Chapter-1 INTRODUCTION

The Environmental Planning & Co-ordination Organization (EPCO) was founded on World Environment Day, June 5, 1981, as a registered society, sponsored by the Department of Housing and Environment to act as the principal advisory body to the Government of on environmental matters.

Over the years, EPCO has further expanded its activities and strengthened its technical, managerial and financial capabilities for taking up broad-based field oriented programs of environmental research, training and planning. Management of affairs of the EPCO is entrusted to its Governing Council (GC), the current composition of which is as follows :

EPCO is located in its own campus in South Bhopal, in its own building, which came up in 1987. Its Rural Division is housed in the APS University, Rewa (M.P.).

Chapter-2

RESEARCH & TRAINING DIVISION

The Research Division takes up multidisciplinary integrated environmental studies, not as a purely academic exercise but as scientific inputs to governmental decision making processes, environmental protection, and project formulation and monitoring.

2.1 Biosphere Reserve Project

The main objectives of the Biosphere Reserve are conservation of the Biodiversity, promotion of the development scheme for socio-economic up- liftment of the local people and also promotion of the research and awareness programmes related to conservation and management of the Biodiversity. Under the programme the Ministry of Environment and Forests, Govt. of India notified Pachmarhi Biosphere Reserve in March 1999 covering an area of 4981.72 sq km. It covers parts of Chhindwara, Betul and Hoshangabad districts. Pachmarhi Biosphere reserve has also been recognized on the world network of Biosphere Reserves by UNESCO in May 2009.

Later on Achanakmar-Amarkantak Biosphere Reserve (AABR) covering an area of 3835.51 sq. km. was also designated in March 2005 by the Ministry. Out of this 32% area falls in Madhya Pradesh and remaining in Bilaspur district of Chhattisgarh. In Madhya Pradesh almost equal area falls in two districts viz. Dindori and Anuppur. AABR is also included in the World network of Biosphere Reserves of UNESCO. Due to efforts of EPCO, Panna covering an area of 2998.98 sq km was also designated as Biosphere Reserve on 25.08.11 by Ministry. Thus it is the 3rd BR of the State and 18th BR of the country. About 64% of the area falls in Panna district and the

remaining 36% area falls in Chhattarpur district. EPCO is the Nodal Agency for these BRs. 2.1.1 MAP of Pachmarhi Biosphere Reserve

The main activities under the above project include habitat improvement, promotion of Eco-tourism, Conservation of the Plant species, promotion of non-conventional energies, promotion of activities for crop protection, promotion of livelihood projects, promotion of social welfare activities and also project related to awareness education and training.

Ministry of Environment, Forests & Climate Change, GoI sanction an amount of Rs 126.17 lakhs and released Rs 45.421 lakhs as I – instalment on 60:40 basis between Central and State Government under the Implementation of Management Action Plan for Pachmarhi Biosphere Reserve for the year 2016-17. Sanction of Rs 30.281 lakhs for release of II - instalment received. An amount of Rs 88.245 lakh released to the implementing agencies (through Collector Hoshangabad & Betul) / organisation after addition of State share. Implementing agencies carried out most of the work like Bio-waste composting & recycling (Purchase Motorised/ Pedal operated spinning machines 20 nos and Motorised Reeling –cum- Twisting Machine (06 spindles) – 20 nos), Promotion of vermi-composting (30 vermi-composting pits constructed), Promotion of Biogas (Construction of Deenbandhu Biogas Plants – 12 nos), Installation of Soalr Pump at Handpump in Hoshangabad, Biodiversity Conservation and Rehabilitation of Landscape at Betul, Animal Healthcare Camps in Hoshangabad & Betul (06 nos), Organisation of Nature Camp for School Children (03 nos) and Developing a long term monitoring system using stream ecosystem health for Satpura National Park by Limnology, Deptt.,

Barkatullah University against released amount. The remaining work is under progress.

Management Action Plan of Rs 327.938 lakhs for Pachmarhi Biosphere Reserve for the year 2018-19 has been sent to MoEF & CC, GoI. Sanction awaited from the Ministry. 2.1.2 MAP of Achanakmar - Amarkantak (MP Part) BR

The main activities in the above project include in-situ conservation of plant species, habitat improvement, promotion of social welfare activities, awareness, education and training. Ministry of Environment, Forests & Climate Change, GoI sanction an amount of Rs 285.702 lakhs and released Rs 78.193 lakhs in two installments under Implementation of Management Action Plan for Achanakmar - Amarkantak (MP-Part) Biosphere Reserve for the year 2015- 16. The scheme will be 50:50 between Central and State Government. An amount of Rs 118.591 lakh released to the implementing agencies (through Collector Anuppur & Dindori) / organisation after addition of State share. Implementing agencies carried out most of the work like Construction of Check Dam at Sailwar Mal & Ufri (02 nos), Promotion of improved variety of fruit plants and conserve. of rare and threatened species of medicinal plants at Village Kohka and Amarkantak, Development of Medicinal plant nursery, Plantation of RET plant, Causality replacement, Herbal garden and maintenance at Amarkantak, Installation of Solar LED lights (42 nos) & Lalten (21 nos) at Pipakutta and Jhanki, Construction of Slab Culvert at Jugdehi (01 nos), Fish culture and development in Johila Reservoir, Nature Camp for School Children at Amarkantak, Landuse/Landcover study of AABR (MP Part) area etc. against the released amount. The remaining work is under progress.

Management Action Plan of Rs 285.702 lakhs for Achanakmar-Amarkantak (MP Part) Biosphere Reserve for the year 2018-19 has been sent to MoEF & CC, GoI. Sanction awaited from the Ministry. 2.1.3 Panna Biosphere Reserve

Ministry of Environment, Forests & Climate Change, GoI sanction an amount of Rs 110.00 lakhs and released Rs 55.00 lakhs under Implementation of Management Action Plan for Panna Biosphere Reserve for the year 2015-16. The fund was received in financial year 2016-17. The scheme will be 50:50 between Central and State Government. A total amount of Rs 93.617 lakh released to the implementing agencies (through Collector Panna & Chhtarpur) / organisation after addition of State share under MAP-Panna BR: 2015-16. Implementing agencies carried out most of the work like Installation of Solar Pumps (05 nos), Construction of Ponds (03 nos), Organisation of Nature Camps (02 nos), Organisation of Animal Health Camps (40 nos), Landuse/Landcover Study using GIS technique of Panna BR area etc. against released amount. The remaining work is under progress.

