This memo provides background for March 21 Parks and Recreation Committee.

Update Since the March 7th Parks and Recreation Committee meeting, Township staff has met and had follow up conversations with Montgomery County staff regarding a county contribution towards a $500,000 DCNR construction grant for the extension of the Cynwyd Trail over the Manayunk Bridge. County staff indicated that they strongly support the Manayunk Bridge project, but are uncertain if the County Commissioners will be able to commit to providing matching funds towards a DCNR grant application by the April submission date. County staff indicated that funds may be available later in the year and also offered to partner with the Township to acquire additional non-county funds for the project.

The most likely source of additional grant funding for the CHT/Manayunk Bridge is the 2012 Federal Congestion Mitigation Air Quality program (CMAQ). Eight million dollars in CMAQ grant funds will be awarded later this year to communities in Southeastern Pennsylvania. Because the Manayunk Bridge Project has been identified as part of the Trail, which promotes bicycle commuting, the project is eligible under CMAQ. DVRPC, which manages the program, has advised Township staff that County applications are looked upon more favorably than municipal applications. The maximum CMAQ application is $1 Million. A 20% non-federal match is required.

In the past week, staff has also discussed a potential Manayunk Bridge grant application with DCNR. DCNR representatives reiterated that the Manayunk Bridge is a high State priority and that if State funds are available, a $500,000 grant application would be favorably received.

Project Staff is attaching a spreadsheet showing current updated construction cost estimates for the Manayunk Bridge. The updated cost estimates include $400,000 of PennDOT required construction inspection engineering services that were not previously considered. The

construction inspection services are significantly higher than similar services on the PennDOT- funded Cynwyd Station project and are a result of part of the bridge being located in . The revised cost estimate to construct a functional, safe and code compliant pedestrian/bike crossing over the Manayunk Bridge is $2.7 M. This estimate does not include additional amenities such as furnishings, lighting or landscaping.

Recommendation Because of the timing of the DCNR application deadline, staff recommends that the BOC authorize $500,000 of matching funds towards a $500,000 DCNR grant for the Manayunk Bridge with the provision that the Township’s contribution will be leveraged to acquire additional funding necessary to close the funding gap and to complete the project. For instance, the Township’s match can be applied towards a significant CMAQ application and a DVRPC Regional Trails application later this year.

It should be noted that DCNR matching funds are only required to be pledged at this time. The actual funds will not be spent until 2013. Staff will continue working with Montgomery County and other potential funders to identify contributions towards the Township’s match. Staff notes that $25,000 from the Highland Avenue acquisition is eligible to be applied towards the match.
