Prior to our involvement with the MH:2K project, participation and engagement with young people had been somewhat patchy across Nottinghamshire County and Nottingham City. Whilst there had been some excellent work undertaken from numerous stakeholders across the system, including Nottinghamshire Healthcare Foundation Trust and respective Local Authorities, Commissioners struggled to pull this all together into something meaningful that could be used as a case for change and transformation. Engagement and participation is a key focus within our Joint Local Transformation Plan for Children and Young People’s Emotional and Mental Health, which is our local driver behind the national Future in Mind Report. When the opportunity presented itself to work with Involve and Leaders Unlocked on the MH:2K programme, we knew it was an opportunity not to be missed and would potentially provide rich and powerful information, not only for our Local Transformation Plan but also wider transformation and development work across the system. Our experience of working with Involve, Leaders Unlocked and the 30 Citizen Researchers has been truly inspirational.

Summary of Policy Statement This statement informs learners and their parents/carers of the support for transport that is available to help them access post-16 learning opportunities. The Council has consulted with various stakeholders in preparing this document. The statement includes information from the Council and provides links to enable learners and their parents/carers to access the most up to date transport and travel information from schools, colleges of further education, transport providers and other relevant sources. The aim is to provide the most up to date information about how to get to school or college. The statement also explains the support available to learners with special educational needs and or learning/mobility difficulties and gives information about the Council’s scheme of independent travel training. 2. Post-16 Travel Assistance Scheme 2017/18 2.1 Who is eligible to join the scheme? To participate in the scheme a student must:- • be a Nottinghamshire County resident (excludes students resident in Nottingham City) • be attending a full time course (a minimum of 540 guided learning hours per year over a period of a least 30 weeks) at a school (including Academies), college of further education or Independent Specialist Provider that is funded directly by the Education Funding Agency (the scheme does not apply to fee paying independent schools, higher education courses or universities) • live more than three miles from the school/college using the nearest available walking route • be over compulsory school age but under 19 years of age on 1 September 2017 For entitlements and additional benefits that are available for students with a disability or special transport need, see parts 4-6 below .

Purpose of the Report - This report asks the Forum to consider: (i) updating the LA’s notional SEN budget calculations; and (ii) whether or not to adopt revised calculations to determine school & academies’ eligibility for support from the SEN contingency fund. 2. Information and Analysis 2.1 Notional SEN budgets – The national position In 2013-14 the greater standardisation of local authorities’ funding formulae for mainstream schools resulted in the introduction of a requirement for local authorities to delegate sufficient funding to meet the costs of SEN support up to £6,000 per pupil, per annum. In recognition of that expectation, both local funding formulae and the new schools national funding formula include factors relevant to additional needs, which act as proxies for a school’s cohort of pupils who need extra support, including those with SEN. The additional needs factors in the national funding formula give schools about £6 billion nationally. This is intended to ensure mainstream schools have the resources they require as part of their core budgets. Despite the advent of the introduction of the national funding formula for mainstream schools, the DfE have continued to allow local authorities flexibility on how local notional SEN budgets should be calculated. Questions 6 to 8 of the DfE’s SEND Call for Evidence seeks views on the merits of a notional SEN budget, including whether a national calculation should be adopted.
