The Superintendent of Documents is authorized to sell at cost any public document in his charge, the distribution of which is not otherwise provided for. Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment. Documents entered in this catalogue that are for sale by the Superin- tendent of Documents, , D. C., are indicated by a star (♦) preceding the price named. A dagger (t) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (t) indicates that the document is not obtainable, and whenever addi- tional information concerning the method of procuring a document seems neces- sary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress. In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number. Read carefully the instructions “ How to remit,” found at the bottom of the next page. The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold “ at cost,” re- gardless of their age or scarcity. In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent. No general price-list of public documents is available, but lists on special subjects will be furnished on application.

LIBRARY OF CONGRESS CARDS Numbers to be used in ordering the L. C. catalogue cards .will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and Ac. for each addi- tional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superin- tendent of Documents. CUMULATIVE INDEX Beginning with July, 1912, the Index to the Monthly catalogue will be issued semiannually instead of quarterly, as heretofore, and will cumulate for the twelve months ending June, 1913. That is, the December number will be an Index to the Monthly catalogue for July to December, 1912, and the June num- ber will be the Index for the fiscal year 1913. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers re- ceived monthly, as duplicate numbers can not be supplied.

Currency may be sent at sender’s risk. Postage stamps, foreign money, defaced or smooth coins will positively not he accepted. To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office. No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, , or Mexico. To other countries the regular rate of postage is charged, and re- mittances must cover such postage. Notes of Gener al Intere st The 1912 edition of the Digest of decisions relating to national banks is now on sale. In cloth, 65 cents. The 1911 Annual report of the commissioner of education, v. 2, p. 709, says: I he expenses of public schools in the nation as a whole are three times as great as they were in 1890 and twice as great as in 1900.” This is certainly a lapid growth in expenditure, but there are many worse ways of spending public money than in expanding and improving the schools. The Index to the Treasury decisions for the first half of the year 1912 is now ready. 5 cents. An interesting study in educational history is Bulletin 12, Series of 1912, Edu- cation Bureau, The Dutch schools of New Netherland and colonial New York. Mr. Frank Bond, chief clerk of the General Land Office, is the author of a recent publication of the office entitled Historical sketch of “ ” and the Louisiana Purchase, with a statement of other acquisitions. The work contains 7 page-size colored maps and is sold by the Superintendent of Docu- ments at 10 cents. The pecan is the title of Plant Industry Bureau Bulletin 251, an illustrated pamphlet of 58 pages, giving much-called-for information concerning the favor- ite American nut. How to grow it and how to market it, the different varieties and their peculiarities, are described fully and clearly. Since Nut culture, issued by the Pomology Division in 1896, went out of print, which it did almost immediately after its publication, there has been a constant demand for books on nut growing. This demand The pecan should do much to satisfy. 10 cents Hie Lowery collection, a descriptive list of maps of the Spanish possessions within the present limits of the United States, 1502-1S20, by Woodbury Lowery; edited with notes by Philip Lee Phillips, chief of the Division of Maps and Charts, is a very recent publication of the Library of Congress. It is bound in cloth and sold by the Superintendent of Documents at $1. There is a new edition of the Sherman antitrust law, with amendments to date of publication, July 1, 1912. 10 cents. All of the special articles in the 1911 Yearbook of the Agriculture Department are being published in separate pamphlets. Several of them are listed in this catalogue. The titles indicate papers of value and interest. All are sold by the Superintendent of Documents at the uniform price of 5 cents. The set of books recording the proceedings of the north Atlantic coast fish- eries arbitration at The Hague in 1910, is now nearly complete. Vols. 9, 10, and 11, containing the oral arguments of the opposing counsel, are entered in this catalogue. Only the index volume remains and no date has yet been set for its issue. The references in the tables of contents of vols. 9-11 are not made to the page numbers of the American edition, but to the pages of the original print, made in , these page numbers being inset in the text of the American edition. Special consular reports 53, issued by the Manufactures Bureau, has for subject loieign markets for motor vehicles. Canada is our best customer for autos and the second, while continental Europe takes very few 5 6 July , 1912 from this side. American makers exported 3,184 autos in 1909 and 11,803 in 1911, valued at $12,905,049. Senate document 371, 62d Congress, 2d session, is the 14th Annual report of the patriotic society of the Daughters of the American Revolution. The period covered by the report is Oct. 11, 1910, to Oct. 11, 1911. The entry for this document appears on page 888 of the June monthly catalogue. Mines Bureau Bulletin 2, revised edition of July, 1912, title North Dakota lignite as a fuel for power-plant boilers, states that the results of tests made with this abundant low-grade fuel indicate that it may be made economically useful for the production, of power. This is a matter of great importance to the western country. The recently published soil survey