Wardley M. Getalla led PDEA RO VII personnel as they cheerfully witnessed carolers from the Children's Joy Foundation Inc. during the Christmas tree lighting activity at the PDEA RO VII Lobby on December 3, 2019. December 5, 2019 - Dir. Wardley M. Getalla, together IA V Meynard Villaluz and PDEA RO VII chemists, conducted ocular inspection of the thermal facility of Apo Cement Corporation in Tina-an, City of Naga, Cebu, which will be used for the destruction of dangerous drugs scheduled on December 10, 2019. Dir. Getalla also had a coordination meeting with representatives of Apo Cement Corporation to discuss the ongoing preparations being done for the activity. December 5, 2019 - Dir. Wardley M. Getalla led members of the BDCP Regional Oversight Committee as they convened for Committee’s year-end consultative meeting to discuss steps to ensure the effective and intensified implementation of the Barangay Drug Clearing Program (BDCP) in the region. A total of 855 barangays have been declared as “drug cleared” in Central Visayas. December 6, 2019 - In thanksgiving for all the blessings received and for the protection of all PDEA agents and staff and their families, PDEA RO VII personnel, led by Dir. Wardley M. Getalla, celebrated first Friday mass with PLtCol. Raynaldo N. Piañar, Regional Chaplain of the Police Regional Office 7, at the PDEA RO VII conference room. December 10, 2019 - PDEA RO VII, led by Dir. Wardley M. Getalla, facilitated the destruction of more than P194 million worth of dangerous drugs confiscated by PDEA and the PNP in Cebu Province at the thermal facility of Apo Cement Corporation in the City of Naga, Cebu. Dir. Getalla was joined by Gov. Gwendolyn Garcia of Cebu Province; PBGen. Valeriano T. De Leon, Regional Director of PRO 7; the regional trial court judges in the province; elected officials; members of the media; representatives from civil society groups; and the management of Apo Cemex, headed by their president, Mr. Ignacio Mijares. Almost 27 kilos of shabu, 53 kilos of marijuana, 559 milliliters of Nalbuphine hydrochloride, and 977 grams of cocaine with an estimated market value of P194,221,005.75 were destroyed by thermal decomposition. December 11, 2019 - Dir. Wardley M. Getalla attended the Joint PADAC, JTF and ELCAC Meeting at the CPG Hall, New Capitol Building, Tagbilaran City, Bohol, where Dir. Getalla discussed the implementation of the Balay Silangan Program and presented updates on the implementation of the Barangay Drug Clearing Program in the province of Bohol. December 12, 2019 - During the 4th Quarter Regional Peace and Order Council meeting held in Cebu City, Dir. Wardley M. Getalla presented the current drug situation in Central Visayas, including updates on the implementation of the Barangay Drug Clearing Program in the region and reported on the recent destruction of dangerous drugs on December 10, 2019, at the Apo Cement Corporation, in Naga City. December 16, 2019 - Dir. Wardley M. Getalla and Mayor Ramon Durano III, together with PLtCol. Marilou Getigan of the Danao City Police Station, led the awarding of certificates of completion to fifteen (15) graduates of the Balay Silangan Reformation Facility in Danao City, Cebu. The fifteen graduates are the first batch of clients who completed their program under Balay Silangan. December 16, 2019 - Dir. Wardley M. Getalla and Acting Deputy Regional Director Thessa Albaño-Tiuzen witnessed the opening of the Pasko sa Kapitolyo: Agri-fishery Trade Fair at the Cebu Provincial Capitol grounds. Thereafter, they also witnessed the lighting of the Cebu Capitol Christmas tree, led by Governor Gwendolyn Garcia, and joined guests for the launching of the commemorative stamp for the 450th founding anniversary of Cebu Province. December 18, 2019 - As part of PDEA RO VII’s intensified efforts to push for the implementation of the drug-free workplace program in the private sector, Dir. Wardley M. Getalla led the conduct of drug-free workplace seminar for the frontline staff and security personnel of PAGCOR at the Waterfront Hotel in Lahug, Cebu. The activity was in partnership with the medical staff of PAGCOR Cebu City. December 18, 2019 - The Regional Oversight Committee on Drug-Cleared/Drug-Free Jail Facilities, chaired by Dir. Wardley M. Getalla of PDEA RO VII, declared eight (8) jails as drug-free facility and two (2) jails as drug-cleared facility after successfully passing the deliberation conducted by the Committee held in Cebu City. *** .