Management Action Plan of Rs 248.090 lakhs for Panna Biosphere Reserve for the year 2018-19 has been sent to MoEF & CC, GoI. Sanction awaited from the Ministry.

2.1.4 Inclusion of Panna BR on UNESCO’s World Network of Biosphere Reserves

As per the direction of Ministry o Environment, Forest and Climate Change, GoI a draft report has been prepared for inclusion of Panna Biosphere Reserve on the World Network of Biosphere Reserves (WNBR) of UNESCO. The draft report was send to the concerned District Collector, link

departments/ organisations for suggestions/ comments. The draft WNBR report has been submitted to the Ministry for their suggestion/ comments. The report will be placed before the State Level Monitoring Committee and State Level Steering Committee for approval.

2.2 National River Conservation Plan (Central 70%, State 30% + Additional cost)

Ministry of Environment & Forest, Govt. of India has sanctioned project for pollution abatement and conservation of Mandakini River- Chitrakoot district Satna under National River Conservation Plan (NRCP). EPCO is the nodal agency for coordinating projects on behalf of GoMP. The project includes core works i.e. sewerage networking, I & D works drainage & sewerage, MPS, IPS, Pumping plants & Rising Mains and STP components and non-core works i.e. Low Cost Sanitation (LCS), Catchment Area Treatment, Bathing Ghat, Crematoria, Public Participation and Water Quality Monitoring. The core components are being implemented by Public Health Engineering Department and non-core components are being implemented by local municipal authorities.

Mandakini River, Chitrakoot District Satna: The revised total cost of Mandakini River scheme is Rs. 8.827 crore. The Central share of this project is Rs. 4.34 crores and the state share Rs. 4.49 crores. The scheme includes:

a) Non-core components: 02 Crematoria have been created (Pathra ward no. 13 & Chobepur ward no.14) in the Chitrakoot towns along with other works such as de-silting and cleaning of river Mandakini etc. Implementing Agency: Municipal Council, Chitrakoot, district Satna. b) Core components: Interception & Diversion works (Saryu, Pausini & Nagar Panchayat Nalla at joining place), Drainage & Sewerage, Main Pumping Station (MPS), Intermediate Pumping Station (IPS), Pumping Plants & Rising Mains (IPS to MPS & MPS to STP, total 1925.00 Mt. length. 600 mm dia D.I. Pipe) and Sewage Treatment Plant 4.70 mld based on Stabilisation Pond

technology. All works have been completed 100%. Trial awaited. Implementing Agency: Public Health Engineering Department, Khand Satna. 2.3 National Lake Conservation Plan (Central 60%, State 40% + Additional cost)

As per the NRCD, Ministry of Environment and Forest, Govt. of India has taken up environmental conservation and up gradation of urban lakes under the National Lake Conservation Plan (NLCP). Under the project, works like Nalla Interception and Diversion, Sewage Treatment Plant, Catchment Area Treatment for Prevention of soil erosion and siltation of lakes, abatement of non point sources of pollution, fringe area development etc are included. Under NLCP scheme Shivpuri lakes Shivpuri and Sindh Sagar Lake, Isagarh, District Ashok Nagar has been sanctioned by Ministry of Environment and Forest, Govt. of India.

1. Shivpuri lake, Shivpuri: The total revised cost of Shivpuri lakes scheme is Rs. 92.00 crore. The Central share of this project Rs. 29.04 crores and the state share Rs. 62.96 crores. The scheme includes: a) Non-core components: De-weeding, De-silting, Catchment Area Treatment, Lake Front Development, Bathing Ghats, Low Cost Sanitation/toilet, Chain link fencing, Floating fountain, Monitoring of waste water quality, Public participation works have been completed. Implementing Agency: Municipal Council, Shivpuri. b) Core components: Sewage networking work 86% and 72% civil works done of Sewage Treatment Plant rest is in progress. Implementing Agency: Public Health Engineering Department, Khand Shivpuri (M.P.)

2. Sindh Sagar lake Isagarh, Ashoknagar: The total sanctioned cost of Rs.10.78 crore for Environmental Improvement and Conservation of Sindh Sagar Lake at Isagarh, District Ashoknagar. The Central share of this project Rs. 6.47 crore and the state share Rs. 4.31 crore. The Central government has released an amount of Rs. 2.50 crore & state share of Rs. 4.31 crore to EPCO. Implementing Agency: Municipal Corporation Isagarh District Ashoknagar. The scheme includes: a) Non Core components: Idol emersion near Karbala 99.98% work has been completed. Bathing Ghats, Development of park, Development of fisheries, Public Toilets, Boating facilities, Fencing -1 (Near Plantation), Fencing -2 (On retaining wall), Footpath on Earthen Bund, Public awareness & participation and Water quality monitoring work is in under progress. b) Core components: Retaining Structure (strengthening/ repairing of retaining wall 337 m & 192.95 m) 99.98% has been completed. Interception & Diversion works, Waste Water treatment (33.12%), De-weeding, De-silting, Storm water management, Catchment area treatment (17.11%) etc work is in under progress. 2.4 National Wetland Conservation Scheme (Central 60%, State 40%+ Additional cost)

The Ministry of Environment, Forest and Climate Change, Government of India, has approved the project for protection and up-gradation of wetlands of the state under the National Wetland Conservation Scheme. The scheme includes works like fencing, plantation, floating fountain; human resources development and institutional strengthening. State Government of M.P. has declared EPCO as Nodal agency for the scheme. All components are being implemented by local municipal authorities.