of Bayfield area, including Bayfield and Ashland counties and the Apostle Islands, covers the most northerly territory of the State of Wisconsin. Sale price, 15 cents. Entomology Bureau Bulletin 103, issued , 1912, is an exhaustive treat- ise of 250 pages and numerous illustrations on the Plum curculio, an insect pest which does not by any means confine its ravages to plum trees. The Bureau certifies that this creature was not imported but is a purely American pest. Price 50 cents. House document 854, 62d Congress, 2d session, is a Presidential message transmitting a Report of the Economy and Efficiency Commission on the need for a national budget. This is an important subject which has been much con- sidered by American statesmen but has not thus far been brought prominently before the general public. The facts and deductions put forward by the Com- mission should supply useful material. Stated in briefest possible form, a national budget differs from the United States Treasury Department’s annual Estimate of appropriations in the fact that the budget not only shows the sums of money that will be needed for the Government service, but also points out the most feasible and least burdensome means by which those sums may be raised, and presents to the legislative body arguments in support of the Gov- ernment’s views. All great Powers except the United States have national budgets, and so do most of the smaller Powers. The first edition of Circular 34, Standards Bureau, The relation of the horse- power to the kilowatt, fixes a new standard by determining that one horsepower equals 746 watts. Experiment Stations Office Circular 117, A working erosion model for schools, prepared in cooperation with the Forest Service, is planned to aid instruction in the conservation of natural resources at the age when the human mind most readily receives impressions and most permanently retains them. Education Bureau Bulletin 16, series of 1912, The reorganized school play- ground, will be useful to thousands of school officials, among whom the idea of the modern playground is spreading rapidly. Bulletin 17, same series, de- scribes the Montessori system of education, devised by Dr. Maria Montessori of Rome, Italy, and practiced by her and her assistants with a success which is attracting the interest of educators in all countries. Bulletin 15, same series, is no. 2 in the subseries Current educational topics. Reconnoissance soil survey of south-central Pennsylvania, just published, can be supplied .by the Superintendent of Documents for 15 cents. A new law (Public 238), approved , 1912, is the first fruit of the calamity and Investigation. It requires that wireless telegraph appa- ratus with two operators shall be a part of the equipment of all vessels carrying 50 or more passengers on the ocean or the Great Lakes. Food inspection decision 147 excludes, on and after Oct. 1, 1912, absinth from importation or shipment in interstate commerce or being offered for sale July , 1912 7 in any Territory or the District of Columbia. This is said to be a favorite alcoholic drink in and to a less extent in other countries, but its effects are believed to be very deleterious. Entomology Bureau Circular 159, Damages to the wood of fire-killed Douglas fir, and methods of preventing losses, in western Washington and Oregon, is a revised reprint of a circular letter sent in 1909 to interested timber-land owners. It is how published as a circular to supplement Entomology Bureau Circular 127 and Forest Service Bulletin 112. This bulletin, however, has not yet been published, though the ms . has been prepared and was recently sent to the printer. Ihe Public Health and Marine-Hospital Service, Treasury Department, has issued Hygienic Laboratory Bulletin 56, which is a revised and enlarged edition of its Bulletin 41, Milk and its relation to the public health. There has been a laige sale of the first edition of this instructive and exhaustive treatise, and there will probably be even a larger sale of the new edition, now first published and containing the results of later information and more recent research. Sold by the Superintendent of Documents at the same price as Bulletin 41, $1 in paper covers. I tactically useful to those who most need help is Education Bureau Bulletin 18, series of 1912, Teaching language through agriculture and domestic science. From the Superintendent of Documents, 5 cents. Some misconceptions concerning dry farming is one of the enlightening special papers in the Yearbook of Agriculture for 1911, now reprinted in a 5 cent pamphlet known as Yearbook separate 565. It warns settlers and intending settlers against too sanguine representations as to the profits of the new methods of farming the semiarid lands which are found in the West from northern to southern Texas. It declares that no system equally appli- cable to all climates and conditions has yet been discovered. The methods of tillage must be modified to suit the various localities. Yearbook separate 576, The present outlook for irrigation farming, is a timely review of the history and prospects of a very great agricultural move- ment to which the scientific agriculturists of the United States Government are striving to give proper direction. 5 cents. Treasury Department document 2645 is entitled Bulletin relative to the pro- duction of distilled spirits. It is published by the Bureau of Internal Revenue for the information of revenue officers, and can also be supplied by the Superin- tendent of Documents at 10 cents a copy. It has 31 pages of text and several photographic plates. Ihe Civil Service Commission’s Manual of examinations for the fall of 1912 is out. Examinations are now held in every State and Territory in the Union. An important change has been made in the clerical examination for Department service. Stenography and typewriting have been added to the requirements. The Yearbook of the Agriculture Department, 1911. page 713, index, reports Hay, acreage, production, and value, 1911, by States, as in page 592. This infor- mation is really in page 572.

