Newport 2020 Unlimited Vision Draft Master Plan 20 October 2003 Newport 2020 Unlimited Vision Newport City Centre Today Newport 2020 'Unlimited Vision' This Master Plan has been commissioned by Newport Unlimited on behalf of the people of Newport. The Draft Master Plan for Newport's City Centre and the surrounding districts calls for significant change over the next 15 to 20 years. It is vital that as many comments and suggestions as possible are received so that the final proposals match the aspirations of the people. Once the public have contributed, the final Master Plan will be prepared and Newport Unlimited will strive to deliver the vision and projects contained in the plan in conjunction with it's partners, Newport City Council, the Welsh Development Agency and Future Riverfront Walk and Arts Centre the Welsh Assembly Government. Newport Unlimited Newport Unlimited is a private company founded by Newport City Council, the WDA and the Welsh Assembly Government. The objective of the Company is to assist and promote the regeneration of the physical environment and improving the City's economy. The Company has secured initial funding to help start implementing the plan. INTRODUCTION 1.1. The River Usk is a dominant landscape feature within the County Borough of Newport and has played an integral part in the development of the city. The transportation of coal and iron and other dock related industries placed the Usk at the centre of Newport’s growth and the focus of activity for Newport’s population. With the decline of such industries also came the decline in the visual appearance of the land along the River and its function in Newport’s vitality. The Council is keen, however, to regain the River’s prominence and sense of place in Newport’s environment, and has placed the Usk at the heart of large scale regeneration proposals for Newport. Scope of Strategy 1.2. This document attempts to highlight the current situation with the River, taking into account historical information and studies, and identify key recommendations for the many issues influencing the River’s future. These cover a mixture of management issues as well as potential development opportunities. Many of the key recommendations require further work to be carried out by other statutory organisations and as such this Strategy represents a starting point in co-ordinating the different functions of the River.

This thesis seeks to give a voice to the views of the People in Newport. A detailed overview of the historical and current status is explored and described. This reveals a considerable change and adaptation in missiology, Church expression and new forms of church. The current experience of some groups of Christians in Newport is described based on extensive fieldwork.

Much has been achieved in recent years – the completion and opening of Friars • Move Newport up the Walk retail and leisure centre in 2015 has perhaps been the best example ‘value chain’ of the city’s transformation. Newport’s location, sense of identity and growing confidence means the foundations are now in place to fulfil the city’s economic potential. The city has a proud and varied history and we want to build a future which respects this legacy whilst recognising that future economic growth will be founded on very different skills. We are home to many successful and growing businesses and the city is projected to grow significantly over the next 10 years. Our key aim over that period is to create the conditions which will stimulate further investment. This means we need to build our social capital as well as maintaining our focus on physical regeneration. Ultimately, we want to make Newport a city where everyone can achieve their potential. The abolition of the Severn Bridge tolls has removed a critical barrier to investment and we stand on the verge of an important new era for the city. Newport is now home to the Wales International Convention Centre, which is another example of how the profile of the city is changing.

Superintendent Mike Richards from the East Local Policing Area (LPA) now has responsibility for the development of this work taking over from Superintendent Glyn Fernquest. 2.2 A revised governance structure under the leadership of Supt Richards has been implemented and is in the early stages of development. This new structure will ensure the appropriate monitoring and scrutiny of this work. The former quarterly Operational Tactics Board has been revised with a new term of reference (inserted below). This strategic board is now known as the Coercive Powers Scrutiny Board. Its purpose is to monitor and scrutinise the use of stop and search powers, searches within the custody environment, the use of Body Worn Video (BWV) and the use of force, including Taser. It will act in both an advisory capacity, setting strategic direction for stop search and use of force and a supervisory capacity ensuring that these powers are used fairly and effectively.