1. Sirpur Lake, Indore : Ministry of Environment, Forest and Climate Change, Government of India has identified Sirpur Lake Indore as Wetland of National Importance. As per directions of GoI, EPCO has submitted DPR (6.95 crore) of Sirpur wetland Indore for financial assistance. In response to above, Government of India has Sanctioned Annual Management Action Plan (FY-(2012-13) for Rs. 0.60 crores (100% GoI). The Utilitization Certificate (Rs. 0.60 crores) have been sent to GoI. In 2nd phase Annual Management Action Plan, an amount of Rs. 1.54 crore has been sanctioned for the financial year 2017-18. The Central government has released an amount of Rs. 0.92 crore & state government has released state share of Rs. 0.62 crore to EPCO. In 3rd phase Annual Management Action Plan, an amount of Rs. 275.41 lakhs has been sanctioned in the financial year 2018-19. The GoI has released an amount Rs. 168.246 lakhs & state govt. has released an amount of Rs. 112.64 to State Wetland Authority, EPCO. Under this annual plan the works includes Fencing, Construction of Catchment Area Treatment, Creation of Buffer Zone, Island Development, Promotion of Aquaculture, Channelization & De-silting, Installation of Fountain, De- weeding, Construction of Watch Tower and Interpretation center for education. The above works have been almost completed & UC will be send to MoEF & CC. 2. , Bhopal :

The Government of India, MoEF &CC has sanctioned Annual Management Action Plan for Bhoj Wetland (Ramsar Site) Bhopal an amount of Rs 432.03 lakhs. GoI has released an amount of Rs 200.00 lakhs out of 60 % central share Rs 259.22 lakhs for FY-2018-19 and State share will be Rs 172.81

lakhs. State Wetland Authority, EPCO has sent proposal for SFC to State Government. The State wetland Authority, EPCO is Nodal Agency and Municipal Corporation Bhopal is implementing Agency for this project. The Annual Plan will be considered in FY-2019-20. Under this Annual Plan the activities includes are supplying, Installation and Commissioning of Fountains for aeration and beautification purpose, Removing of Solid waste Material like silt Etc. comes through Nallahs, Construction and repairing work of Old Ghats/Visharjan Kunds/ Boundary wall etc. Estimate for development of fringe area of from Professor Colony to Dandi Park, Providing and installation of Fiberglass Reinforced Plastic (F.R.P.) Hut and Supply of equipments for Jeevan Rakshak Dal, Procurement and Installation of Garbage Mild Stone Containers capacity 1.10 cum and Modern syntax Dustbin, Providing and fixing decorative lights at Lower lake, Supplying and installation of MS with Wooden frame benches and Monitoring of Upper lake by Modern technology of remote sensing Mono High-Medium resolution satellite imagery KOMPSAT-3A Product + Resolution 55 cm, Natural colour 55 cm 4 – Band PS55CM pan + 2.2 m MS.

2.5 Consultancy Service

The professional studies and consultancy cell provides consultancy services in environment related areas to enhance the activities and to make organization self sustainable. Detailed project report is being prepared on various subjects by Consultancy Cell. Environmental management plans are prepared for environmental monitoring and evaluation of many important environmental projects. During year, following major works were undertaken :

• Initial Environmental Examination Report (IEE), Resettlement Plan (RP), Social Monitoring Report (SMR) and Environment Monitoring Report (EMC) of Sub project- Feeder Separation prepared by EPCO for Madhya Pradesh Kshetra Vidyut Vitran Company Ltd. under Asian Development Bank (ADB) Loan No. 2764 and 2830 IND: Madhya Pradesh Energy Efficiency Improvement (Investment Program- Tranche-1 and 2). Similarly, IEE, RP, SMR and EMR of subproject- Construction of New 33/11 KV Substations, Installation of 33 KV Lines, 11 KV Lines and 11 KV 1500 KVAR Capacitor Bank prepared by EPCO for MPMKVVCL under ADB Loan No. 3066 IND: Madhya Pradesh Power Distribution System Improvement Project. • Preparation of Master plan of Zoo rescue centre of White Tiger Safari, Mukundpur District Satna (M.P.). Under this project stage I to III works have been completed.

2.6 Indira Gandhi Fellowship

Indira Gandhi Fellowship is a prestigious fellowship of Govt. of Madhya Pradesh. This fellowship is awarded every year to the residents of the State by Govt. through EPCO for conducting research in the field of environment. The objective of the fellowship is to promote the research study on Environmental Conservation and Management in the state.

The selection of the candidate is done by Standing Committee on recommendation of the Jury nominated by EPCO. Hon’ble Chief Minister is the president of the Standing Committee. Rs. 25,000/- per month for two years and a maximum total amount of Rs. 1.0 lakh as contingency grant is given to the fellowship awardee for carrying out the research work.

The fellowship is awarded every year since 1990-91. The fellowship has been awarded to about 11 students/researchers till the year of 2017-18. 2.7 Chief Minister's Scholarship for PhD on Climate Change

SKMCCC is anchoring & coordinating a prestigious scheme of Chief Minister's Scholarship for PhD on Climate Change, making MP one of the leading states in the country. This scholarship has been set up in 12 premier universities / research institutes located in Madhya Pradesh viz. IIFM Bhopal; MANIT Bhopal; SPA Bhopal; IISER, Bhopal; IIT Indore; IIM Indore; Vikram University, Ujjain; JNKVV Jabalpur; IIITM Gwalior; TFRI Jabalpur; RVSKVV Gwalior and Dr. Hari Singh Gour Central University

2.8 Training & Awareness Activities

During the year, various educational and training programmes were organized, including programmes to commemorate environmental occasions to fulfill the objectives of the organization. As per approved policy, this year EPCO had sanctioned grant to 60 organizations for organizing district, state, national & inter-national level programmes on different environmental issues. These organizations have organized such programmes in different parts of the state. This is in addition to such activities organized under other projects like NGC, Biosphere Reserve, Climate Change, etc.

2.9 Institute of Environmental Studies

EPCO Institute of Environmental Studies (EIES) of EPCO is implementing a Post Graduate Diploma on Environment Management (PGDEM) since 2011-2012. The course has been designed to familiarize the students about various environmental issues and key challenges, rules and acts for environmental conservation, solid and liquid waste management, EIAs, pollution and environmental quality management etc. Because of its uniqueness, the course has proved to be of immense use for the people desired to obtain jobs in industries, laboratories, academic institutes, social welfare organization, environmental legal cells, ETPs, STPs, WTPs and sanitation & hygiene sectors. In last couple of years students from

multidiscipline backgrounds including basic sciences, engineering, commerce & management, urban planning etc. have successfully completed their Post Graduate Diploma and many of them have already established themselves in various fields of their interests. In last three academic sessions i.e. from 2016-17 to 2018-19, about 125 students have successfully completed their Post Graduate Diploma from the institute. Besides conducting the PGDEM course, EIES has also been regularly organizing various short term training & capacity building programme for different target groups of the society. The mandate is to create a strong and effective pool of human resources involving students, teachers, college and university professors, administrators and common men through various educational activities, training and

environmental awareness programme, outreach activities, field exposures so as to produce an environment of ecological sustainability and social harmony towards development of the society. Till now more than 400 students have obtained their PG Diploma. Apart from this about 900 School Teachers, 800 College Students, 650 College Professors and representatives from reputed NGOs have successfully completed various training, capacity building and awareness programme being conducted by the Institute.