NEW SERIES M ater-supply paper 295 (10 cents), Gazetteer of surface waters of California : Part 1, Sacramento River basin, is the first of a series of reports prepared by the United States Geological Survey in cooperation with the California State Conservation Commission and the California State Water Commission. There will be six reports in the series and all will be published as Water- supply papers, numbered from 295 to 300. Nos. 295-297 are Gazetteers, and will alphabetically list and locate and describe all the surface 8 July , 1912 waters of California. Nos. 298-300 will have the general title Water resources of California, and will report in the three numbers the stream measurements of (1) the Sacramento River basin, (2) the San Joaquin River basin, and (3) the Great Basin and Pacific Coast river basins, thus1 covering the whole State. How extensively the work of stream measurement has been carried on in the Golden State may be inferred from the fact that in the Sacramento River basin alone there are over 80 measuring stations. This accurate measuring of the volume of streams Was begun in 1888 and is still maintained. The exact knowledge thus gained concerning water resources is of the highest value. The Information Division, Immigration and Naturalization Bureau, has issued, under the general title Agricultural opportunities, a series of seven pam- phlets descriptive of the opportunities for settlers on the land in the various States. The information given is quite detailed and is derived from the most authentic sources. The pamphlets are issued as a part of the important work in which the Information Division is engaged, that of trying to induce immi- grants to scatter out and engage in working the land instead of gathering in congested cities. Of the seven pamphlets the first five are numbered, but nos. 6 and 7 are printed without numbers. No. 6 gives information concerning the western States, northern group, .and no. 7 does the same for the western States, southern group. The seven pamphlets, taken together, cover the whole coun- try, including and Hawaii. All are sold by the Superintendent of Docu- ments at 5 cents each. The Mines Bureau has begun a sub series of bulletins, under the general title Petroleum technology, which may run to 25 or even 50 numbers. All of these will also belong to the numbered series of Technical papers. No. 25 of these papers is also no. 1 of Petroleum technology and Technical paper 26 is Petroleum technology 2. Not all the Technical papers, however, will relate to petroleum. There will be many more of the Technical papers-than of the petro- leum papers, but all of those numbered in the series entitled Petroleum technology will be Technical papers and will therefore belong to two numbered series. NEW PLAN OF PUBLICATION

The Labor Bureau, Commerce and Labor Department, has hitherto issued three series of publications—Annual reports, Special reports, and bi-monthly Bulletins. In a circular dated July 5, 1912, Labor Commissioner Charles P. Neill an- nounces that all of these series have been discontinued. The results of the investigations of the Labor Bureau will henceforth be published only as bul- letins, not bi-monthly bulletins but just bulletins, to be published whenever the material is ready for publication. The bulletins will usually not be of a miscellaneous character, embracing a variety of subjects as heretofore, but each bulletin will be taken up with a special subject or group of related subjects. The bulletins “will be grouped in series to enable the reader to select more readily the classes of reports which he may wish to receive.” The titles of the several series in which the bulletins hereafter will be grouped are thus announced in the circular: Wholesale prices; Retail prices and cost of living; Wages and hours of labor; Women in industry; Workmen’s insurance and compensation; Industrial accidents and hygiene; Conciliation and arbitration; Labor laws of the United States, including de- cisions of courts; Foreign labor laws; Miscellaneous. The numerical series of the bulletins will not be interrupted. The last number of the old issue is 100, and the date May, 1912. The first number in -the new set will be 101, and the series to which it is to belong wil) be printed July , 1912 9 on the cover. There will not, however, be any distinctive sets of numbers for the several series. All will be included under the general set of bulletin numbers. OPINIONS AND ORDER ON EXPRESS RATES

