DRDO successfully test fired indigenously built Light Weight Glide Bomb “SAAW” (a) On 3 Nov 2017, Defence Research and Development Organisation (DRDO) and the Indian Air Force successfully test fired an indigenously built lightweight “Glide Bomb” at the Integrated test Range (ITR), Chandipur, Odisha. (b) The Glide Bomb has been designated as “Smart Anti-Airfield Weapon” (SAAW) and can be fired from the Air Force Aircraft at a target with high accuracy. (c) The SAAW is a long-range Precision-Guided Anti-Airfield Weapon, designed to be capable of engaging ground targets with high precision out to a range of 100 km.

2. World Tsunami Awareness Day observe on 05 November (a) On 5 Nov 2017, World Tsunami Day observed with the aim to spread awareness among people across the world in matters related to the dangers of Tsunami. (b) The theme of World Tsunami day, 2017 was “Reduce the Number of Affected People”. (c) The United National General Assembly has designated the 5th November as Tsunami Awareness Day in Dec 2015 and the first World Tsunami Day was celebrated on 5 Nov 2016.

3. Saad al-Hariri, the Prime Minister of resigned (a) On 4 Nov 2017, Saad al-Hariri, the Prime Minister of Lebanon has resigned from his post due to Political Problems in the Country. (b) He has announced his resignation after his visit to Saudi Arabia following which he was made hostage by the Saudi Arabia. (c) Lebanon is a Sovereign State in Western Asia bordered by Syria to the North and East, to the South and to the West across the Mediterranean Sea. (d) Beirut is the capital of Lebanon and Lebanese Pound is the Currency. (e) Michel Aoun is the incumbent President of Lebanon.

Mary Kom appointed as Ambassador of AIBA Women’s Youth World Championships (a) Five times World Champion Mary Kom has been choosen as the Ambassador of the International Boxing Association (AIBA) Women’s Youth World Championship, 2017. (b) The Championship is scheduled to be held in Guwahati in November 2017.

Bajaj Allianz launched ’s first Insurance Cover for Individual Victims of Cyber Crime (a) On 2 Nov 2017, Bajaj Allianz General Insurance launched “Individual Cyber Safe” Policy for providing coverage to Customers who fall victim to Cyber Attacks, Cyber Bullying and other Cyber Risks such as Identity Theft, Malware Attack, Phishing, E-Mail Spooling, Cyber Extortion and Cyber Stalking (b) The sum insured for the Policy ranges from Rs. 1 lakh to Rs. 1 Crore, however, the Premium rates and Multiple Plans under the Policy will be decided by the Company in coming days. (c) With this, Bajaj Allianz became the first Insurer in India to launch Insurance Product for Individuals Victims of Cyber Attack. (d) It will also cover Financial Loss resulting from being an innocent Victim of e-Mail Spoofing and Phishing, Losses and Expenses related to Defence and Prosecution cost related to Identity theft, IT Theft loss, Restoration Cost to retrieve or Reinstall Data or Computer Program damaged by the entry of the Malware.

Hasmukh Adhia named as new Finance Secretary (a) On 6 Nov 2017, the Appointments Committee of Cabinet (ACC) has approved the Proposal of Department of Personnel and Training (DoPT) to appoint Revenue Secretary Hasmukh Adhia as new Finance Secretary. (b) He will replace Ashok Lavasa, who was superannuated on 31 October 2017. (c) There are five Departments in Finance Ministry such as Expenditure, Economic Affairs, Financial Services, Revenue and Department of Investment and Public Asset Management (DIPAM).

Indian Short Film “The School Bag” won Best Short Film Award at South Asian Film Festival (a) Indian Short Film “The School Bag” won the Best Short Film Award at the South Asian Film Festival of Montreal (SAFFM). (b) The Movie based on the Story of Peshawar, Pakistan about the relationship between a Mother and her seven year son who wants a new School Bag on his birthday. (c) The Short Film has been directed by Dheeraj Jindal.

HDFC Bank to offer RTGS & NEFT free of cost from 01 November 2017 (a) Private Sector Lender HDFC Bank has made Online Transactions through RTGS and NEFT Free of Cost effecting from 01 November 2017 with an aim to promote Digital Economy. (b) The revision in NEFT/RTGS online charges is applicable across all retail Savings, Salary and Non-Resident Customers. (c) On the other hand, the Bank also hiked various charges for Cheque related Transactions as well as Request for Additional Leaves.

(b) The ISA is also known as International Agency for Solar Policy and Application (IASPA). (c) Under the International Solar Alliance Framework, India has set a Target of generating 100GW of Solar Energy and 175GW of Renewal Energy by 2022.