2.10 National Green Corps (NGC)

National Green Core (NGC) a nationwide initiative of the Ministry of Environment, Forest & Climate Change (MoEFCC), Government of India. EPCO is appointed as State Nodal Agency for NGC Scheme in M.P. by by Govt. of Madhya Pradesh. The objectives are: to impart knowledge; hands- on experience; requisite skills of observation, experimentation, survey, recording, analysis and reasoning for conserving the environment through various awareness and action oriented activities. All the NGC activities are implemented at three levels viz. Awareness, Observation, Documentation & Action Projects.

The total of 12,750 Ecoclub schools 100 Colleges have been set up in all 51 districts of M.P and an annual grant of Rs.5000/- is being provided to each Ecoclubs from MoEF&CC. Under the scheme EPCO conducted training programmes for Master trainers, Quiz masters and district specific Ecoclub Incharge teachers training. Coordination, monitoring and evaluation with different departments along with implementation of environmental activities with schools at grass root with the aim to build cadres of young children working towards environmental conservation for a more secure and sustainable planet.

Following activities have been organised during 2018-19:

A) State Level Events: • State Level Workshop: One day state level workshop was organised at EPCO, Bhopal. for Master Trainer & Quiz Master at EPCO Auditorium, Bhopal on 24 September, 2018. • Sate Level Mowgli Bal Utsav: Quiz Competition for Students & Teachers and facilitate participants during Nature trail, Safari and tracking organised at 05 National Parks and Sanctuaries of M.P. Mementos and certificates were awarded to the winners. • National Nature Camping Programme (NNCP): Ministry of Environment, Forest and Climate Change initiated National Nature Camping Program (NNCP) for National Green Corps (NGC) Ecoclub students and teachers from 2018-19. Nature Camps has huge potential to trigger the sensitivity towards nature appreciation and conservation, leading to positive environmental actions at different levels. In this regard EPCO organised 16 Nature Camps at various National Parks and Sanctuaries of Madhya Pradesh. • Capacity Building Programme: The objective of the Capacity Building programme is to support Ecoclub activities and to impart skills to students and teachers of Eco-club on various thematic areas like: Different schemes of MoEFCC under EATT Module; Bio-diversity conservation; Waste Management and concept of 4Rs – Reduce, Reuse, Recycle & Recover; Water and Energy Conservation; Climate Change related issues with focus on Adaptation and Mitigation; Control of pollution Others - Swachhta etc. EPCO organised 04 Programs which includes 02 teachers training at Seoni & Balaghat and 02 Students programmes at Hoshangabad & Shajapur.

• Swachhta Action Plan: Under the Swachhta Action Plan EPCO implemented the activities at three levels. The first is through own by visiting schools and conducted activities viz. lectures, rally and prize distribution. At the second level the activities like lectures, workshops, rally, plantation, cleaning drives, hand washing, waste disposal, plantation, interaction with communities and mass pledges etc were conducted by Ecoclub Schools of Madhya Pradesh. At the third level EPCO selected 10 districts of M.P. and conducted Clean Air Campaign. The major activities at these districts were: Plantation Drive; Bring waste from Nature; Environmental Film Festival; ODF Awareness; Riverfront and water bodies Cleaning; Adoption of Natural areas where needs to clean up; Awareness on biodiversity, wildlife and plastic pollution; Other programmes -Training and Workshops Rallies, various competitions viz. drawing, slogan writing, swachhta quiz, Essay, poster making etc. B) District Events: • One Day District Level program: One day orientation programme on Education Sustainability - Water & Biodiversity for Eco club incharge teachers of Seoni and Balaghat district of M.P. was organised in collaboration with Earthian WIPRO. The objective is to implement action activities on water and biodiversity with students. After the successful implementation of activities a half day award ceremony was organised at both the places where certificate were distributed to the respective schools, teachers and students. • Globe Program- The Global Learning and Observations to Benefit the Environment (GLOBE) Program is an international science and education program that provides students and the public worldwide

with the opportunity to participate in data collection and the scientific process. One day workshop on topic "Country Mosquito Training" was organised at EPCO Bhopal where 50 teachers from 5 neighbouring districts of Bhopal (Bhopal, Sehore, Raisen, Hoshangabad & Vidisha) were participated. Dr. Ritesh Joshi, Joint Director, EE Division, MoEFCC addressed the participants on the GLOBE Programme. Shri Jitendra Singh Raje, Executive Director, EPCO was also present during the programme. • Monitoring of Eco club Schools: The monitoring of programme was conducted through three tier system. All the communication were circulated through emails, phones and whats app message. The District Education Officers (42 districts)/ Assistant commissioners, Tribal Work Department (09 Districts) conducted monitoring of Eco club from time to time. EPCO did random monitoring during the visit to the respective districts along with its other programme (eg. Swachhta Programme, NNCP and Capacity Building programme etc.). At Bhopal EPCO did monitoring of 26 schools. Apart this officials of MoEFCC also visits Eco clubs of M.P. to monitor the programme from time to time. C) Celebration of Environmental Days:

