At their June meeting, EDA Commissioners will be asked to approve a Small Cities Development Program Income Reuse Plan, that targets the reuse of SCDP repayment dollars for the West End District only to be partnered with this loan program for a maximum of $10,000 for storefront grants, meaning you have to be approved for an Advance West End loan program to qualify for a storefront grant (EDA Fund 206). The EDA wanted to provide the Council the background on this effort and allow collaboration opportunities as this program is launched. Secondly, the EDA wanted to share their plan for the West End with Council (attached Action Plan and Media Strategy) and to share budget needs to revitalize this district. Specifically, the EDA and staff would like comments and input overall on the Plan for the West End and feedback on two upcoming budget cycle topics for Council consideration: WENTWORTH PARK • While crews are working in the West End, capitalizing on that mobilization fee savings, adding the cost to remove fencing in front of Wentworth and adding a driveway cut from Avenue B to clean up this city property. -

DOBBER’S 2010-11 FANTASY GUIDE DOBBERHOCKEY.COM – HOME OF THE TOP 300 FANTASY PLAYERS I think we’re at the point in the fantasy hockey universe where DobberHockey.com is either known in a fantasy league, or the GM’s are sleeping. Besides my column in The Hockey News’ Ultimate Pool Guide, and my contributions to this year’s Score Forecaster (fifth year doing each), I put an ad in McKeen’s. That covers the big three hockey pool magazines and you should have at least one of them as part of your draft prep. The other thing you need, of course, is this Guide right here. It is not only updated throughout the summer, but I also make sure that the features/tidbits found in here are unique. I know what’s in the print mags and I have always tried to set this Guide apart from them. Once again, this is an automatic download – just pick it up in your downloads section. Look for one or two updates in August, then one or two updates between September 1st and 14th. After that, when training camp is in full swing, I will be updating every two or three days right into October. Make sure you download the latest prior to heading into your draft (and don’t ask me on one day if I’ll be updating the next day – I get so many of those that I am unable to answer them all, just download as late as you can). Any updates beyond this original release will be in bold blue. -

For more information, please contact [email protected]. COMMENTS DETERRING PLAYER HOLDOUTS: WHO SHOULD DO IT, HOW TO DO IT, AND WHY IT HAS TO BE DONE" I. INTRODUCTION In the 1990s, major league professional team sports in North America will be remembered as a time of widespread player mobility, exponential player salary increases and incessant labor strife. These three characteristics triggered a legitimate threat to the integrity of pro- fessional sport, the player holdout. The holdout reflects the clash be- tween the owner and his quest for long-term stability, against the players' mission to be paid their current market value. Owners will sign a marquee player to a long-term deal to please fans and promote team stability. However, certain players elect to try and coerce ownership into renegotiating existing contracts before the contractual term has ex- pired. These players, usually perennial all-stars at the prime of their ca- reers, will announce, likely during the off-season, that they will "hold out" from training camp and the upcoming season unless their contract is modified to reflect their "true value."' When negotiations reach a stalemate, the player will follow through on his threat and refuse to par- ticipate with the team. -
