IV. Environmental Impact, Setting, and Mitigation Measures IV.L. Transportation/Traffic IV.L.1 Introduction This chapter evaluates project impacts on transportation facilities and existing transportation operating conditions in the vicinity of the project area, including neighborhood traffic, vehicular circulation, parking, transit and shuttle services, and pedestrian and bicycle circulation. IV.L.2 Setting LBNL is located close to three major highways: Interstate 80/5801 approximately three miles to the west, and State Routes (SR) 24 and 13, two miles to the south. Access from the Lab to I-80/580 is through the city of Berkeley via arterial roads. Access to SR 24 and SR 13 is via Tunnel Road. Grizzly Peak Boulevard, which runs through a largely undeveloped area, provides a minor local access route. Berkeley Lab is approximately one mile from the Bay Area Rapid Transit (BART) station in downtown Berkeley. IV.L.2.1 Regional Roadways and Routes into Berkeley Regional freeway access to LBNL is provided by I-80/580, SR 24, and SR 13. These roadways are part of both the Metropolitan Transportation Commission (MTC) Metropolitan Transportation System (MTS) and the Alameda County Congestion Management Agency (ACCMA) Congestion Management Program (CMP) network (see Figure IV.L-1). The primary objective of designating a CMP system is to monitor performance in relation to established level of service standards (ACCMA, 1999a). The MTS network is generally consistent with, but not identical to, the CMP network, encompassing 22 miles of local streets in the city of Berkeley not in the CMP network. Interstate 80. I-80 connects the San Francisco Bay Area with the Sacramento region. -

Western Illinois Historical Review © 2012 Vol. IV, Spring 2012 ISSN 2153-1714 Radical Action and a National Antiwar Movement: The Vietnam Day Committee By Michael Lowe1 In August 1965, a few hundred demonstrators marched from the University of California, Berkeley campus to a provocative, dangerous antiwar demonstration. Flanked by policemen and flash bulbs, demonstrators stood on a Berkeley train track, carrying signs and chanting. A train carrying troops bound for the Oakland Army Terminal headed straight for them. Suspenseful seconds passed while many stayed put. The train let out an immense rush of steam, confusing demonstrators as a shrill, piercing conductor’s whistle rendered everything else chaotic but silent. One woman was pulled from the tracks moments before a collision, but other activists scrambling to escape the train’s path could not see through clouds of steam; the train to Oakland soon advanced forward, carrying troops closer to war. Throughout most of 1965 and the early months of 1966, Berkeley’s Vietnam Day Committee (VDC), an early antiwar organization which sought to build a nationwide consensus against the war, held rallies and supported the quick withdrawal of U.S. military forces in Vietnam. The group formed on the University of California, Berkeley campus while the Free Speech Movement (FSM) trials were reaching their conclusions; the VDC gained a great deal of attention among the general public and respect among the growing minority of antiwar students because of its connections with the FSM, which had recently achieved victories for student rights 1 Michael Lowe completed his research under the mentorship of Dr. -

OTHER PRAIRIE SCHOOL ARCHITECTS George Washington Maher (1864–1926) Maher, at the age of 18, began working for the architectural firm of Bauer & Hill in Chicago before entering Silsbee’s office with Wright and Elmslie. Between late 1889 and early 1890, Maher formed a brief partnership with Charles Corwin. He then practiced independently until his son Philip joined him in the early 1920s. Maher developed his “motif-rhythm” design theory, which involved using a decorative symbol throughout a building. In Pleasant Home, the Farson-Mills House (Oak Park, 1897), he used a lion and a circle and tray motif. Maher enjoyed considerable social success, designing many houses on Chicago’s North Shore and several buildings for Northwestern University, including the gymnasium (1908–1909) and the Swift Hall of Engineering. In Winona, Minnesota, Maher designed the J. R. Watkins Administration Building (1911 – 1913), and the Winona Savings Bank (1913). Like Wright, Maher hoped to create an American style, but as his career progressed his designs became less original and relied more on past foreign styles. Maher’s frustration with his career may have led to his suicide in 1926. Dwight Heald Perkins (1867–1941) Perkins moved to Chicago from Memphis at age 12. He worked in the Stockyards and then in the architectural firm of Wheelock & Clay. A family friend financed sending Perkins to the Massachusetts Institute of Technology, where he studied architecture for two years and then taught for a year. He returned to Chicago in 1888 after working briefly for Henry Hobson Richardson. Between 1888 and 1894 Perkins worked for Burnham & Root. -