Chapter-3 M.P. STATE WETLAND AUTHORITY - EPCO

In compliances to Wetlands (Conservation & Management) Rules 2017, the Government of Madhya Pradesh has constituted State Wetland Authority vide order dated 02.01.2018. Hon’ble Minister of Environment, GoMP is Chairman and Chief Secretary of GoMP is Vice-Chairman. Environment Department is the Nodal Department and EPCO is Secretariat to the M.P. State Wetlands Authority. Executive Director, EPCO is Member Secretary of State Wetland Authority. 3.1 Inventory of Wetlands in M.P. • District-wise inventory of Wetlands of Madhya Pradesh (>2.25 ha) has been prepared by Madhya Pradesh State Wetland Authority, EPCO, Bhopal. The field verification by concerned district is in progress. • GIS Web Portal – Wetlands in M.P. In compliances to the Rule 5 (4) d, M.P. State Wetland Authority has prepared Wetlands Inventory of Madhya Pradesh having area > 2.25 ha. On this basis of wetlands inventory data provided by ISRO for Wetland Atlas prepared by them, GIS based Web portal has been designed and developed in coordination with MAP-IT, Bhopal. The Web Portal was inaugurated by Hon’ble Sh. Sajjan Singh Verma, Environment & P.W.D. Minister, GoMP on the occasion of World Wetlands Day-2nd February, 2019. The web portal Uniform Resource Locator (URL) is http://geoportal.mp.gov.in/epco/home.aspx or visit at www.epco.in. website. The Web Portal includes information of district/village wise wetlands of M.P. with details of area, coordinates, wetlands code, wetlands

boundary, drainage/river information along with basin, national and state highways, railways, administrative boundaries up to village level, habitation etc. The web portal is user friendly and very useful for local bodies, Govt. departments in making conservation plan & policy decisions. It is also very useful for researchers, educational institutes and general public. 3.2 Awareness programme To build and enhance the awareness for conservation of wetlands on the occasion of World Wetlands Day on 2nd February 2019, a series of awareness programme viz Drawing/ Painting, Open quiz, Bird watching, Wetland March, Article Writing competition etc. were organized for school and college students on 30th & 31st January 2019. In this year theme was “Wetlands & Climate Change”, students from different Govt School & College participated in the programme. In this series, one day Workshop on Wetlands & Climate Change was also organized on 2nd Feb. 2019 for different stakeholders departments, college & university teachers, research scholars, research Institutions etc.

Chapter-4

CLIMATE CHANGE CELL M.P. State Knowledge Management Centre on Climate Change (MP SKMCCC)

M.P. State Knowledge Management Centre on Climate Change (MP SKMCCC) has been established in EPCO. MP SKMCCC is one of the first Knowledge Management Centre on Climate Change in the country to be set up at the state level. SKMCCC has secured financial & technical support from Department of Science & Technology (DST), GoI for a period of 5 years starting from 2013-14 to 2018-19. SKMCCC is working in line with the National Mission for Strategic Knowledge on Climate Change (NMSKCC) and is also the state unit for NMSKCC. The objectives of SKMCCC are to integrate climate change concerns into development planning process through:-

• Connecting science with policy and practice • Carrying out research studies on climate change • Formulate and implement pilot projects on CC adaptation aspects • Organize Training and capacity building and awareness programs • Provide scholarships and internships to research scholars and students • Create Strategic Knowledge networks and institutional partnerships

4.1 Projects at SKMCCC

1. DST support to SKMCCC

Establishment of SKMCCC was mentioned in the Madhya Pradesh State Action Plan on Climate Change (MP SAPCC). SKMCCC functions with an

objective to create, collate, compile, synthesise and disseminate knowledge related to climate change in MP. In 2018-19, DST has granted a no-cost extension to the project for one year viz. for June 2018 to May 2019. EPCO has received Rs. 32.00 lakhs as the fourth tranche of grant in March 2019. DST has rated the progress of project & activities as "Excellent" in their review meetings. The progress reports, statement of expenditure and utilisation certificates have been presented to DST in March 2019.

A fresh project proposal worth Rs. 300.00 lakhs for next 5 year viz. FY 2019-24 has been submitted to DST for consideration of approval. The National Steering Committee meeting for the project is expected in later part of May 2019.

2. Enhancing Adaptive Capacity to Climate Change through Developing Climate Smart Villages in Three Vulnerable Districts of Madhya Pradesh

SKMCCC has formulated and implementing a project on developing 60 climate smart villages in three vulnerable districts of Madhya Pradesh, namely, Rajgarh, Satna and Sehore (20 villages each) and got it sanctioned by MoEFCC under National Adaptation Fund on Climate Change (NAFCC). An amount of INR 4.93 crores has been received by EPCO from NABARD, which is the National Implementing Entity. The execution of the project is being done in association with Department of Farmers Welfare & Agriculture Development, Govt. of MP. Further, release of grant of Rs. 12.93 crores has been requested from NABARD. The plan for April 2019- Sept 2019 has been submitted to NABARD and MoEFCC submitting the updated progress & status of the project. Glimpses of the project are:-

• Climate Smart Village Campaign Program

To create public awareness and to interact with farmer community "Kissan Sangoshtis" have been organised in all 60 villages of Rajgarh, Sehore, and Satna in which representatives from SKMCCC (EPCO), Agriculture Department and NABARD explained the farmers about the project activities. During the "Kissan sangoshti" details of various interventions such as construction of lined farm pond, distribution of drought tolerant seeds, usage of leaf colour chart, crop residue management, soil testing were given to farmers. Representatives from agriculture department motivated the farmers to adopt climate smart agricultural practices like direct seeded rice cultivation, alternate wetting, dry irrigation and browed bed furrow technique as this would help them to increase the productivity amid all the challenges of climate change. In addition to that detail information about the installation and benefits of weather stations in every village, advantages of agroforestry, zero tillage, and crop insurance were also explained and discussed with farmers. Major activities involved were as under:  Kissan sangoshti  Audio announcement through "Rath"  Installation of display board, sign board at village level, wall paintings  Distribution of informative leaflets

• Climate Smart Village Training Program

Training programs on Broad Bed Furrow, Direct seeding of rice cultivation and Leaf Color Chart have also been imparted to farmer communities of the project sites. A workshop with all the Kisan Didi and Kisan Mitra of the project villages was organised in Bhopal as a part of orientation towards the

project benefits and to introduce its importance while addressing their concerns regarding the project.

