Oktober 2002 zur Änderung der Verordnung (EG) Nr. 1081/2000 des Rates über das Verbot des Verkaufs, der Lieferung und der Ausfuhr nach Birma/Myanmar von Ausrüstungen, die zur internen Repression oder für terroristische Zwecke benutzt werden können, und über das Einfrieren der Gelder bestimmter, mit wichtigen Regierungsfunktionen verbundener Personen in diesem Land DIE KOMMISSION DER EUROPÄISCHEN GEMEINSCHAFTEN — Birma/Myanmar geändert und erweitert worden war. DieserAnhang enthält die Liste derPersonen,die den gestützt auf den Vertrag zur Gründung der Europäischen Beschränkungen gemäß Punkt 5 Buchstabe b) Ziffern i) Gemeinschaft, und iii) des Gemeinsamen Standpunkts 96/635/GASP gestützt auf die Verordnung (EG) Nr. 1081/2000 des Rates unterliegen. Barry 2011 Abstract Throughout the North African and Sicilian campaigns of World War II, the battalion leadership exercised by United States regular army officers provided the essential component that contributed to battlefield success and combat effectiveness despite deficiencies in equipment, organization, mobilization, and inadequate operational leadership. Essentially, without the regular army battalion leaders, US units could not have functioned tactically early in the war. For both Operations TORCH and HUSKY, the US Army did not possess the leadership or staffs at the corps level to consistently coordinate combined arms maneuver with air and sea power. The battalion leadership brought discipline, maturity, experience, and the ability to translate common operational guidance into tactical reality. Many US officers shared the same ―Old Army‖ skill sets in their early career. Across the Army in the 1930s, these officers developed familiarity with the systems and doctrine that would prove crucial in the combined arms operations of the Second World War. The battalion tactical leadership overcame lackluster operational and strategic guidance and other significant handicaps to execute the first Mediterranean Theater of Operations campaigns. Three sets of factors shaped this pivotal group of men. First, all of these officers were shaped by pre-war experiences. -

Cohn 2007 Abstract Contemporary militaries depend on volunteer soldiers capable of dealing with advanced technology and complex missions. An important factor in the successful recruiting, retention, and employment of quality personnel is the set of personnel policies which a military has in place. It might be assumed that military policies on personnel derive solely from the functional necessities of the organization’s mission, given that the stakes of military effectiveness are generally very high. Unless the survival of the state is in jeopardy, however, it will seek to limit defense costs, which may entail cutting into effectiveness. How a state chooses to make the tradeoffs between effectiveness and economy will be subject to influences other than military necessity. -

Discussion Notes On the MASS RAPE of GERMAN WOMEN During and following WW2 Churchill said to the Germans in January, 1945, "We Allies are no monsters. This, at least, I can say, on behalf of the United Nations, to Germany. Peace, though based on unconditional surrender, will bring to Germany and Japan immense and immediate alleviation of suffering and agony." Austin Joseph App says that those Allies who were "no monsters" literally raped more European women than had ever before been raped in the history of the world. German women were raped by members of the Russian, Polish, French and American forces during and at the end of World War II. During their flight to the West and the period of expulsions, German girls and women were also raped by Czechs, Serbians and Slovenians. Before that German soldiers and members of the SS troops had been the rapists. A nation defeated. German women suffered mass rape when Germany lost in 1945. These brave women try to build a future amongst the ruins of Berlin in 1945. At the end of World War II, Red Army soldiers are estimated to have raped around 2,000,000 German women and girls. Norman Naimark writes in "The Russians in Germany: A History of the Soviet Zone of Occupation, 1945–1949." that although the exact number of women and girls who were raped by members of the Red Army in the months preceding and years following the capitulation will never be known, their numbers are likely in the hundreds of thousands, quite possibly as high as the 2,000,000 victims estimate made by Barbara Johr, in "Befreier und Befreite". -

Das Weißbuch 2016 fordert für die Bundeswehr eine umfassende und voraus- schauende Personalstrategie, die drohende personelle Engpässe frühzeitig erkennt und systematisch Antworten auf die personalstrategischen Herausforderungen der Zukunft findet. Eine der zahlreichen Maßnahmen hierzu ist in der Trend- wende Personal zu sehen, seit deren Einleitung Mitte 2016 die Bundeswehr nach einem 25-jährigen Zeitraum des Abbaus nunmehr wieder aufwächst. Der Bestand an Berufssoldatinnen und Berufssoldaten sowie Soldatinnen und Soldaten auf Zeit (BS/SaZ) ist bis Ende 2017 bereits um rund 4 000 gewachsen. Einen Paradigmenwechsel stellt die Abkehr von den in der Vergangenheit gelten- den starren personellen Obergrenzen hin zu einem „atmenden“ und kontinuierlich anpassungsfähigen Personalkörper dar, der zukünftig für die Erfüllung der Auf- gaben zur Verfügung steht. Die Realisierung der beschlossenen Maßnahmen ist derzeit bis in das Jahr 2024 ausgeplant und wird durch den Prozess der Mittelfris- tigen Personalplanung (MPP) jährlich überprüft und den aktuellen Anforderun- gen angepasst. Bis 2024 wird ein Aufwuchs gegenüber der alten personellen Zielstruktur um 13 000 Soldatinnen und Soldaten von ehemals 185 000 auf insgesamt 198 000 (inkl. FWDL/Freiwillig Wehrdienstleistende 12 500 und RDL/Reservedienstleis- tende 3 500) angestrebt.