Garcia arranged for a music and dance tribute to the King of Pop; this tribute was to be performed by over 1500 prisoners in front of a live audience of tourists and media corporations in the exercise yard of Cebu Provincial Detention and Rehabilitation Centre in the Philippines. Neatly dressed in identical bright orange prison jumpsuits with feet moving in matching black and white Chuck Taylor sneakers, the inmates danced to a ten-minute medley of Jackson’s hits – “Ben,” “I’ll Be There,” and “We are the World” – piped through the prison loudspeakers, with such precision and passion that one would be forgiven for thinking one was watching a professional, if slightly unorthodox, Broadway musical. Such a feat might have gone unnoticed by international media in the turbulent wake of Jackson’s death, if not for the fact that these prisoners were already internet stars who became bona fide internet celebrities following their 2007 YouTube interpretation of Michael Jackson’s 1982 epic music-video Thriller. With over fifty million views to date, the inmate performers – known as the “Dancing Inmates” of the Cebu Provincial Detention and Rehabilitation Centre (CPDRC) – have since received attention from an array of mainstream news conglomerates (including Al Jazeera; BBC; CNN), independent DIY bloggers, and more recently, from academia.

Cimatu (RTVM / MANILA BULLETIN) This was part of the DENR’s response to a letter sent by the office of Manila Mayor Isko Moreno last Sept. 7, seeking the agency’s clarification on the safety of dolomite to public health. In his response dated Sept. 8, Cimatu pointed out that beach nourishment is the practice of adding sand or sediment to beaches to combat erosion and increase beach width. Beach nourishment, he explained, should be applied in Manila Bay because “Manila Bay is not considered prone to coastal erosion as it is mostly protected by seawalls, but the beaches are very narrow.” He cited that under the writ of continuing Mandamus issued by the Supreme Court on Dec. 18, 2016, a marching order was given to 13 government agencies, including the DENR to spearhead the clean up, rehabilitation, and preservation of Manila Bay “to make it more suitable for swimming, skin diving, and other forms of contact recreation and for protection of coastal communities.” “After dredging and clean up of the Bay, it was agreed upon by members of the different agencies involved in the rehabilitation of Manila Bay that the initial beach nourishment in Manila Bay will be applied in segment between the area fronting the US Embassy and the Manila Yacht Club to mimic a sort of a ‘pocket beach,’ the northern portion protected by the compound of the US Embassy and the south side sheltered by the Mall of Asia compound,” the letter read.

    his paper is a self-reflection on the state of openness of the University of the Philippines Open University (UPOU). An exploratory and descriptive study, it aims not only to define the elements of openness of UPOU, but also to unravel the causes and solutions to the issues and concerns that limit its options to becoming a truly open university. It is based on four parameters of openness, which are widely universal in the literature, e.g., open admissions, open curricula, distance education at scale, and the co-creation, sharing and use of open educational resources (OER). It draws from the perception survey among peers, which the author conducted in UPOU in July and August 2012. It also relies on relevant secondary materials on the subject. What if you could revisit and download the questions you took during the UPCAT (University of the Philippines College Admission Test)? I received information that this will soon be a possibility. It’s not yet official though. For some people, including yours truly, this is the same set of questions that made and unmade dreams. Not all UPCAT takers make it. Only a small fraction pass the test. Some of the passers see it as a blessing. Some see it as fuel, firing their desire to keep working harder. Some see it as an entitlement — instant membership to an elite group. Whatever its worth, the UPCAT is the entryway to the University of the Philippines, a scholastic community with a unique and celebrated tradition spanning more than a century. But take heed — none of its legacy would have been possible if not for the hard work of Filipino taxpayers.
