No Heavy Truck Route - Road - Don Parkway

(City Council at its regular meeting held on October 3, 4 and 5, 2000, and its Special Meetings held on October 6, 2000, October 10 and 11, 2000, and October 12, 2000, adopted this Clause, without amendment.)

The Community Council recommends the adoption of the following report (September 15, 2000) from the Director, Transportation Services, District 3, Works and Emergency Services:

Purpose:

To prohibit heavy truck traffic on , between and Parkwoods Village Drive

Financial Implications and Impact Statement:

All costs associated with the implementation of the Heavy Truck Prohibition are included within the Transportation Services Division’s Operating Budget.

Recommendations:

It is recommended that Schedule XX of By-law #31001, of the former City of North York, be amended to prohibit heavy truck traffic on York Mills Road, between Victoria Park Avenue and Parkwoods Village Drive.

Background:

Local residents, through the Mayor’s office, identified a concern for the level of safety for the many pedestrians who exist on York Mills Road, between Parkwoods Village Drive and Victoria Park Avenue.

Residents were specifically concerned with conflicts between heavy truck traffic and the pedestrians generated by the three schools and City Park on this section of York Mills Road.

Comments:

York Mills Road, to the west of Parkwoods Village Drive, Parkwoods Village Drive and Ellesmere Avenue are designated as Arterial roadways. York Mills Road, between Parkwoods Village Drive and Victoria Park Avenue, is designated as a Collector roadway.

York Mills Road currently terminates at a signalized intersection with Victoria Park Avenue. Eastbound motorists on York Mills Road, with destinations to the east of Victoria Park Avenue, would continue along both Parkwoods Village Drive and Ellesmere Road. The current configuration of the roadways require eastbound motorists on York Mills Road to complete a left turn, in order to continue east along York Mills Road to Victoria Park Avenue.

The St. Madeleine Separate School, St. Isaac Jorgues Separate School, Roywood Public School and Roywood Park are either located on or have direct access to the north side of York Mills Road, between Parkwoods Village Drive and Victoria Park Avenue. There is a pedestrian Crossover on York Mills Road at Ness Drive.

In reviewing the current roadway configuration it is quite apparent that the section of York Mills Road between Parkwoods Village Drive and Victoria Park Avenue was not intended to carry through heavy truck traffic. Parkwoods Village Drive, which is a four-lane roadway, is the apparent continuation of York Mills Road.

Conclusions:

The installation of the heavy truck prohibition on York Mills Road, between Parkwoods Village Drive and Victoria Park Avenue, will address the residents concerns and, with a reduction of heavy truck traffic, will improve the level of safety for pedestrian traffic. With a redistribution of only a small number of vehicles from this section of York Mills Road, the impacts to traffic operations on Parkwoods Village Drive and at the intersection of Parkwoods Village Drive/Ellesmere Road/Victoria Park Avenue will be negligible.