Facts about International Solar Alliance (ISA) (a) In January 2016, PM Narendra Modi and French President Francois Hollande jointly laid the Foundation Stone of the ISA with the headquarters at Gwalpahari, Gurgaon, Haryana and currently, it is operated with the Interim Secretariat at the National Institute of Solar Energy (NISE). (b) The main objective of the ISA is for efficient exploration of Solar Energy to reduce dependence on Fossil Fuels. (c) The initiative was launched by PM Modi at the India-Africa Summit in the sidelines of 2015 United Nations Climate Change Conference in Paris in November 2015 and the Framework Agreement of the ISA was opened for Signature in Marrakech, Morocco in November 2016, where 121 Countries had joined. (d) For the establishment of ISA, the Indian Government has contributed Rs. 175 crore equivalents to US $ 27 million to build the ISA Campus and for meeting expenditures for the ISA’s first five years. (e) Upendra Tripathy has been appointed as Interim Director General of ISA.

Union Government and World Bank signed $ 119 million for Odisha’s Higher Education (a) On 7 Nov 2017, the Union Government and the IBRD of World Bank has signed a Financing Agreement Loan of $ 119 million for the Odisha Higher Education Programme for Excellence & Equity (OHEPEE) Project. (b) The Financing Agreement was signed by Sameer Kumar Khare, Joint Secretary, Department of Economic Affairs on behalf of Government of India and Hisham A Abdo Kahin, Acting Country Director, World Bank (India) on behalf of the World Bank. (c) The Objective of the Project is to improve the Quality of 'Students’ equitable access to selected Institutions and enhance Governance of the Higher Education System in Odisha.

11. India pledged $ 100 million Additional Amount for UN Partnership Fund (a) India has pledged an additional amount of US $ 100 million towards the United Nations Partnership Fund to support to Sustainable Development Projects across the Developing World. (b) The India-UN Development Partnership Fund was set up in January 2017 as a Partnership between India and the United Nations Office for South-South Cooperation (UNOSSC).

Long Range Subsonic Cruise Missile “NIRBHAY” successfully Test Fired at ITR, Odisha (a) On 7 Nov 2017, the DRDO successfully test fired India’s first indigenously designed and developed long range Sub-Sonic Cruise Missile “Nirbhay” from Interim Test Range (ITR), Chandipur-On-Sea, Off Coast Odisha. (b) The Nirbhay Missile has an Operational Range between 1000 km and 1500 km and capable to carry up to 300 kg of warhead. (c) The Missile was first test fired in March 2013 and it was its 5th experimental test.

13. Maharashtra Government set up a Fund of Rs. 4000 crore for Climate Resilient Committee (a) On 8 Nov 2017, the Maharashtra Government has decided to set up Committees to focus on Climate Resilience in over 5000 villages of 15 Districts in the State mostly from Marathwada and Vidarbha Regions of Nashik Revenue Division. (b) As per the Resolution issued by the Maharashtra State Government, a Village Climate Resilient Agriculture Management Committee (VCRAMC) will be set up in selected 5000 villages under the Nanaji Deshmukh Krishi Sanjivanee Project against a cost of Rs. 4000 crore. (c) The Committee will recommend the Use of Seed Technology, Precision Farming along with Diversification of Agriculture to coarse Grains etc.

Mary Kom won Asian Boxing Championship, 2017 (a) Mary Kom won the Gold at her 5th Asian Boxing Championship, 2017 by beating ’s Hyang Mi Kim in the Light Flyweight 48 kg category during the final held in Ho Chi Min City, . (b) Before this Medal, Mary Kom had won the 2014 Asian Games in Incheon, where she became the first Indian Woman Boxer to win Gold in the Women’s Flyweight 51 kg category.

Chennai nominated as 3rd City in India designated among 64 UNESCO Creative Cities (a) Chennai, the capital City of Tamil Nadu has been included in the United Nations Educational, Scientific and Cultural Organisation’s (UNESCO) “Creative Cities Network” for Contribution in Music. (b) Chennai was choosen another 63 cities from 44 Countries that were designated as UNESCO Creative Cities. (c) With these 64 cities, the total count of UNESCO Creative Cities Network increased to 180 cities in 72 countries. (d) Chennai is the third Indian City after Jaipur which has added as City of Music and Varanasi as City of Crafts and Folk Art added to the UNESCO Creative Cities in 2016. (e) The UNESCO has launched Creative Cities Network in 2014 with an aim to foster International Cooperation between cities around the world committed to investing in creativity as a driver for Sustainable Urban Development, Social Inclusion and Cultural Development. (f) Recently, Audrey Azoulay has been appointed as the new Director General of UNESCO.

