These systems are useful for conducting the daily operations, while they lack on performing complex fi nancial analysis of the data, which are crucial to many fi nancial processes and to the decision making. Cash management and forecasting is a specifi c area in public fi nance, where analysis of the fi nancial data is essential for the accuracy of the process. Analysis are performed on various data sources, on various time periods, applying various calculations and comparisons. Taking into account the complexity of the process, in this paper we will propose a diff erent environment that can improve signifi cantly the cash management and forecasting process in public fi nance. Throughout this paper, we will shortly describe the data warehouse that will be used as the core environment, where data from diff erent sources are integrated and made ready for analysis, the need for a multidimensional model to organize the data and the application of OLAP tools, which allow complex analysis at any level of aggregation, complex statistical calculations, comparison of the information and multiple view of the data. Through this analysis we will demonstrate the power of OLAP as of its multidimensional analysis, fast access, and powerful calculations. Introduction Online Analytical Processing (OLAP) has quickly become a useful tool in many fi nancial areas such as fi nancial accounting, managerial accounting, fi nancial modeling, fi nancial forecasting etc. This research paper will focus on a specifi c fi nancial area: cash management and forecasting in public fi nance and analyze the power of OLAP tools for the improvement of this process. From e technical perspective, cash management and forecasting includes three main processes: Data collection, Data analysis and Decision making. The data needed for performing cash management and forecasting are collected from diff erent sources. This data sources can be internal or external transactional information systems or electronic fi les containing mainly fi nancial data, prepared manually by the respective employees. In order to perform accurate and advanced analysis, the data should be integrated in a single database environment, which should be designed in such a way to allow application of Business Intelligence tools, such as OLAP and data mining for performing query and reporting, complex fi nancial analysis, predictive analysis and support decision making, that are crucial for the management and forecast of the cash fl ow. A data warehouse is a centralized store of summary and detail information from all relevant sources that is used to analyze a business by allowing for drill down analysis and ad hoc discovery from multiple user

Not because it’s my hometown, but because it is. Other people have also said this. I come from a family of shepherds, they had a lot of sheep. We were a big family and I’m practically the first to get an education in my family, which had over 60 members scattered across the border. I’m talking about Montenegro and Albania, since the village was located like that, it had the properties there. At that time there were no borders, then the borders were created and we didn’t see our relatives there for decades, nor did we know about their lives, nor about their fate as they didn’t for us.

    BUILDING STATE BUREAUCRACIES AND DEMOCRATIC INSTITUTIONS: THE ROLE OF INTERNATIONAL ACTORS IN KOSOVO A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Elton Skendaj August 2011 © 2011 Elton Skendaj BUILDING STATE BUREAUCRACIES AND DEMOCRATIC INSTITUTIONS: THE ROLE OF INTERNATIONAL ACTORS IN KOSOVO Elton Skendaj Ph.D. Cornell University 2011 What explains success and failure in internationally supported bureaucracies? This dissertation examines how the approaches of international actors strengthen or weaken bureaucratic effectiveness and democratic institutions after the 1999 NATO intervention in Kosovo. My research demonstrates that international actors face short-term trade-offs between supporting state-building and democratization. In order to build effective state bureaucracies, international actors need to insulate these bureaucracies from political and societal influences. By contrast, international actors can support the development of democratic institutions by promoting citizen mobilization and contestation, and therefore encouraging political and societal influences to shape, constrain and inform democratic decision-makers. Employing a comparative research design, this dissertation utilizes national survey data as well as data from 140 author-conducted interviews and focus groups collected over ten months of field work. While most research investigates the state as a unitary abstract actor, I disaggregate the state by contrasting its constituent bureaucracies that vary in effectiveness. I use three innovative sets of indicators to measure effective bureaucracies: mission fulfillment, penalization of corruption, and responsiveness to the public.