Interstate Commerce Commission Opinion 1967, in the matter of express rates, practices, accounts, and revenues, will till pages 379-541 of vol. 24, Inter- state Commerce Commission reports, yet to be published. In addition to these 162 pages there is the accompanying Order of the Com- mission, cc cl xxv iii (378) pages. A paper-covered volume, containing both the Opinions and the Order, 540 pages in all, is on sale by the Superintendent of Documents at 40 cents. The Order gives in detail the new rates proposed by the Commission. The Order will not be printed in the bound volume of Interstate Commerce Commission reports. CONGRESSIONAL RECORD SIGNATURE NUMBERS

A change in the method of numbering the signatures in the daily issue of the Congressional record, which began in no. 202, Aug. 5, 1912, may puzzle librarians and others if not explained. Of course the consecutive numbering in the left- hand margin of the first page of each sheet of any work that is to be bound is familiar to all bookish persons. Usually it appears on pages 17, 33, and so on, at intervals of 16 pages. In the Congressional record, however, the pages so numbered are the 9th, 17th, 25th, and so on, each sheet carrying only 8 pages. Hereafter each Record signature will be twice numbered, on the first page as usual and on the last page in addition. There is a new set of signature num- bers for each daily issue, and while they appear under the new plan on the 8th, 9th, 16th, 17th. 24th. 25th, and so on of the daily issue, these are not the page numbers which are actually found, because of the fact that the daily Record is paged continuously from the first day of the session to the last. In the issue of Aug. 5 the figure 1 which is found on the lower margin of the last page of the first signature is on page 10966 of vol. 48, and the figure 2 on the first page of the second signature is on volume page 10967. On the first page of the signa- ture the daily number also appears, thus: “ No. 202----- 2.” On the last page of each signature the number of the signature only is found. This last-page number, which is a novelty in book-work, has been added as a convenience in gathering the signatures for stitching. It is strictly a utility. There is another use for these signature numbers. The sale price of daily numbers is just equal in cents to the number of signatures, with the single ex- ception that no number is sold for less than three cents.

FINANCES OF THE AFRICAN EXPEDITION

In his report for the fiscal year 1910 Secretary Walcott of the Smithsonian Institution said of the African zoological expedition commanded by Col. Roose- velt, “ This expedition was entirely financed from private sources through con- tributions by friends of the Smithsonian Institution.” Apr. 22, 1912, Representative Gardner of submitted the follow- ing resolution (no. 505) to the House: “Resolved, That the Secretary of the Smithsonian Institution be directed, if not incompatible with the public interest, to send to the House of Representatives a complete list of the subscriptions, if any, made by private persons to the Smithsonian Institution or to any of its officers for the expenses in connection with the African hunting trip of ex- President Roosevelt.” 54707—No. 211—12-----2 10 Jul y , 1912

This was immediately referred to the Committee on the Library and ordered to be printed. , 1912, Mr. Evans of from the Committee on the Library, sub- mitted the following report (62d Congress, 2d session, House report 1071), to accompany House resolution 505: “ The Committee on the Library, having con- sidered the resolution referred to it by the House, are unanimously of the opin- ion that the doctrine of publicity controls the proposition involved in this House resolution, and further that the House has a right, at any time, to know what donations or subscriptions are being made to the Smithsonian Institution, by whom, and the amounts given, and therefore the committee do unanimously rec- ommend that the resolution do pass.” The resolution and the report were referred to the House calendar, where at the date of this writing they were still quietly reposing.

Three scales are ordinarily used. 1: 62,500, 1 : 125,000, and 1 : 250,000. These correspond ap- proximately. to 1 mile, 2 miles, and 4 miles to 1 linear inch, covering, respectively, average areas of -30, 920, and 3,700 square miles. For some areas of particular Importance special large-scale maps are published. The size, unless otherwise given, is about 17.5 inches in ne!ght by 11.5 to 16 inches in width, exclusive of the margin, the width varying with tne latitude. A description of the topographic map is printed on the reverse of each sheet. More than one-third of the area of the country, excluding outlying possessions, has been mapped, every State being represented. Massachusetts, Connecticut, Rhode Island, New Jersey, and the District of Columbia are completely mapped. Sheets of the regular size are sold by the Survey at 5c. each ; but in lots of 100 or more copies, whether of ,same sheet or of different sheets, the price is 3c. each. They are published in two forms, one giving simply the rural free delivery routes starting from a single given postofflce, sold at 10 cents each; the other, the rural free delivery routes in an entire county, sold at 50 cents each. A uniform scale of 1 inch to 1 mile is used. Editions are not issued, but sun-print copies are produced in response to special calls addressed to the Disbursing Clerk, Post Office Department.
