The Executive Board consists of the President and the Vice-Presidents, the Treasurer and other Members elected by the Congress, on the basis of two persons of each member party, respecting the principle of gender balance. COUNCIL OF CHAIRPERSONS The Council of Chairpersons meets at least once a year. The members are the Presidents of all the member par- ties, the President of the EL and the Vice-Presidents. The Council of Chairpersons has, with regard to the Execu- tive Board, rights of initiative and objection on important political issues. The Council of Chairpersons adopts res- olutions and recommendations which are transmitted to the Executive Board, and it also decides on applications for EL membership. Codebook InDivEU – party preferences European University Institute, Robert Schuman Centre for Advanced Studies December 2020 Introduction The “InDivEU – party preferences” dataset provides data on the positions of more than 400 parties from 28 countries1 on questions of (differentiated) European integration. The dataset comprises a selection of party positions taken from two existing datasets: (1) The EU Profiler/euandi Trend File The EU Profiler/euandi Trend File contains party positions for three rounds of European Parliament elections (2009, 2014, and 2019). Party positions were determined in an iterative process of party self-placement and expert judgement. For more information: https://cadmus.eui.eu/handle/1814/65944 (2) The Chapel Hill Expert Survey The Chapel Hill Expert Survey contains party positions for the national elections most closely corresponding the European Parliament elections of 2009, 2014, 2019. Party positions were determined by expert judgement. For more information: https://www.chesdata.eu/ Three additional party positions, related to DI-specific questions, are included in the dataset. These positions were determined by experts involved in the 2019 edition of euandi after the elections took place. Despite severe disruptions in production, transport and people’s mobility, most value and supply chains have shown remarkable resilience. Still, the crisis has also highlighted that while the EU gains resilience from world markets being open and integrated in global value chains, disruptions in these global value chains can affect specific essential products and inputs that are particularly critical for society and the EU economy. One of the key lessons of the crisis is that there is a need to get a better grip and understanding of where Europe’s current and possible future strategic dependencies lie. This can provide the basis for the development of facts-based and proportionate policy measures informed by anticipation to address such strategic dependencies while safeguarding the open and trade-based EU economy. -
European Parliament Elections: a Final Look at the National Campaigns
European Parliament elections: a final look at the national campaigns blogs.lse.ac.uk/europpblog/2014/05/22/european-parliament-elections-a-final-look-at-the-national-campaigns/ 22/05/2014 European Parliament elections are being held on 22-25 May, with voting already under way in some countries across Europe. To mark the start of the election, Stuart Brown takes a look at the national campaigns, national polling, and the key domestic issues which are at stake in each of the 28 EU states. While several predictions have been made as to the eventual composition of the European Parliament, the individual votes which will take place in each EU states between now and Sunday will also have an important impact at the level of domestic politics. This article provides a final overview of each of the 28 national campaigns, including polling on the likely results and some of the key issues at stake in each state. To structure the article, states have been loosely grouped on the basis of their size and location into six different sections, with tables provided showing the latest vote share and seat predictions from PollWatch2014 for each group in turn. An outline of each of the political groups within the European Parliament is available here. Yves Bertoncini | Director of Notre Europe – Jacques Delors Institute Nicole Koenig | Research fellow at the Jacques Delors Institut – Berlin SUMMARY THIS POLICY PAPER CALLS FOR A MORE PRECISE Six months after the 2014 European Parliament (EP) elections, it is time to assess the composition of Eurosceptics and their potential for political DISTINCTION BETWEEN influence at the European and national levels. This Policy Paper argues EUROSCEPTICISM AND that Euroscepticism represents an over-inclusive category and calls for EUROPHOBIA” a more precise distinction between more moderate Euroscepticism and Europhobia. The argument is developed in three parts: 1. Multiple facets of Euroscepticism A review of existing definitions and typologies leads us to two categorisations. The first identifies four sub- stantive roots of Euroscepticism: democracy; national sovereignty; liberalism, austerity, and soli- darity; and identity. Arguing along these four lines, Eurosceptics criticise or reject the European Union (EU) as a political system, as a free movement area, and increasingly also as an Economic and Monetary Union. We further distinguish two degrees of the phenomenon: Eurosceptics are the more moderate politi- cal forces expressing vocal criticism against the Union and its policies and calling for reform. Europhobes refer to those that reject European belonging and call for an exit from the EU, the Euro, and/or the Schengen area. 2. Widespread and heterogeneous Euroscepticism According to our categorisation, there are currently 30 Eurosceptic parties from 18 member states and with a total of 125 seats in the EP, i.e. 16.6% of the total. -

THE POLITICS OF SYRIZA IN EUROPE: FROM LEFT-WING RADICALISM TO POST-LEFT MANAGERIALISM Filippa Chatzistavrou Research Fellow, Hellenic Foundation for European and Foreign Policy (ELIAMEP) [email protected] uring the last six years, Greece has experienced a crisis that has progressively become embedded as a permanent structure in the D political, economic and social fabric of the country. This article considers Syriza’s transformation during 2015 by describing the process of its political mutation in terms of rhetoric and coalition-building strategy. It attempts to understand how and why this political mutation has occurred since its election, which has further aggravated the erosion of Greece’s society and governance system. The first part of the article focuses on the anti-EU establishment rhetoric underpinning Syriza’s radical political discourse. It further describes how the party succeeded in developing another type of Europeanised political discourse. The second part of the article examines how the left-wing Syriza party has dealt with the coalitional, ideological and strategic challenges and risks it has faced. It sheds light on its two-fold strategy for building coalitions with the radical left as well as with the centre-left and the centre of the European political spectrum. The third part of the article explains how Syriza joined mainstream politics and considers its political mutation as an emblematic case of post-left managerialism in the European regime of austerity. Syriza as a European political force of an adversarial and anti-establishment radicalism Syriza erupted onto the Greek political scene with the promise that first it would mitigate, delay or even get rid of the effects of the neoliberal agenda imposed brutally and relatively late in Greece compared to other European states, and second it would restore the gains of the post-war social compromise by rectifying their inequitable distribution. -

[email protected]. Abstract The 2014 European Parliament election saw a relatively large increase in the size of radical left parties (RLPs), particularly in Western Europe. This article aims to provide new ways of thinking about the dynamics of radical-left voting by analyzing the changing role of attitudes towards the European Union (EU) in explaining support for RLPs at European Parliament elections during the Great Recession. It is argued that the Europeanization of economic issues during the financial crisis, together with the particular kind of Euroscepticism advocated by these parties, have enabled them to successfully attract a heterogeneous pool of voters. Using the 2009 and 2014 European Elections Studies, it is shown that the effect of negative opinions about the EU on radical-left voting increased significantly during the crisis. In addition, support for RLPs also increased among voters with positive views of the EU who were nevertheless strongly dissatisfied with the economic situation.
