Summary of proposed project:

The project will provide early interventions for young people aged 11-19 who are at increased risk 84 of criminal activity, supporting them to make the right choices in life. Participants will be selected from 15 schools (6 City, 8 County). targets white working-class boys and young people who are deemed to be more at risk of Achieve becoming involved in criminal and antisocial behaviours. The modular programme is designed to provide early interventions by developing key life skills. Achieve is delivered by schools in partnership with The Prince’s Trust. mentoring supports young people to fulfil their potential, raise aspirations, and improve their Mosaic confidence. Each young person receives 16 hours of in-school mentoring from relatable mentors, a ‘World of Work tour’ with local employers and a celebration event. The project will also support the development of an Mosaic Leadership Group; a forum which brings together stakeholders (business leaders, headteachers, police and statutory organisations), facilitating greater partnership working.

Evidence of need for the project:

Early intervention is key to steering young people away from crime. The Derbyshire PCC Plan recognises that diversionary activities are increasingly key to “preventing young people from engaging in anti-social behaviour or criminal activities”. Derby is a ‘social mobility cold spot’ one of the Government’s Opportunity Areas. A MoJ review also found that young people from poorer backgrounds and a more chaotic family life are more likely to enter the criminal justice system. The Prince’s Trust ‘Achieve’ programme supports young people from disadvantaged communities deemed ‘more at risk’ of criminal activity. Early behavioural development-based interventions are a key driver for preventing future criminal activity, antisocial behaviour and violence (EIF, 2019). Additionally, mentoring is proven to be a good youth diversionary tool for young people (DfE, 2010). Mosaic Mentoring aims to improve the social mobility prospects of young people growing up in disadvantaged communities; over 80% of schools we work with are in the 20% most deprived areas in the UK.

Who will benefit and how (clear outcomes):

This project will work with 84 young people who are disproportionately affected by low social mobility and are therefore at greater risk of becoming involved in criminal activity. Mosaic has a specific focus on supporting young people from BAME backgrounds and deprived communities to fulfil their potential. Achieve primarily targets white working-class boys deemed at risk of underachievement and becoming involved in crime and antisocial behaviour.

The Prince’s Trust uses ‘My Journey’ forms to track and evaluate participant’s soft outcomes at programme start, post-start (reflect) and programme end. The Trust monitors self-reported outcomes through a range of metrics including skills, interpersonal relationships, education and employability. Young people will develop:

• Relationship Skills: Being a positive role model, positive contributions to society, strong

personal relationships.

• Skills outcomes: Communication, working with others, goal setting, confidence, reliability.

• School attendance, motivation to progress to further/higher education, Education outcomes: improvement in academic grades (self-reported).

TRACK RECORD OF DELIVERY – Please outline your organisation’s track record in delivering similar projects and working with the target group

In 2018/19 The Prince’s Trust received funding from the Leicestershire PCC to support young people who were at risk of being drawn into criminality to make positive choices. The Trust’s Achieve / Mosaic project supported early interventions for 80 young people across PCC-targeted neighbourhoods known as ‘People Zones’. The Trust delivered Achieve for 20 at-risk young people from two schools in Loughborough, with a vision to “build a stronger and safer community”. Central to this vision was the creation of an innovative Prince’s Trust Mosaic East Midlands Leadership Group, bringing together leaders and professionals from the diverse communities of Leicester. The Leadership Group enabled us to develop a more targeted approach to longer-term crime prevention strategies. We also supported 60 young people though the Mosaic mentoring programme. Every Mosaic programme included a World of Work tour, which included an inspirational visit to the Leicestershire Police Headquarters. Overall, every Mosaic participant and 95% of Achieve participants reported positive outcomes.

The Mosaic and Achieve programmes are designed to support young people through improved behavioural and educational outcomes, rather than risking exclusion and crime. We encourage young people to appreciate the role that education and work plays in achieving self-efficacy, actualisation and confidence and we help them define their goals and ambitions accordingly.

Of those who participated in the Achieve programme last year, 50% were the recipients of free school meals, 75% were not predicted to pass English or Maths at GCSE, and 46% had attendance rates below targets. Results demonstrate that 97% reported an improvement in soft skills (communication, confidence, teamwork), 65% reported it has increased their employment prospects and 72% reported that it had increased their education and training prospects.

Mosaic aims to bridge the aspirations-attainment gap. By linking young people with positive role models in this way, we boost their confidence, self-efficacy and long-term employability. Based on previous delivery, 100% of participants experienced at least one positive outcome.

EXIT STRATEGY – If you are successful what will happen to the project/service/activity when the funding ends

The progress and impact of this project will be carefully reviewed and evaluated, with the aim of exploring the potential to develop and roll out this provision further during a second phase. We will consult with the Derbyshire OPCC and our key partners to review the impact of the project and to identify communities where the project activities will achieve maximum impact and increase scalability.

The Prince’s Trust are currently exploring several alternative funding streams to ensure that the project remains sustainable beyond March 2021. We are working with the Futures Group to secure EU funding through the European Social Fund. This funding would support 50% of project staffing costs in Derbyshire for three years, until March 2023. We will look to secure additional funding to support project running costs in Derbyshire, including through the Government’s Opportunity Area funding initiative and Careers and Enterprise Company funding streams when new funding becomes available.

ADDITIONAL INFORMATION – please give any other information you think is relevant to the application Crime is a major priority area for The Prince’s Trust. Serious crime amongst young people has dramatically risen and young people are becoming increasingly anxious about it. The Prince’s Trust community interventions targeting young people more ‘at risk’ are key preventative measures to an individual committing a crime in future. The Trust works with a variety of partners and stakeholders including HMPPS, Ministry of Justice, Police and Crime Commissioners, and local authorities to provide pathways that can steer young people away from criminal activity and into positive outcomes. Some young people in Derbyshire experience considerable social and economic deprivation and this often exacerbates levels of educational underachievement, poor health, youth unemployment, offending and anti-social behaviour. We understand the disadvantage, barriers and frustrations that this generation faces. In the past year The Prince’s Trust has supportedPage 633 14 ofyoung 20 people living Derbyshire to turn their lives around.

Our staffing and management costs reflect the proportion of staff time included in actual project delivery, project and line management, monitoring, reporting and relationship management as a percentage of total annual salary costs. In total, this represents a 0.44 FTE staff member throughout the duration of the 12-month project.

Our programme delivery costs are offset by utilising school partners to deliver Achieve sessions. Prince’s Trust staff provide initial training to school staff (typically teachers and education assistants) who then deliver Achieve programme modules in schools. Prince’s Trust Executives provide ongoing programme and administration support, however the

delivery model significantly reduces our staff delivery costs.

The Prince’s Trust Mosaic mentoring programme utilises volunteer mentors to deliver group sessions in schools. Our budgeted costs include a small contribution towards programme materials (e.g. printing). This provides a very low-cost intervention for a diversionary activity which has historically successfully delivered positive outcomes.