On May 20, 2015, BART published a Draft Initial -Study/Mitigated Negative Declaration (IS/MND), which analyzed the potential impacts of the Project. Pursuant to Section 15073 of the State CEQA Guidelines, the Draft IS/MND provided for a 30 day public and Clearinghouseagency review period from May 20, 2015, to June 18, 2015. The- Notice of Availability and Notice of Intent (NOA/NOI) to adopt the MND was posted with, the Alameda County Clerk and the State , mailed to all owners and occupants within 1/8 mile of the Project site, emailed to the Project’s list of interested people and organizations and made available on the BART website.. T A public meeting was conducted on June 1, 2015, at Commentsthe City of andBerkeley Responses Central Library, to receive public comments on the IS/MND. -
Freeing Voices of Dissent in the Underground Newspaper Collection
Laurie Charnigo Prisoners of Microfilm Freeing Voices of Dissent in the Underground Newspaper Collection “We are a people, and a people must have their own voice, and that voice is the underground press.”1 - Thomas King Forcade 1. Bad juju I put the finishing touch on the display case in the lobby of our library, a sign in bold newsprint: “Come Explore the UPS Underground Newspaper 41 Collection (1963-1975)!” Stepping back to admire my creation, I almost had to brace myself against the dizzying psychedelic collage of graphics. This display screamed not only “Look at me!” but “Damn! I’m cool!” And oh how cool it was covered with photos, comics, and covers from a wide range of colorful Vietnam-era ‘underground’ newspapers. The bright art of Black Panther’s Emory Douglas shouted “Power to the People!” Psychedelic covers of the San Francisco Oracle flashed Vedic Motifs, bearded gurus, and hookah- smoking shamans. Gilbert Sheldon’s Fabulous Furry Freak Brothers and Trina Robbins’ feminist superheroes playfully danced throughout the display. There were photos of protesters marching for civil rights, gay rights, women’s rights, and in opposition to the war in Vietnam. There were raised fists of solidarity, peace signs, concert posters, a real lava lamp (which I hoped wouldn’t burn the library down), and covers of the Berkeley Barb, Avatar, the Los Angeles Free Press, and many others. Books about the Vietnam-era underground press were featured prominently throughout the display, such as Ken Wachsberger’s extensive Voices from the Underground series and John McMillian’s Smoking Typewriters: The Sixties Underground Press and the Rise of Alternative Media Laurie Charnigo is education librarian at Jacksonsville State University in Alabama. -

San Francisco, CA Historic Resources Evaluation City of Berkeley, Downtown Area Plan 5 November 2008 I. OVERVIEW/INTRODUCTION At the request of Lamphier‐Gregory, Architectural Resources Group (ARG) has prepared this historic resource evaluation of the Draft Berkeley Downtown Area Plan. The Downtown Area Plan (DAP) is subject to the California Environmental Quality Act (CEQA) because it is a discretionary project that may impact potential historic resources in the plan area. Public Resource Code Section 21084.1 states “a project that may cause a substantial adverse change in the significance of an historical resource is a project that may have a significant effect on the environment.” CEQA defines substantial adverse change in the significance of a resource as the physical demolition, destruction, relocation, or alteration of the resource or its immediate surroundings such that the significance of the resource is materially impaired (CEQA Guidelines 15064.5(b)). The significance of a historic resource is considered to be materially impaired when a project demolishes, or materially alters in an adverse manner, those characteristics that convey its historic significance and/or account for its inclusion on a historic resource list. ARG’s review is based on the Downtown Area Plan (DAP) as adopted by the Downtown Area Plan Advisory Committee (DAPAC), a memorandum from the Berkeley Planning & Development on “DAP Height and Bulk Assumptions” dated 8 September 2008, which updated Policy LU‐1.4.1— LU‐1.4.3 and the following maps or graphics: • EIR Building Height Assumptions (DRAFT), no date.