3. Enhancing Adaptive Capacity to Climate Change through Conservation of Traditional Water Supply Sources (Wells and Bawdies) of Indore City The project has been sanctioned under Climate Change Action Programme (CCAP) of MoEFCC. EPCO has received an amount of INR 4.16 crores from MoEFCC as grant-in-aid, and in turn, released an amount of INR 4.06 crores to Indore Municipal Corporation (IMC) for execution of project activities. We have requested for INR 83.00 lakhs from MoEFCC as last instalment of the project. The project envisages to get completed by Oct 2019. Work orders have been issued for all the 330 water sources by IMC and physical work has been completed in more than 180 sources. In addition, IMC has decided to restore all the 600+ sources falling within IMC limits using their own funds. Up-scaling of this project shows the commitment on the part of the govt. towards climate change adaptation and the success of pilot demonstration project. EPCO has been receiving requests from District Collectors of many districts for providing technical support to replicate similar project which shows the potential of the project in reducing the impacts and enhancing adaptive capacity to climate change.

4. EPCO-UNDP Project Phase-III

This project is the phase–III of the sustained partnership with UNDP. MoEFCC has identified three Indian states where UNDP in collaboration with SDC is supporting a project on strengthening three states (Madhya Pradesh, Sikkim and ) for the implementation of the SAPCC. The project in MP aims to assist the State on climate change in the implementation of the SAPCC with focus on water sector. Following activities as part of the project outcomes have been carried out in 2018-19:-

Outcome 1: Capacities of state authorities to plan implement SAPCC’s enhanced in the three states • Training modules developed for Climate Change Vulnerability & Adaptation planning in Water Sector and Climate Finance and imparted "Training of Trainer" program on Climate Change Vulnerability Assessment and Climate finance. • Technical assistance for developing project proposal on conservation of traditional water supply sources of Burhanpur. The DPR has been accorded approval by MoEFCC under Climate Change Action Programme, Government of India • Technical support for developing Environmental Mission (Sanjay Gandhi Paryavaran Mission) of the state • Training has been imparted to 12 government officials from MPWRD for mainstreaming climate change in the DPR preparation of Medium Irrigation projects guidance document.

Outcome 2: SAPCC’s operationalized and communities benefitted from climate actions

o Implemented Climate Action pilot projects in the State - Implemented the project on Participatory Ground Water Management in Ratlam and Burhanpur (demand and supply side interventions). The details of the project are as follows:- . Supply Side Interventions: a) Sub-surface recharge structures: After detailed scientific geo hydrological investigations, artificial groundwater recharge measures such as Vertical Recharge Shafts, Defunct Borewell recharge, Soil Aquifer Recharge etc. have been demonstrated in the project area.

b) Surface recharge structures: Gabion structures (20) and Loose Boulder structures (6) were constructed to control silt load and increase water accumulation at the artificial recharge structures. In addition, along with the Gram Panchayat and Watershed Committee potential stop dam sites were identified and proposed under MNREGA scheme for the convergence in both the Gram Panchayats.

o Demand Side Management: a) Measures for Optimum Groundwater: Water use efficiency, Crop Water Budgeting etc. have been successfully demonstrated to strengthen the concept of shared aquifer management, reduce evapotranspiration losses and to improve irrigation water scheduling. b) Sustainable Agriculture Practices: Sustainable agriculture practices were demonstrated to improve soil health, minimize water use, better soil moisture management and reduce risks from climate variability. c) Institution Building on PGWM: Enabling environment for Climate Action Plan implementation has been created through strengthening scientific groundwater management and capacity building activities offering a package of practices on PGWM. Community groups, Gram Panchayats and Bhujal Jankars were trained on the Sustainable Agriculture and PGWM concepts such as Participatory Hydrological Monitoring, Crop Water Budgeting, Water efficient irrigation techniques, Climate Change Adaptation, System of Root Intensification, Integrated Nutrient and Pest Management etc.

• International expertise made available to the state for providing support in implementation of climate actions. Support provided by HELVETAS (Swiss consortium of Technical Experts) in the following activities:

o Developed guidance document on climate change mainstreaming in planning of Medium Scaled Irrigation projects

o Preparing DPR for accessing climate finance under NAFCC o Provided advisory support to modeling conceptualization in CCDSS

o Providing policy recommendation for mainstreaming climate change concerns in the ground water policy

Outcome 3: Experiences and approach of the project gained national and international visibility • Following training modules and manuals have been published as part of the project:

o PGWM Training modules for community level training o CCDSS Training modules (6) and Operational & Reference manuals are being prepared • Enhanced user-interface developed climate analytics and district vulnerability profiles to the climate change knowledge portal http://climatechange.mp.gov.in/ • Prepared Sectoral Policy briefs on Climate Change Vulnerability Assessment of the state

and prepared process documentation of the vertical recharge shaft’s implementation for artificial groundwater recharge.

5. Enhancing Adaptive Capacity to Climate Change through Conservation of Traditional Water Supply Sources (Wells and Bawdies) of Burhanpur City

MoEFCC has sanctioned EPCO's second project under Climate Change Action Programme worth Rs. 5.00 crores. MoEFCC has also released the 1st instalment of the grant of Rs. 2.50 crores. The specific objectives of the project are:-

• Inventorize traditional water supply sources (well, bawadies, etc.) of the Burhanpur • Promote traditional water conservation system by restoration and renovation of 71 traditional water storing bodies viz. wells and bawadies in Burhanpur • Expeditious implementation of catchment treatment of khundi bhandara network including activities such as plantation, grassland development, soil moisture conservation etc. • Rainwater harvesting and promote artificial recharge in areas near to traditional water bodies viz. wells and bawadies

• Facilitate community engagements for effective management of traditional water conservation system

Decision of further course of action in the project will be made in the ensuing meeting of Project Monitoring Committee to be chaired by Principal Secretary, GoMP, Department of Environment. The execution of the activities of the project will be carried out by Burhanpur Municipal Corporation (BMC) along with Forest Department, Burhanpur. The partial amount of Rs. 1,27,79,419/- would be released to Commissioner, BMC and partial amount of Rs. 97,53,500/- would be released to DFO, Burhanpur.

6. Development of Climate Smart Agricultural and Forest Communities using a Landscape approach in 3 blocks of Betul District of MP

The project concept note has been prepared for seeking support from National Adaptation Fund on Climate Change (NAFCC). The main objective of this project is to build the resilience of the ecosystem and small & marginal communities dependent on natural resources to sustain climatic variability and extremes. As part of EPCO-UNDP project, technical support for developing the DPR of the project is being receiving from UNDP. The consultant has presented the draft proposal before SKMCCC for developing the DPR of the project.

