Além de apresentar os novos nomes que farão parte do governo chinês, foram anunciadas também significativas revisões na própria estrutura do Estado. A reforma configurou uma reestruturação que contará com 26 ministérios e comissões de nível ministerial ligados ao Conselho de Estado - uma entidade ministerial a mais em comparação com a configuração anterior, estabelecida em 2013 no contexto da formação do 12º Congresso Nacional do Povo. The Chinese authorities have not allowed consular visits, and he has a health condition that requires urgent medical treatment. Peter Dahlin, a Swedish national, was detained in Beijing on 3 January while on his way to the airport. He is a co-founder of the Chinese Urgent Action Working Group, an NGO that has worked in China since 2009 to promote the rule of law through legal trainings and public interest litigation. The Chinese Ministry of Foreign Affairs confirmed on 13 January that he was detained on suspicion of “endangering national security”. The Swedish embassy has requested to visit Peter Dahlin, but the authorities so far have denied any consular requests and access to his family or legal counsel. The Chinese Ministry of Foreign Affairs also announced on 13 January that he would be allowed to receive consular visits, although it is unclear whether such visits have taken place yet. China is a party to the 1963 Vienna Convention on Consular Relations, which gives consular officers the right to be informed of any detention of their nationals without delay (if so requested by the detainees), to freely communicate with their nationals, have access to them, and arrange for their legal representation; and to visit their nationals in detention.     2018.04.09 (No.7, 2018) Xi Jinping Administration Starts its Second Term Following Revisions of Party and National Constitutions Naoki Umehara Senior Economist [email protected] Emerging Economy Research Department Institute for International Monetary Affairs (IIMA) The 19th National Congress of the Communist Party of China (CPC) was held in October 20171, and the new Central Committee was inaugurated with General Secretary Xi Jinping as its head. At this congress, the Party Constitution2 was revised to incorporate “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” in the part of “general program” of the Party Constitution. About five months later, the First Session of the 13th National People’s Congress (NPC) was held in March 20183, re-electing Mr. Xi Jinping as President of the county. By the amendment of the National Constitution made at the NPC, term restriction for the president was removed.