16. UAE origin Emirates NBD Bank commenced its Business Operation in (a) On 9 Nov 2017, the UAE’s Second Largest Bank Emirates NDB has opened its first Branch in India i.e. in Mumbai. (b) With opening of the first Branch in India, the Emirates NDB has aimed to invest $ 100 million Capital into Indian Operation. (c) With the Mumbai Branch, total International Branch outside UAE of the Emirates NDB has gone to five. (d) The new Branch will offer a range of Services to Corporate, SME and Institutional Clients including Trade Finance, Treasury Services, Bilateral and Syndicated Loans in addition to supporting NRI Customers for Cross Boarder Wealth Management Solutions. American Digital Payments Company “PayPal” launched Domestic Operation in India (a) On 8 Nov 2017, American Digital Payment Company PayPal launched its Domestic Operation in India to make its 200 million Customers around the World to avail the Payment Facility in both Local and Global level. (b) At present, the PayPal will only provide Payment Solutions and its customers in India will not be able to Store any Money in the PayPal Accounts as the Company is yet to receive a Pre-Paid Payment Instrument (PPI) License from the RBI.

Bandhan Express between India and flagged off (a) On 9 Nov 2017, PM Narendra Modi and Bangladesh PM Sheikh Hasina jointly flagged off Kolkata-Khulna Bandhan Express Passenger Train through Video Conferencing. (b) Bandhan Express, a fully Air-conditioned Weekly Passenger Train will run between Kolkata and Bangladesh’s South-Western Industrial City of Khulna. (c) In 1965, the Barisal Express connecting Kolkata and Khulna was stopped due to India and Pakistan War and the Maitree Express between Kolkata and was flagged off in April 2008. (d) The Bandhan Express is the second Train between India and Bangladesh.

19. Telengana declared “Urdu” as State’s Second Official Language (a) On 9 Nov 2017, the Telengana State Assembly passed a Bill to recognise the Urdu Language as State’s Second Official Language. (b) With this regards, the State has passed “The Telengana Official Language (Amendment) Bill, 2017” to declare Urdu as Second Official Language in nine District except Khammam. (c) The Article 345 of the Indian Constitution deals with the Official Languages of a State which empowers the State Legislature to adopt any one more languages in use in the State.

20. Haryana became 1st State to Treat Hepatitis-C through Oral Medicine (a) Haryana State became the first State in India to treat Hepatitis-C Patients through Oral Medicine. (b) For the first time, the Haryana Government has included Oral medicine in Government Hospitals and would be provided Free of Cost to permanent residents of all categories at District level.

21. Banking Services at Door Step for Divyangas and 70+ People by 31 December 2017 (a) On 9 Nov 2017, the RBI has directed all Banks to provide Doorstep Banking Facilities to Senior Citizens of more than 70 years of age and differently-abled Persons by 31 December 2017. (b) As per the RBI’s guidelines, the facilities should include pick-up of Cash and Instruments against Receipt, Delivery of Cash against Withdrawal from Accounts, Delivery of Demand Drafts, submission of Know Your Customer (KYC) Documents and Life Certificates at the premises or Residence of such Customers.

22. IFAD approved $ 30 million Soft Loan for North-East Projects (a) On 9 Nov 2017, the International Fund for Agriculture Development (IFAD) has approved a US $ 30 million Soft Loan for 4th Phase of the North Eastern Region Community Resource Management Project for Upland Areas (NERCORMP). (b) NERCORMP is a Livelihood and Rural Development Project under the North Eastern Council covering districts of Assam, Meghalaya, Arunachal Pradesh and Manipur.

Facts about International Fund for Agriculture Development (IFAD) (a) The International Fund for Agriculture Development is an International Financial Institution and a Specialised Agency of the United Nations dedicated to eradicating Poverty and Hunger in Rural Areas of Developing Countries. (b) It was established as an International Financial Institution in 1977 following the outcome of the World Food Conference, 1974. (c) The headquarters of International Fund for Agriculture Development is located in Rome, . (d) Gilbert F Houngbo of Togo is the current President of IFAD appointed for a four year term since 2017. (e) It has 176 member states out of which 174 are UN Member States along with and Niue Island.

23. 23rd GST Council Meeting held in Guwahati (a) On 9 Nov 2017, the two days 23rd GST Council Meeting was held in Guwahati under the Chairmanship of Union Finance Minister Arun Jaitley. (b) The GST Council has recommended for reduction Tax Rates on around 178 items from 28 % to 18 %, which will now be available at a Cheaper Rate. Only, 50 items will attract GST Rate of 28 %. (c) The GST Council has raised the Threshold Limit for Small Businesses for the Composition to Rs. 1.5 crore and has removed the Compliance Burden for Bigger Businesses. (d) The Tax Rates on all Restaurants have been cut to 5 % without Input Tax Credit, whereas Restaurants with Rooms above Rs. 7500 will be taxed at 18 % with Input Tax Credit. Earlier, the Rate Structure was 12 % for Non-AC Restaurants and 18 % for AC Restaurants. (e) Further, all Stand-alone Restaurants irrespective of AC or Not, will attract 5 % without ITC.

