Project Background and Objective 1.1.1. Project background Between 2004 and 2011, the Korean Ministry of Strategy and Finance (MOSF) had provided customized policy consulting services for nearly 300 projects in 34 countries as part of the Knowledge Sharing Program (KSP). In 2011, the MOSF newly launched KSP joint consulting with Multilateral Development Banks (MDBs)1, developing the former bilateral partnership (between Korea and a partner country) to a trilateral partnership (among Korea, international organizations and a partner country). In this process, the MOSF concluded a memorandum of understanding (MOU) with five MDBs and established a foundation for joint consulting. In accordance with the MOU, the MOSF implemented KSP joint consulting through discussion with the MDBs including WB, ADB and IDB. KSP is a development partnership project that facilitates economic and social growth of developing countries by sharing Korea's experiences; offering policy research, consulting service and training programs customized to the recipient countries' demand and conditions; and supporting their institution-building and capacity-building efforts. The trilateral KSP, developed from the bilateral KSP, can benefit from regional expertise of the MDBs as well as Korea's experiences of economic development and provide customized consulting service to countries in need. Therefore, it will create synergy effects and deepen a cooperative partnership with the MDBs and with developing countries. 1.1.2. Project objective As part of KSP-MDB joint consulting project, the MOSF and World Bank Institute (WBI) 2 agreed to conduct case studies of successful Public Private Partnership (PPP) in Korea.

South Korea has developed its high-speed rail infrastructure in a phased, blended approach that could provide an implementation model for high-speed rail development in the Midwest. The nation’s manufacturers have made great strides in developing next generation high-speed rail technology and could be a significant resource for equipment and expertise as the Midwest progresses with its plans. THE ROLE OF THE ECOBEE URBAN MAGLEV SYSTEM IN THE SEOUL TRAFFIC VISION 2030, SOUTH KOREA The dynamics and extent of disruptive technologies have been very well developed in Asian cities by the beginning of the 21st century, and are becoming particularly future- oriented. It also appears that urban mobility strategies in Asia are hardly slowed by resistance such as seen in the European context, where holding on to existing systems is the norm. The effects of accelerated mobility strategies in Asia are already apparent compared to what may be expected in Europe. So one could ask, which innovation processes will allow mobility to further develop? How will urban transport systems likely change in the future to minimize adverse impacts of current forms of mobility? In looking forward, any implementation of innovative mobility strategies heavily depends on spatial structures, transport networks and technologies as well as a political planning and decision-making. In Asia, concepts of transport and innovative transportation concepts (such as Rotem’s Ecobee Urban Maglev) are developing with considerable promise, which, if successful, can turn into trendsetters with considerable future relevance on a global scale. Aim: The aim is to identify relevant effects of new mobility strategies on cities and to analyze to what extent so called disruptive transport technologies are considered. The city of Seoul with its transport strategy 2030 and the disruptive maglev system Ecobee serves as an example.
