President Tsai names TSMC founder as envoy for APEC leaders’ meeting resident Tsai Ing-wen announced, July 13, that Morris Chang, the Pfounder and former chairman of Semiconductor Manufacturing Co (TSMC), will once again serve as her envoy at this year’s upcoming Asia-Pacif- ic Economic Cooperation (APEC) meet- ings.
