    Press Release No 4 23 th April 2008 Inauguration of 2008 MIECF The “2008 Macau International Environmental Co-operation Forum and Exhibition” (2008 MIECF) was inaugurated this morning (April 23) at The Cotai Strip Convention and Exhibition Centre of the Venetian Macao Resort Hotel. The event is hosted by the Government of the Macao Special Administrative Region, co-organized by Provincial and Regional Governments of the Pan-Pearl River Delta Region, and supported by the Ministry of Environmental Protection of the People's Republic of China. He stressed that Macau’s water and energy security hinges on the support of the Central Government, and that the SAR is dedicated to solving problems regarding salinity, energy conservation, and environmental protection awareness-raising, in order to attain sustainable development.     10 Senior civil service training in Taiwan: Current concerns and future challenges Su Tsai-Tsu and Liu Kun-I Although Taiwanese Civil Service positions are still attractive to young people1 due to their high job security and lucrative retirement pensions, the current civil service system does not enjoy as much power or receive as much respect from citizens as it did in the past. To restore public confidence in the civil service system, the Taiwanese Government is determined to improve the calibre of the civil service, focusing particularly on top-level officials. The Examination Yuan (Branch), the highest authority responsible for the recruitment, selection and management of all civil service personnel, approved the Civil Service Reform Plan in June 2009. One major objective of the plan is to enhance the training of high-ranking officials to improve decision-making and leadership skills. 1 According to statistics released by the Ministry of Examination, the number of people who registered to take the Junior and Senior Civil Service Examinations reached a record high in 2010 and 2011. Accessed 3 July 2012.) 213 SHARPENING THE SWORD OF StatE The capacities of top-level civil service members are naturally held in higher regard than those of their subordinates in the bureaucratic hierarchy. People expect those serving at the top—the cadre of the civil service—to be equipped with strategic foresight and up- to-date knowledge to steer the nation through tough challenges. Hence in 2010, with the support of President, Ma Ying-jeou, and the Legislature, the Examination Yuan established the National Academy of Civil Service (NACS) under the Civil Service Protection and Training Commission (CSPTC).2 With the training of high-level officials as one of its most important tasks, NACS has since designed and vigorously implemented a series of training programs.

Peng** Abstract This paper analyzes the scope and structure of Taiwan senior civil servants and supervisory positions, the development of training system, and the training programs. Based on the global trend in senior civil servants training, the paper evaluates the current Taiwan training system. In democratic countries, public policies will always be decided by the ruling party. But based on the possibility of regime change, the effectiveness of government will still rely on the stable and sound system of civil service. In turn, the civil service system must rely on the integrity and excellence of high-level leadership. How to nurture and train senior-level civil service leadership, in fact, is one of the important issues of the current government (Peng: 2005).

    Factsheet Her Majesty Queen Elizabeth II’s Coronation In the early morning of Tuesday 2 June 1953 the Ampulla was filled with oil. At 11.20 The Queen entered Westminster Abbey through the West Door as Psalm 122 was sung, and passed her throne to sit on the Chair of Estate. The Regalia (crown, orb, sceptres) and swords were carried in the procession, presented to the Archbishop and placed upon the Altar. The Queen took the Oath, promising to govern the Commonwealth according to their respective laws and customs, to be a fair monarch, to uphold the Laws of God and maintain the Church of England. The Queen arose from the Chair of Estate with the Sword of State carried before her and went to the Altar to make her solemn oath, kiss the Bible and sign the Oath before returning to her Chair. The Communion service then began. After the reading of the Creed, the Anointing took place. The Queen rose from her devotions, her crimson robe was removed, and she made her way to the Altar to sit in King Edward’s Chair. Four Knights of the Garter held a cloth up around The Queen, so that this part of the ceremony could not be viewed by the media, and the Dean of Westminster took the Ampulla and Spoon and anointed The Queen. Once the prayers were completed The Queen stood and was robed in the Colobium Sindonis (plain white dress) and the Supertunica (golden coat). The Spurs were then brought from the Altar and offered to The Queen and the Sword of State replaced with the Jewelled Sword of Offering.

Abstract Purpose This purpose of this paper is to explain Macau’s successful pandemic response through an analysis of its social, political, and economic landscapes. In particular, it focuses on the economic relief brought by casino capitalism in this era of COVID-19. Design/methodology/approach As mobility is highly restricted during the coronavirus pandemic, digital technologies have become central to ongoing social science research. Thanks to videoconferencing programmes such as Zoom, Facetime, and WhatsApp, I was able to carry out virtual interviews with thirteen local people from different sectors of Macau in July 2020. In addition to in-depth interviews, I also undertook an extensive review of the Macau government’s pandemic policies. Findings This paper argues that the Macau government’s swift and effective coronavirus policies are deeply intertwined with the urban fabric and political economy of the city’s casino capitalism, which endowed the government with surplus funds and an infrastructure that enabled the implementation of an array of strict measures that few other countries could afford to subsidize. Among the factors that have led to Macau’s extraordinarily low rates of COVID-19 infections and deaths are not only competent leadership but also the public’s high compliance with mandatory health measures, the generous benefits and financial support for citizens and businesses, and the compulsory quarantine required of all incoming travellers, who are lodged in hotel rooms left empty when casino tourists stopped coming.
