Concrete pavement of Santander coastal road was totally washed out. Pipeline of Santander-Samboan Water Works System is washed out / totally damaged due to strong current of flood waters. Ginatilan - Flood control was partially damaged and 80% of the water system was cut-off but after several hours it was restored. Samboan - Bato-Samboan Road is blocked by debris with one lane passable. Road clearing operation is ongoing. River in Bato Bridge 2 is blocked by debris creating a temporary dam with no water exit. Clearing /dredging of river is being done manually as heavy equipment is not yet available. Negros Oriental Water level of Okoy River in Sibulan, Negros Oriental has reached its critical level (waist deep) while the floodwater in Brgy Bio-os, Amlan was also waist deep. Region V Catanduanes As a result of recurring landslides, the following road networks were impassable and/or hardly passable to traffic: Km 150+200 (Salvacion, Caramoran); Km 154+600 (Lubas, San Andres); Km 158+200 (Cabungahan, San Andres); Km 162+400 (Hilawan, San Andres); Km 167+800 (Puting Baybay, San Andres); Km 60+600, Km 73+400 (San Miguel, Panganiban-Sablayan, Caramoran); Km 78+400–Km 83-000 (Sablayan, Caramoran); and Km 65+300 (Sicmil, Gigmoto). The DPWH V has been undertaking clearing operations in the above areas. 2 2.5 Incidents Monitored o Heavy rains occurred in Catanduanes, Region V from Feb 8-9, 2009 which caused minor landslides in various road networks in Brgy Batolinao, Baras and flashflood in San Miguel. o Landslide occurred in Valencia, Negros Oriental and flashflood affected Santander and Samboan, Cebu and other areas of Negros Oriental, Region VII due to continuous heavy rains. A sea collision involving F/B Linda J Steel and M/V Chrysler occurred in Bantayan Island, Cebu, Region VII on Feb 9, 2009 wherein the cargo vessel damaged the fishing boat with 19 crew on board. Thirteen (13) of the 19 fishermen on board, were rescued while the six (6) are still missing. PCG Cebu is still conducting SAR operations for the 6 missing fishermen. o Big waves occurred in Bgry San Roque, Tanauan, Leyte, Region VIII which swept away 10 houses and affected 13 families /65 persons. 3. Actions Taken Region VII Cebu - Immediate construction of temporary road pavement has been undertaken by the Provincial Engineering Office (PEO) and DPWH District Office. Temporary storage and treatment of water have been done by concerned LGUs. The PEO and private contractors are now conducting immediate repair and replacement of missing pipes to restore normal operations. Damage assessments in other municipalities affected (Barili, Ginatilan and Carcar) by the concerned LGUs are still on going. Governor Gwendolyn Garcia convened PDCC Cebu to assess damage and needs in areas affected and plan for restoration of damaged major infrastructures and lifelines. NFA Cebu granted emergency rice allocation to the affected municipalities under the MOA signed between the Municipalities of Samboan and Santander and the NFA. An operations center will be established at the Municipal Hall of Santander for proper command, control and coordination of agencies involved in the operations; proper management and deployment of resources to the affected areas; and staging area for heavy equipment and personnel. The PSWDO is conducting an assessment as to the exact number of affected individuals while the Cebu Provincial Government will provide shelter assistance. Assets deployed were the following : Negros Oriental - BFP, PNP Provincial Office, 302 nd Brigade, PA and local rescue teams); and Cebu - (PDCC, Cebu Provincial Police Office, 7 th Regional Mobile Group - PNP, 78 th IB, PA and BFP Cebu Province) 3 .
