TOWNSHIP of LOWER MERION Department of Building & Planning Exhibit A TOWNSHIP OF LOWER MERION Department of Building & Planning MEMORANDUM TO: Douglas S Cleland Township Manager FROM: Christopher Leswing, PP, AICP, Assistant Director Building and Planning SUBJECT: 2012 DCNR Grant Application Match Manayunk Bridge DATE: March 16, 2012 This memo provides background for March 21 Parks and Recreation Committee. Update Since the March 7th Parks and Recreation Committee meeting, Township staff has met and had follow up conversations with Montgomery County staff regarding a county contribution towards a $500,000 DCNR construction grant for the extension of the Cynwyd Trail over the Manayunk Bridge. County staff indicated that they strongly support the Manayunk Bridge project, but are uncertain if the County Commissioners will be able to commit to providing matching funds towards a DCNR grant application by the April submission date. County staff indicated that funds may be available later in the year and also offered to partner with the Township to acquire additional non-county funds for the project. The most likely source of additional grant funding for the CHT/Manayunk Bridge is the 2012 Federal Congestion Mitigation Air Quality program (CMAQ). Eight million dollars in CMAQ grant funds will be awarded later this year to communities in Southeastern Pennsylvania. Because the Manayunk Bridge Project has been identified as part of the Schuylkill River Trail, which promotes bicycle commuting, the project is eligible under CMAQ. DVRPC, which manages the program, has advised Township staff that County applications are looked upon more favorably than municipal applications. The maximum CMAQ application is $1 Million. A 20% non-federal match is required. In the past week, staff has also discussed a potential Manayunk Bridge grant application with DCNR. DCNR representatives reiterated that the Manayunk Bridge is a high State priority and that if State funds are available, a $500,000 grant application would be favorably received. Project Staff is attaching a spreadsheet showing current updated construction cost estimates for the Manayunk Bridge. The updated cost estimates include $400,000 of PennDOT required construction inspection engineering services that were not previously considered. The 1 Exhibit A construction inspection services are significantly higher than similar services on the PennDOT- funded Cynwyd Station project and are a result of part of the bridge being located in Philadelphia. The revised cost estimate to construct a functional, safe and code compliant pedestrian/bike crossing over the Manayunk Bridge is $2.7 M. This estimate does not include additional amenities such as furnishings, lighting or landscaping. Recommendation Because of the timing of the DCNR application deadline, staff recommends that the BOC authorize $500,000 of matching funds towards a $500,000 DCNR grant for the Manayunk Bridge with the provision that the Township’s contribution will be leveraged to acquire additional funding necessary to close the funding gap and to complete the project. For instance, the Township’s match can be applied towards a significant CMAQ application and a DVRPC Regional Trails application later this year. It should be noted that DCNR matching funds are only required to be pledged at this time. The actual funds will not be spent until 2013. Staff will continue working with Montgomery County and other potential funders to identify contributions towards the Township’s match. Staff notes that $25,000 from the Highland Avenue acquisition is eligible to be applied towards the match. If you have any questions on this item please feel free to contact me. Philadelphia Mayor Michael A. Nutter met Montgomery County Commissioners Chairman Jim Matthews and Commissioner Joseph M. Hoeffel and Lower Merion Township Commissioners President Elizabeth S. Rogan midway across the span to make the announcement. “When the Mayor first talked about establishing the Metropolitan Caucus, we were looking for ways to partner with our neighbors and this project was one of the first to come up,” Chairman Matthews said. “I’m thrilled to see it finally get underway. It will be an absolutely gorgeous gateway between our communities.” When finished, a walking and bicycling trail across the iconic Manayunk Bridge will connect Lower Merion Township’s recently completed Cynwyd Heritage Trail with Dupont and High Streets in Manayunk. From there, it’s just a short walk to the shops and restaurants of historic downtown Manayunk. “The Manayunk Bridge serves as a bright example of regional partners and community groups collaborating to achieve something great,” said Mayor Nutter. “I am excited for this project because it strengthens the connection between Philadelphia and Montgomery counties, encourages exercise and recreation, and enables all residents to enjoy the beautiful landscape that we share.” “Today we shake hands in a ceremonial fashion, but it symbolizes how the Township, Montgomery County and the City of Philadelphia have collaborated to fulfill a vision that, as individual entities, we couldn’t have accomplished,” Board President Rogan said.

Taylor, Director of Parks & Recreation Christopher Leswing, Assistant Director of Building & Planning / Planning SUBJECT: Memorandum of Agreement between the Township and City of Philadelphia for Maintenance of the Manayunk Bridge Trail DATE: March 6, 2013 OVERVIEW The Township of Lower Merion and the City of Philadelphia have negotiated a memorandum of agreement for maintenance of the future Manayunk Bridge Trail. The bridge’s surface, owned by Septa and leased to the Township in 2012, is to be developed as a multi‐use trail that will link the Cynwyd Heritage Trail in Lower Merion with the street network in Manaynk and eventually with the Ivy Ridge Trail in Philadelphia when it is completed. Maintenance of the trail surface of the bridge is to be shared by the two parties. BACKGROUND The Township has been working for several months with the City of Philadelphia, Montgomery County, PennDOT, DVRPC and others to extend the Cynwyd Heritage Trail across the Manayunk Bridge into the City of Philadelphia. The Manayunk Bridge trail extension is viewed by regional funders as necessary to creating a continuous, off‐road paved trail (the Schuylkill River Trail‐ SRT) from Philadelphia to Valley Forge National Park and beyond. The Lower Merion section of the SRT is anticipated to provide a bypass to Main Street Manayunk by utilizing the Pencoyd and Manayunk bridges and the CHT. DVRPC awarded the Township $40,000 in 2012 to explore the feasibility of linking the two bridges and existing/proposed trail sections together through the 9‐acre, steeply sloped parcel donated to the Township by Tom Connelly in 2006.

Box 76 Southampton, Pa. 18966 Dear Mr. Frey: We appreciate your concern for maintaining the potential for passenger rail service in the right of way of the former Pennsylvania Railroad line that once ran from the existing Cynwyd Station to Reading. The City feels confident that the use of this right of way for trails, especially in the case of the Manayunk Bridge, is in the City's best interest and directly benefits the surrounding neighborhoods without precluding future rail use. This is the definition of sustainable. In fact, it is the City's position that providing a trail on the Bridge will create a very important connection between St. Joseph's University and housing in Manayunk. The Manayunk Bridge Trail will also provide residents of Lower Merion Township a car-free alternative for accessing the restaurants and businesses in Manayunk and thus serve an important commercial link. Similar bridge trails in other cities -- Chattanooga, Cincinnati, Minneapolis, Poughkeepsie, Saint Louis -- have been extremely popular and attracted new activity to surrounding communities. Allowing the Manayunk Bridge to be part of an active transport route will further ensure its structural maintenance and enhance the possibility of any future use as a transit corridor. The current design study that the City has initiated for the Bridge also includes a task that will provide an important analysis of the ownership status of the abandoned rail line between the inactive Ivy Ridge Station and the abandoned Shawmont Station.