7. Increasing climate resilience of Nimadi breed in Barwani and Khargone districts of Madhya Pradesh

The project concept note has been prepared in association with Animal Husbandry Department for National Adaptation Fund on Climate Change (NAFCC) with an estimated cost of INR 25.00 crores with the following objectives:- i) To ensure sustainability of livestock production through scientific interventions assisted reproductive technologies, environment- friendly housing and measures for control of diseases ii) To ensure sustainability of incomes for small and marginal livestock farmers under on-going and projected warming scenario. It is envisaged that implementation of project activities may ensure fodder availability, climate resilient cattle sheds and nutritional supply which will lead to reproduction and enhanced milk production thereby reducing vulnerability to climate change.

4.2 Activities at SKMCCC

1. Revision of State Action Plan on Climate Change

Ministry of Environment, Forest & Climate change (MoEFCC) has advised the states to revisit & revise their respective State Action Plans on Climate Change (SAPCC) synergising with the Nationally Determined Contributions (NDCs). MoEFCC has also extended

support to all the states as well. In this context, the process of revising the MP SAPCC has been initiated. WRI India, GHG Platform India and UNDP have agreed to technically support the initiative. Inception meeting followed by Inception Workshop on 05-06 Feb 2019 have been organised. It has been envisaged that the revised MP SAPCC will be published and launched by Oct 2019 before the upcoming COP 25. 2. Faculty Development Program on Climate Change In compliance to the instructions of Her Excellency Governor of Madhya Pradesh, Faculty Development Programme on Climate Change is being jointly organised by MP CDM Agency & SKMCCC, EPCO. The trainings will be imparted on various aspects of climate change, environment and sustainable development to the faculties of 23 universities located in the state of Madhya Pradesh. Each batch of training program consists of 35-40 participants.

Till May 2019, we have received the confirmation from 9 universities 6

training programs have been conducted in Indore, Bhopal, Gwalior & Jabalpur. More programs will be conducted in the month of June-July 2019.

3. Gandhi Prasang On the occasion of 150th birth anniversary of Mahatma Gandhi, SKMCCC is organizing a series of programmes under the banner of ‘Gandhi Prasang’ from 02 October 2018 to 02 October 2019. The theme of the Gandhi Prasang is ‘Gandhian Philosophy viz-a-viz Sustainable Development, Environment Conservation, and Peace’. The key programmes part of Gandhi Prasang series are Gandhian Environmentalism Talk Series, Gandhian Eco- Philosophy Fellowship and National Symposium.

• Gandhian Environmentalism Talk Series: Talks are being hosted wherein practitioners and experts of Gandhian Philosophy and environment are invited to deliver public talks on the subject. EPCO has organized four such talks and will be continue to organize more of them uptill 02 October 2019.

• Gandhian Eco-Philosophy Fellowship :

SKMCCC has designed this fellowship program to offer an experience of deep study of the Gandhian Philosophy and its relevance in today’s environmental crisis. The programme is being conducted through vivid experiences from guided visits to sustainable project sites/villages, knowledge centers of Gandhian philosophy (Wardha, Sabarmati Ashram etc.), sessions with experts and scholars of Gandhian Philosophy which would lead towards writing a high quality research paper with high impact. The idea is to provide a platform that intends to support and stimulate scholarly deliberations on the relevance of Gandhian Philosophy in context of

sustainable development, environment and climate change. 17 applicants from all over the country were selected and inducted as associates under this fellowship programme. An orientation workshop has been organised with the fellows from 22-23 March 2019.

• National Symposium :

A national symposium on Understanding ‘Gandhian Philosophy viz-a-viz Sustainable Development, Environment Conservation, and Peace’ is being planned and will be organised in the month of October in 2019.

A special training certificate course on climate change has been launched by SKMCCC in March 2018 with an objective to develop a cadre of professionals on climate change. The course covers a range of issues on Climate Change, Environment and Sustainable Development.

The programme is advertised in newspapers and on knowledge portal and the applications are invited online. Applicants apply for the course from different parts of Madhya Pradesh and other states. Applications are shortlisted on the basis of a write-up, recommendation letter and qualifications by an independent committee. The shortlisted candidates are invited for interview in person or through video conferencing before eminent jury. Finally, suitable candidates are called to attend the course. The pedagogy of the course comprised 10 days of dedicated classroom sessions, field visit, and self-study assignments

followed by presentations. On successful completion, the participants are awarded certificates.

6. Preparation of Model District Development Plan of Dewas district

Swiss Agency for Development & Cooperation (SDC) has offered support to Madhya Pradesh state for preparing a Model District Development Plan of one of the 52 districts of the state. EPCO is coordinating the exercise at the state level. The services of IPE Global Research Ltd. have been engaged for this assignment by SDC. Looking at the vulnerability status and issues related to climate change & environment, Dewas district has been selected for the said task. CEO ZP, Dewas has nominated Regional Officer, MPPCB, Dewas as contact point for the entire coordination at district level. Currently, the data & information collection process is going on. A field visit along with the meetings with concerned authorities viz. District Collector, CEO ZP, Addl. Commissioner, Dewas Municipal Corporation, etc have been convened. District Collector, Dewas has also advised to organise a workshop with key stakeholders once the draft model district development plan is ready. The assignment is envisaged to be over by Oct 2019.

7. Climate Change Appreciation Course (CCAC)

Climate Change Appreciation Course (CCAC) was jointly organised by SKMCCC & MPCDM Agency on 16 & 20 August 2018. This course is an introductory course to climate change that covers broad range of topics related to climate change and environment. The training programme was attended by 33 participants of different backgrounds ranging from college students, research scholars, environment consultants, professors and media professionals. As a part of the course, a field visit was also organised for the participants to ‘Biogas Plant', Bittan Market, Bhopal, one of the initiatives under Bhopal Smart City project. This scheme is now also being linked to the Swachh Bharat Initiative where exemplary work has been showcased in the field of renewable energy based power generation.

8. MP Climate Change Knowledge Portal

For wider dissemination of climate change related information and meeting SKMCCC’s objectives, a bilingual, interactive & user friendly knowledge portal has been developed. The portal offers information, publications and other knowledge resources related to climate change issues of MP. The

portal is again in a phase of updation. UNDP has provided technical support to revamp the knowledge portal. The process is envisaged to get completed by June 2019.

