ABSTRACT The austerity policies being implemented in many European countries and in Portugal, particularly as a consequence of the bailout agreement signed between the Portuguese Government and the Troika, bring measures to increase performance and reduce costs. The analysis of Local Governments’ efficiency and the assessment of its determinants is highly relevant for policy purposes. The aim of this research is to evaluate the efficiency of the 278 mainland municipalities in Portugal with a two-stage procedure, combining DEA methods in a first phase with fractional response models in the second stage. -

The city has almost 550 000 inhabitants, but in the metropolitan area you have 2,6 million people. In 1147, D. Afonso Henriques and the army of Crusades managed to win the city from the Mouros. The king of Portugal ordered the construction of the Castle of São Jorge. In the 15th century, Portugal ventured into the discoveries, giving beginning to the Renaissance. It was from the river Tagus that the Armies that would come to discover the world, making Portugal the richest country in Europe. Some monuments had been constructed to eternalize the Portuguese Discoveries, being the Torre de Belém (Tower of Belém) and Mosteiro de Jerónimos (Monastery of Jerónimos) the most emblematic ones. With the 1755 earthquake, the City of Lisbon was almost totally destroyed. Marquês de Pombal, the Prime-Minister of King D. José, reconstructed the city. The buildings and squares of downtown Lisbon still prevail, being one of Lisbon’s tourist attractions, such as Terreiro do Paço. 4 Although the 1755 earthquake destroyed most of the city, some of Lisbon’s traditional districts survived. -

Sintra Natioanal Palace The gothic styled Palácio Nacional de Sintra is situated in the heart of Sintra and was the most lived in royal residence, being continual used from the 15th century up until the fall of the monarchy in 1910. This is the palace that king Afonso VI (1650s) was imprisoned during his later life, as he was deemed, by his brother, too unstable to rule the country. The minimalistic gothic exterior is dominated by the two huge chimneys that rise out from the kitchens while the interior includes decoratively painted rooms that reflect the extensive history of the palace. The most famous of these rooms is the magpie room, which has paintings of magpies representing the gossiping and scheming of the queen’s ladies in-waiting. As the National Palace is in the centre of town it is usually combined with exploring the historic centre of Sintra with its numerous cafes, restaurants and shops. The entrance fee is €10.00 and can get busy during the middle of the day. The Entrance Fee: Nearly 10 € 2. -

Esfera pública, cidadania e qualidade da democracia no Portugal contemporâneo Covilhã, 10 a 12 de julho de 2018 Secção/Área temática / Thematic Section/Area: Territórios: Cidades e Campos Recomposições e representações sociais das Avenidas Novas numa cidade em transformação Recompositions and social representations of Avenidas Novas in a transforming city PINTO, Fernando; ISCTE-IUL; CIES, CP; Lisboa; Portugal; [email protected] Resumo As Avenidas Novas assinalaram uma viragem decisiva no tempo e no modo da expansão urbana de Lisboa, no começo do século XX, sustentando um movimento de ampliação para norte, a partir das coordenadas do plano urbanístico liderado por Ressano Garcia. Associadas desde cedo a uma forte especulação imobiliária, patente na dissonância de tipologias construtivas e na ausência de um plano arquitetónico de conjunto, ficaram também marcadas pelo facto de se terem constituído num dos eixos estruturantes de dilatação do centro funcional da cidade, sofrendo os impactos da terciarização e do uso generalizado do automóvel sobre as suas acessibilidades fáceis. Apresentam-se aqui os primeiros resultados de uma investigação, relativos à história das Avenidas Novas e suas recomposições espaciais. A pesquisa contempla ainda uma contextualização sociodemográfica e socioeconómica e tem o seu foco nas representações sociais sobre esta área da cidade.