Debjani Ghosh elected as new President of NASSCOM (a) Former Managing Director of Intel South Asia, Debjani Ghosh has been selected as the new President of NASSCOM for a period of one year, and thus became the first Female President of the Global Trade Body representing Software Companies. (b) She will replace R Chandrasekhar, the incumbent Managing Director, who is ending his term in March 2018. (c) The National Association of Software and Services Companies (NASSCOM) is a Trade Association on Information Technology in India and Business Process Outsourcing (BPO) Industry registered under Indian Societies Act, 1860 and established in 1988 as a Non-Profit Organisation. (d) NASSCOM facilitates Business and Trade in Software and Services & Oversees Research in Software Technology. (e) The headquarters of the NASSCOM is located in New Delhi and it has eight Regional Offices in the cities such as Bengaluru, Mumbai, Chennai, Kolkata, Hyderabad, Kochi, and Thiruvananthapuram.

Union Cabinet appointed 2nd National Judicial Pay Commission for Pay Fixation of Subordinate Judiciary (a) ON 10 Nov 2017, the Union Cabinet Meeting chaired by PM Narendra Modi has approved appointment of Second National Judicial Pay Commission (SNJPC) for Subordinate Judiciary in the country. (b) The two member Commission will be headed by Justice (Retd.) JP Venkatrama Reddi, former Judge of Supreme Court of India and the Commission have been tasked to examine the present Structure of Emoluments and Conditions of Service of Judicial Officers in the States and UTs. (c) The Commission will make its recommendations to the State Governments within a period of 18 months. (d) The 1st National Judicial Pay Commission which is commonly known as Shetty Commission was formed in 1989 under the Chairmanship of Justice (Retd) K Jagannath Shetty, the Former Judge of Supreme Court of India.

26. Union Government approved Creation of National Testing Agency (NTA) (a) ON 10 Nov 2017, the Union Cabinet Meeting chaired by Prime Minister Narendra Modi has approved creation of National Testing Agency (NTA) as a Society registered under the Indian Societies Registration Act, 1860, and as an Autonomous and Self-Sustained Premier Testing Organization to conduct Entrance Examinations for Higher Educational Institutions. (b) The NTA would initially conduct those Entrance Examinations which are currently being conducted by the CBSE and will take over other Examinations after fully established. (c) For the initial Set up of the NTA, the Union Government has proposed to sanction one time grant of Rs. 25 crore for start its operation in the first year. (d) It may be recalled that, the Union Finance Ministry in his Union Budget Speech 2017-18 had announced setting up of a National Testing Agency (NTA) as an Autonomous and Self-Sustained Premier Testing Organization.

Varanasi as the Most Polluted City – Central Pollution Control Board (a) As per the recent report released by the Central Pollution Control Board (CPCB) on the “List of Most Polluted Cities in India”, Varanasi has been ranked first as the Worst Polluted City in India with the Air Quality Index at 491. (b) Gurugram (AQI 480) and Delhi (AQI 468) ranked second and third Most Polluted Cities in India. (c) It is to note that, Pollution level is categorised as “Severe” when the AQI ranges between 401 and 500, which affects healthy people and seriously impacts those with existing diseases.

Mumbai hosted 34th Annual Conference of Asian Bankers Association (a) On 16 Nov 2017, Mumbai – the Financial Capital of India has hosted the 34th Annual Conference of the Asian Bankers Association attended by 160 Domestic as well as International bankers. Bank of India sanctioned Rs. 1500 crore Loan to Air India (a) The Bank of India has sanctioned a Short Term Loan worth Rs. 1500 crore against Guarantee backed by the Union Government to Debt-Laden Air India to meet its urgent Working capital needs. (b) Earlier on 18 Oct 2017, the Air India had floated a Tender in which it had sought Government Guarantee-Backed Short Term Loans totalling up to Rs. 1500 crore. (c) Prior to this, the Air India had borrowed around Rs. 3250 crore as Short Tenure Loans from IndusInd bank and Punjab National Bank.

French Culture Minister Audrey Azoulay elected as new Director General of UNESCO (a) Former French Culture Minister Audrey Azoulay has been appointed as new Director General of Paris, based United Nations Educational, Scientific and Cultural Organisation (UNESCO). (b) She will replace the incumbent Director General Irina Bokova. (c) With this appointment, Audrey Azoulay became the 2nd Women to hold the Position and the first Jewish Director of UNESCO.

RBI not in favour of Introduction of Islamic Banking in India (a) On 12 Nov 2017, the RBI has clarified in answer to a RTI, not to pursue a Proposal for Introduction of Islamic Banking in India as it considers that, there should be “The Wider and Equal Opportunity” available to all citizens to access Banking and Financial Services. (b) Islamic Banking or Sharia Banking or Interest-Free Banking is a Finance System based on the Principles of not Charging Interest on Savings Deposits, which is prohibited under Islam.
