Main Aspects and Basic Choices of the CFSP Council of the European Union Brussels, 9 July 2015 (OR. en) PUBLIC 10549/15 LIMITE CFSP/PESC 334 COPS 207 NOTE From: High Representative of the European Union for Foreign Affairs and Security Policy To: Political and Security Committee (PSC) Subject: Main aspects and basic choices of the CFSP (part II, point E, paragraph 25 of the Interinstitutional Agreement of 2 December 2013) - 2014 - Draft Annual report from the High Representative of the European Union for Foreign Affairs and Security Policy to the European Parliament 1. The Inter-Institutional Agreement (IIA) of 2 December 2013, part II, point E, paragraph 25, provides that each year, the High Representative shall consult the European Parliament on a forward-looking document, which will set out the main aspects and basic choices of the CFSP, including the financial implications for the general budget of the European Union, an evaluation of the measures launched in the year n -1 and an assessment of the coordination and complementarity of CFSP with the Union's other external financial instruments. 2. The Nicolaidis Group examined the report and agreed on 3 July 2015 via silence procedure that the PSC should be invited to approve the amended draft report as set out below. 3.     Country Policy and Information Note Sudan: Opposition to the government, including sur place activity Version 2.0 November 2018 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the basis of claim section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis of COI; and (2) COI. These are explained in more detail below. Asessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment on whether, in general: x A person is reasonably likely to face a real risk of persecution or serious harm x A person is able to obtain protection from the state (or quasi state bodies) x A person is reasonably able to relocate within a country or territory x Claims are likely to justify granting asylum, humanitarian protection or other form of leave, and x If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must, however, still consider all claims on an individual basis, taking into account each case’s specific facts. Country of origin information The country information in this note has been carefully selected in accordance with the general principles of COI research as set out in the Common EU [European Union] Guidelines for Processing Country of Origin Information (COI), dated April 2008, and the Austrian Centre for Country of Origin and Asylum Research and Documentation’s (ACCORD), Researching Country Origin Information – Training Manual, 2013.

Pro- fessor Jaakko Hämeen-Anttila is the new Iraq Chair in Arabic and Islamic Studies, joining us from his former role at the University of Helsinki. Professor Hämeen-Anttila has a very distinguished record as a scholar and teacher of the languages and cultures of the Middle East and we very much look forward to working with him here in Edinburgh. There is a little more about Professor Hämeen-Anttila in staff news, on page 6. Also inside, news from Ramallah, London, New York, Geneva and Kuwait by IMES students past and present, legal reform in Morocco as observed by one of our Visiting Scholars, and a new collection of translated short stories about Khartoum, in which two IMES PhD students were closely involved. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the policy guidance contained with this note; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. The CIHRS was unable to publish its detailed annual human rights report this year, as it has every year since 2008, due to the unprecedented security pressures and threats facing its staff and administration in Egypt. As a result of these, the CIHRS was compelled to move its regional and international programs to Tunisia in December 2014. CIHRS will resume its full reporting in the coming year. This brief analysis is based primarily on the conclusions found in national reports and background papers prepared by a team of researchers on human rights developments in the Arab states in 2014.
