Strengthening Municipal Finance for Sustainable Sanitation Service Delivery in Small Towns of South Asia WaterAid / Al-Emran WaterAid Final Report 2021 This study was commissioned by WaterAid, coordinated by Partha Hefaz Shaikh, VR Raman, Govind Shrestha, Andrés Hueso, Vanita Suneja and Khairul Islam. The research for the study was carried out by Athena Infonomics. The research team included local consultants in each country (Reza Iftekhar Patwary and Shamima Aktar in Bangladesh, Bhitush Luthra in India and Rajan Raj Pandey in Nepal) supported by a central secretariat team consisting of Deepa Karthykey- an, Ramkrishna Paul and Maya Gainer. Nepal: Urban Governance and Infrastructure Project Implementation Support and Review: January 25-29,2021 AIDE MEMOIRE (draft) I. INTRODUCTION 1. A World Bank team1 led by Mr. Jonas Ingemann Parby, Sr. Urban Specialist (Task Team Leader), carried out the first Implementation Support and Review (ISR) of the Nepal Urban Governance and Infrastructure Project (NUGIP )from January 25-29, 2021.This Aide Memoire summarizes the outcome of consultations and agreements made, including implementation status of project components. The team discussed the findings of the mission at the wrap-up meeting with Dr. Ramesh Prasad Singh, Secretary, Ministry of Urban Development (MoUD), and briefed Mr. Prem Upadhyay, Under Secretary, International Economic Cooperation Coordination Division (IECCD), Ministry of Finance (MOF) on the mission findings on January 29, 2021. A list of key officials met is included in Annex 1 and summary of agreed actions are listed in Annex 2. As agreed during the wrap-up meeting, the AM will be classified as a public document as per the World Bank‟s Access to Information Policy. II. CONTEXT & MISSION OBJECTIVES 2. The objectives of the ISR were to: (i) review the implementation status that include review of annual work plan and budget and (ii) participate in Project Stakeholder Workshops with the targeted municipalities focusing on the project manuals, timeline, and actions required (including signing of the Participation Agreements), key aspects of financial management, procurement, and social and environmental safeguards. Due to the ongoing COVID-19 pandemic, the mission was organized with virtual meetings, following the GoN‟s and the WB‟s COVID safety protocols. -

The valley hosts UNESCO World Heritage Sites composed of seven different Monument Zones: The centers of the three primary cities, Kathmandu Hanuman Dhoka, Patan and Bhaktapur, the two most important Buddhist stupas, Swayambhunath and Boudhanath and two famous Hindu shrines, Pashupatinath temple and Changu Narayan. The significance of these assets of the city is diminishing these days and having adverse impact on the environment and human health, due to unmanaged urbanization. Furthermore, it has damaged urban infrastructure and reduced property value. In general, it has been said that a lack of sustainable and clean technology to manage solid waste of the city is having a significant impact on Urban Health. However, the problem of solid waste management must be addressed to improve the environmental health. The health effects are linked to occupational hazards and to exposures of local poor populations with access to the disposal site. The current status of the waste management in the Kathmandu valley needs an urgent attention, and this project targets to take a ZERO Waste Approach to minimize the impact persistent in urban health sector. The initiation taken by the Government of Nepal in Solid Waste Management seems inadequate and there is a need of the inception of new and clean technologies.
