THE CORPORATION OF THE CITY OF NELSON Minutes of Police Board Regular Meeting Nelson, British Columbia January 17, 2017 THE POLICE BOARD REGULAR MEETING of the City of Nelson, was held in NPD Board Room, 2nd Floor, 606 Stanley Street, Nelson, BC, on January 17, 2017 at 3:00 p.m. PRESENT: Mayor Deb Kozak Director Hilda Taylor Director Bill Reid Director Am Naqvi Director Elizabeth Edwards Personnel: Chief Constable Paul Burkart Board Secretary Shiloh Perkins Guests: Joanna Markin, City of Nelson Human Resources Manager Acting Sgt Brian Weber Cst Jason Anstey Recruit Cst Lauren Mirva Cst Adam Sutherland REGRETS: Director Barb Henry Adopt Agenda Moved by Director Taylor, seconded by Director Naqvi as presented And Resolved: That the agenda be adopted as circulated. CARRIED Audience with Introduction of the newest NPD Members. The Board Directors had the opportunity the Board to ask questions of the newest Nelson Police Members. December 6, And Resolved: 2016 That the minutes of the Regular meeting of the Nelson Police Board of December 6, 2016 be adopted as circulated. CARRIED Police Board The draft Police Board manual was presented for review, discussion and Manual adoption. The Board would like procedural details on meeting format added to the manual. Action Item: Directors Reid and Taylor will review the draft and present at the April meeting. Financial The financial report was provided and currently indicates under budget. Report Action Item: The Board has asked for a separate report indicating Capital Budget expenditures. Moved by Director Naqvi, seconded by Director Edwards And Resolved: That the Nelson Police Board receives and accepts the Financial Report as presented. CARRIED Year-End The year-end statistics indicate 260 more calls than in 2015. Statistics BCAMCP / No update provided. BCACP Update Community Several community events have been attended including: Policing Our Daily Bread Christmas lunch Chamber of Commerce meeting for a question and answer period. Topics included the police budget, panhandling and dispensaries. The next Diversity Advisory Committee (DAC) will be on February 1, 2016 to establish a working group on fentanyl issues. Restorative Currently discussing the contract with the Program Coordinator. Justice Directors' Chair Kozak and Director Taylor recently went on an evening ride-along. It was a Report quiet evening due to the -15 degree temperature. It was a great opportunity to have conversations with the members. Highly recommend Directors take part in both a weekday and weekend ride-along. Nelson Police Board Regular Meeting PagePage 5 2 of of 56 4 3. 3.a. Mayor's Mayor Kozak and Chief Burkart had a teleconference with Interior Health Report representatives to discuss other communities sending their residents to Nelson to access services and the need for those communities to have increased services. Correspondence Moved by Director Naqvi, seconded by Director Taylor, & Information And Resolved: That the Correspondence and Information documents be received as presented. CARRIED Marijuana The medical cannabis regulation bylaw will be before City Council in February. Dispensaries These regulations will be for businesses selling cannabis for medical purposes and adoption of these regulations will not legalize or permit the sale of cannabis which is part of the Federal Government's jurisdiction. The draft bylaw is based on the best practices in the Province and modeled after regulations established in the City of Victoria, Vancouver and the District of Squamish. The City is asking for community input regarding these regulations prior to January 25, 2017. Nelson Police 1. First Responder's Night fundraiser Foundation a. The Nelson Leafs are hosting a fundraiser and proceeds will go to the Nelson Police Foundation. Tickets include a burger, beverage and admission to the hockey game on February 4, 2017. 2. Foundation Membership Moved by Director Taylor, seconded by Director Reid And Resolved: To appoint Director Naqvi to the Nelson Police Foundation to act in a liaison capacity between the Board and the Foundation. CARRIED BCAPB Moved by Director Taylor, seconded by Director Edwards, Executive And Resolved: Board To appoint Director Bill Reid as the authorized representative and Director Am Naqvi as the alternate representative to the BC Association of Police Boards. CARRIED Canadian The CAPG webinar calendar for 2017 was circulated.
