Geoengineering covers many techniques and technologies but splits into two broad categories: those that remove carbon dioxide from the atmosphere such as sequestering and locking carbon dioxide in geological formations; and those that reflect solar radiation. Techniques in this category include the injection of sulphate aerosols into the stratosphere to mimic the cooling effect caused by large volcanic eruptions. The technologies and techniques vary so much that any regulatory framework for geoengineering cannot be uniform. Instead, those techniques, particularly carbon removal, that are closely related to familiar existing technologies, could be regulated by developing the international regulation of the existing regimes to encompass geoengineering. For other technologies, especially solar refection, new regulatory arrangements will have to be developed. There are three reasons why, we believe, regulation is needed. First, in the future some geoengineering techniques may allow a single country unilaterally to affect the climate. Second, some—albeit very small scale—geoengineering testing is already underway. Third, we may need geoengineering as a “Plan B” if, in the event of the failure of “Plan A”—the reduction of greenhouse gases—we are faced with highly disruptive climate change. If we start work now it will provide the opportunity to explore fully the technological, environmental, political and regulatory issues. We are not calling for an international treaty but for the groundwork for regulatory arrangements to begin. Geoengineering techniques should be graded with consideration to factors such as trans-boundary effect, the dispersal of potentially hazardous materials in the environment and the direct effect on ecosystems. The regulatory regimes for geoengineering should then be tailored accordingly. The controls should be based on a set of principles that command widespread agreement—for example, the disclosure of geoengineering research and open publication of results and the development of governance arrangements before the deployment of geoengineering techniques. The UN is the route by which, eventually, we envisage the regulatory framework operating but first the UK and other governments need to push geoengineering up the international agenda and get processes moving. This inquiry was innovative in that we worked collaboratively with the US House of Representatives Science and Technology Committee, the first international joint working of this kind for a House of Commons select committee. We found the experience constructive and rewarding and, we hope, successful. We are enthusiastic supporters of collaborative working between national legislatures on topics such as geoengineering with international reach. Our Report covering the regulation of geoengineering will now dovetail into a wider inquiry that the House of Representatives Committee is carrying out on geoengineering. Science, technology and engineering are key to solving global challenges and we commend to our successor committee international collaboration as an innovative way to meet these challenges. The Regulation of Geoengineering 5 1 Introduction 1. There were two spurs to this Report. First, in what we believe was a first for scrutiny by a legislature we examined geoengineering as one of the case studies in our Report, Engineering: turning ideas into reality.1 We wished to follow-up that earlier work. Second, during our visit to the USA in April 2009 we met the Chairman of the House of Representatives Science and Technology Committee, Representative Bart Gordon, who suggested that the committees might find it beneficial to coordinate their scrutiny on a subject. Later in the year we agreed that geoengineering was an area where we could pool our efforts and complement each other’s work, particularly as it has a significant internal dimension—a large geoengineering test could have global repercussions, deployment certainly would. Previous scrutiny of geoengineering 2. In our earlier Report, Engineering: turning ideas into reality, we carried out a wide examination of geoengineering. The Report provided us with an opportunity to consider the implications of a new engineering discipline for UK policy-making. The broad definition of geoengineering that we used in the earlier Report holds good: we use the term “geoengineering” to describe activities specifically and deliberately designed to effect a change in the global climate with the aim of minimising or reversing anthropogenic (that is, human made) climate change.2 A more succinct definition was provided by one of the witnesses to the current inquiry, Professor Keith: the intentional large-scale manipulation of the environment.3 3.     !1 The Natures of War Derek Gregory for Neil 1 In his too short life, Neil Smith had much to say about both nature and war: from his seminal discussion of ‘the production of nature’ in his first book, Uneven development, to his dissections of war in the twentieth and early twenty-first centuries in American Empire – where he identified the ends of the First and Second World Wars as crucial punctuations in the modern genealogy of globalisation – and its coda, The endgame of globalization, a critique of America’s wars conducted in the shadows of 9/11. 2 And yet, surprisingly, he never linked the two. He was of course aware of their connections. He always insisted that the capitalist production of nature, like that of space, was never – could not be – a purely domestic matter, and he emphasised that the modern projects of colonialism and imperialism depended upon often spectacular displays of military violence. Major re- search programs include precipitation modification, fog and cloud modification, hail suppression, and lightning and hur- ricane modification. Statistics compiled by the Interdepartmental Committee for Atmospheric Sciences showed that costs for federally spon- sored weather modification rograms during fiscal years 1959 through 1970 totaled about %‘74 million; estimated costs for fiscal years 1971 and 1972 totaled about $35 million.

Introduction The environment has a profound impact on human beings. There are several different consequences when a major environmental event makes an impact on human history. These rare and major events alter everyday life and can cause humans to change their behavior. Some of these environmental events include droughts, floods, tropical cyclones, and snowstorms. The impacts of these types of events are dependent on different factors including how humans prepare for them. Just after the Second World War, a new technique was developed that would promise to enhance such preparation. This technique would become known as weather modification, and it changed how weather would be conceived. Weather modification could have constructive applications, and showed much promise. It could be applied for preventing crop failures and stopping floods and other negative weather effects. Yet despite these positive effects, these new techniques also caused debate over whether changing the weather was a form of playing God and altering unnaturally the human population. Therefore, although experiments in weather modification in the United States between 1946 and 1974 showed that it could be a useful element of military strategy, development assistance, and private corporate profit, weather modification was ultimately abandoned because the legal and ethical issues raised by modification practices outweighed the potential benefits. Weather modification, like any other attempt by human to change their environment, is an attempt to bring a level of control and stability to the world and protect it from extreme change.

Although most of the squadron members at the time saw things, overheard fleeting conversations or felt that something spooky was going on (unusual for the tempo of flight operations at that time), no one knew exactly what was going on until quite recently; when it was disclosed that VMFA-115 had participated in one of the most secret flight operations of the Vietnam War – Rainmaking ! As it turns out, VMFA-115 had participated in a top secret project that explored the possibility of utilizing cloud seeding as a weapon of war. VMFA-115 had participated in “Project Popeye”. Project Popeye Project Popeye (1966) was a secret geophysical / weather modification experimental program to test the feasibility of extending the rainy monsoon season in Southeast Asia, in an effort to hamper or impede North Vietnamese infiltration into the south along the Ho Chi Minh trail network, by muddying up the trail system and making key vehicle route sections impassable. This project, utilizing cloud seeding technology developed by the US Naval Weapons Center in China Lake, California, was to extend the duration of the regional monsoon season and increase its normal rainfall to soften or muddy up road surfaces, create landslides along roadways, washout river crossing and generally maintained soften soil conditions beyond the normal rainy season.
