00 a .m . and 4:30 p m. . to 6:00 p .m . unless some special arrangements have been made with the parlor supervisor . 62 INSTRUCTING FOR WIRING AND MOUNTING JUNIOR ARTWORK Wiring a Framed Piece If frame is wood, place eye screw in each side of the back of the frame, then string wire between the two (Fig . 1) . If metal, you can purchase accessory that attaches to each side of back frame, then string wirer between the two . Keep wire below top of frame . Find in craft stores . Mounting and Wiring an Unframed Piece You will need a mat and a backer board . These can be purchased or made out of light weight cardboard . You will also need wire and masking tape . First attach the artwork to the back side of the mat with tape (Fig . 2), then poke two holes in the backer board on either side, in from the edge 1-2 inches . Insert a metal paper fastener, wrap one end of the wire around each paper fastener (Fig . 3) . You can then hinge backer board to the mat at top with masking tape (Fig . 4) . Close the two together and if you wish, tack with double sided tape, glue, or sticky putty .

64 TWELFTH DEPARTMENT ANTIQUES TIME PERIOD 1891-1940, Early Collectibles Period Paul & Anne Locher, 330-264-6941/Co-Superintendents Frank & Cheryl Bishop, Rex & Diane Miller, and Bob & Linda Platt, Assistant Superintendents A public judging will be held on Friday, September 11, 2020, beginning at 6:30 p.m. in the antiques exhibit area. Chairs are provided. This year we are featuring antiques from the time period (1891-1940). Entries in the Antiques Show will be open ONLY to residents of Wayne County. Antiques dealers will be permitted to enter. RULES 1 . Entries must be made at the fair secretary’s office between July 27 and Aug . 15, 2020 . Exhibitor tags will be issued and must be securely attached to each item with the name or description of the item listed on the tag . 2 . Exhibits must be delivered to the Grange rotunda between 10:00 a . m . and 4:30 p . m . on Friday, Sept . 11, 2020 . Exhibitors must securely attach entry tags to items and remove claim checks BEFORE DELIVERING YOUR ENTRIES. 3 . Exhibits are left in place until 7:00 a .m . Friday, Sept . 18, 2020 and absolutely will not be released without proper claim checks . 4 . The management will not be responsible for articles left after 12:00 noon, Friday, Sept . 18, 2020 . 5 . Entries must be in a good state of preservation . Condition, rarity, beauty and uniqueness are all of prime importance in the judging . 6 . No premium will be considered for competition if it is deemed by the judges not to be of the 1891-1940 period . The decision of the judges will be final in all cases . 7 Each. exhibitor is limited to one entry per each of the following class numbers. One item (no sets) unless specified. INTRODUCTION The Wayne County Fair School Exhibit has become an outstanding method for the schools in this area to promote public relations . This cooperative school display provides the motivation and opportunity for students to participate in an event that is an outgrowth of educational programs in their schools . A good school display requires the combined efforts of students, teachers and administrators .

GENERAL 1. Supervision of the Fair School Building is under the control of the Tri-County Educational Service Center . 2 All. work must be student created and done at school or in connection with school assignments. Principals, teachers, and superintendents, whenever requested to do so, must certify that: a . the work was done by pupils b . the work was done since the last preceeding fair c . the pupils are assigned to the grade level indicated on the entry 3 . The exhibit is open to all public schools districts in Wayne County that participate in the Wayne County Fair Day . 4 . An individual entry fee is not required . 5 All. projects must be the work of the student. 6 . Ribbons will be awarded for 1st, 2nd, 3rd and 4th places and Honorable Mention . 7 . Ribbons will be issued to each individual who participates in a group project . (The coordinator may issue four ribbons per project; however, additional ribbons may be requested for larger group projects ). 8 . Any monies paid as premiums to schools are to be expended for someCHANGE useful or decorative purpose in the school building or on school premises, after expenses for making the exhibits are deducted from the school's premiums . 9. All reasonable precautions will be taken to safeguard exhibits, but neither the fair board or the Tri-County Educational Service Center will be responsible for losses. 10 . The educational exhibits are further subject to allTO other general and special rules of this fair . JUDGING GUIDELINES 1 . Exhibit items must follow the rules and guidelines (see below) or they will be disqualified by the judges . 2 . Judging of Elementary exhibits will take place immediately prior to the opening day of the fair and will be coordinated by the Tri-County Educational Service Center . 3. Each school is responsible for bringing the students' materials and setting up their display prior to judging . 4 . All projects will be judged for overall message, general attraction and arrangement, originality and creativity, accuracy and presentation in light of age appropriateness and reflection of effort . 5 . HIgh School entries in Industrial Technology and Visual Art will be judged prior to opening day in the School Exhibit Hall .

EXHIBIT/DISPLAY GUIDELINES 1 . ALL EXHIBITS MUST BE CLEARLY MARKED WITH NAME, SCHOOL AND GRADE. 2 . Perishable products, hazardous, illegal or unsafe paraphernalia are not to be displayed . 3 .