The portal includes some unique features like dynamic analysis of observed & projected data, assessing vulnerabilities of districts, rainfall & temperature trends, strategies chalked out in SAPCC, dedicated section for kids involving short stories and activities for engaging and encouraging young minds. The portal has been hosted on the server of State Data Centre (SDC) with URL www.climatechange.mp.gov.in. The portal will be integrated with the climate dashboard being developed in association with World Resource Institute (WRI) shortly.

Chapter-5 PLANNING DIVISION

The Planning Division strives to attain a better environment for human beings through environmentally conscious micro-level planning and designing. The division provides services in the fields of architecture, urban design, urban planning, landscape designs, interiors, graphic design and structures and allied engineering services. The Division also has the advantage of being able to draw upon in-house expertise from other disciplines in the fields of ecology, water management, economic and social planning, environmental sciences and environmental management. The Division has full-fledged studious staffed by experienced professionals.

5.1 Architectural Services

Vallabh Bhavan Extension Complex Building

The five storied Vallabh Bhawan building was planned, looking to the then strength of Hon'ble Ministers/Secretaries/Officers and staff. But now after a long span of 50-55 years, there is a tremendous increase in number of Departments/Ministers, along with Officers and Ministerial staff in all cadres. Due to shortage of accommodation in Vallabh Bhawan, its expansion has become necessary. Therefore, the Government of M.P planned to build an extension complex building for the present Secretariat building, commonly known as Vallabh Bhawan in the same vicinity. EPCO was entrusted to provide architectural services and Capital project Administration was the executing agency.

The main criteria set for the project was that the overall design should merge aesthetically and harmoniously with existing Vallabh Bhavan, with a beautiful landscape in the whole complex. Architect was given liberty to

design anywhere in the vicinity of existing block but as per Bhopal master plan only & considering use of natural light, ventilation and balancing the skyline with latest principles & technology. M/s C.P. Kukreja Associates was selected as Consultant Architect for this prestigious project. The design of Extension Complex has been conceived as a state of the art, modern building with a sensitive blend of modern and traditional architecture and to reflect the majestic image that is associated with important Government Secretariat Office. The New Blocks are organized with Existing Block in such a manner that could provide a very high level of secured work environment in meeting with individual needs. Access to individual buildings blocks are also controlled for further security. The main planning features are : Integration of New Blocks with Existing Block with department-wise planning, Building blocks lighted from all the sides, segregated entries and drop-off for different users, Ample parking lots, Planned pedestrian movement, and Strong traditional architectural elements like Columns, Chajjas, Jaali, etc. The total built-up area is, 84000 sq.mtr approx. and the final project cost as per revised administrative approval accorded is approx. Rs. 600 crores. The project was completed in June 2018 and Inaugurated by Hon’ble CM in December 2018. With the completion & inauguration of new blocks, various departments' works have been shifted from Old - Existing block. It was therefore decided to Renovate/Redesign the existing block also, so as to provide similar type of facilities and interior designing as in the new blocks. EPCO was again entrusted to provide services and select an Architect Consultant. As per EPCO’s internal selection policy and in coordination with CPA, EPCO arranged for a Design Idea presentation to the committee constituted by stage government which was chaired by Chief Secretary. The Committee

finally selected M/s ARCONS, Bhopal as the Consultant Architect for Renovation/Upgradation etc. works of Existing old Vallabh Bhawan block in Sept. 2018. A Budget provision of Rs. 100 crores has been presently earmarked for this work. National Institute for Research in Environmental Health, Bhopal The Indian Council of Medical Research (Department of Health Research- Government of India) plans to develop & build infrastructure for the National Institute for Research in Environmental Health (NIREH) at Bhopal. The project will be executed by Gas Rahat Division of Capital Project Administration Bhopal, and the project cost is approximately Rs. 96.00 corers. On behalf of NIREH, EPCO invited Concept Design proposals from 7 short listed empanelled Architectural firms and selected the Architect Consultant, M/s ARCONS, Bhopal for the project. The Land available for this is 20.0 acres at Bhauri, Bhopal and the Main Campus of NIREH is designed as a high performance, low maintenance, and cost effective, biomedical research centre. A site sensitive, functionally appropriate, architectural design has been generated with buildings based on spatial criteria specified. The campus provides for high class Laboratory blocks and an Animal House enveloped by green wall acting as a natural insulation regulating the temperature within the labs. The labs are supported by Admin Block, Auditorium, Library, Residential and Service Block. Adequate parking spaces with green roofs have been designed. Sewage treatment plant, Photo voltaic roof top generation system, solar water heaters, and Energy efficient equipments are an inherent part of the campus. The final layout design for NIREH Complex has been developed according to best green building design principles to maximize energy savings and achieve sustainable goals.

The total built-up area is 26360 sqm. and the project cost is approx. 126.33 crores. The construction work of all blocks has started on site and are in progress. 100 chamber District Court Building, Jabalpur The existing district court building at Jabalpur is very old and in dilapidated state and no extension/modification was possible. For new building; which has to be of 100 court room, site was finalized in PSM Campus Jabalpur. EPCO floated EoI and through its selection process selected M/s Suresh Goel & Associates, New Delhi for the project. Concept plan was finalized after detail discussion with official of Hon. High Court Jabalpur in July 2013. The Design comprises of mainly 4 blocks which includes Administrative block, Annexi cum MLCP & Lockup block, Auditorium block and Facilities block. DPR was prepared and administrative approval of Rs. 157.05 crores was accorded in August 2013. Contractor of the project was M/s Montecorlo, Ahmedabad. The project was completed and inaugurated by Hon. Chief Justice of India in June 2018. Vikas Bhawan, Bhopal Panchayat and Rural Development department of MP comprises of various offices for various project schemes and all these are located at various places. To bring all these offices under one roof a site was finalized at Arera Hills. Requirements of these various scheme offices were collected and provided to EPCO for selecting an architectural firm. EPCO through its internal process selected M/s Mehta & Associates, Indore for the project. After rigorous discussion with deferent departments and client the concept design of estimated cost of Rs. 80 crores is finalized by the department, though administrative approval of Rs. 53.38 crores is only accorded in first

phase. DPR for balance work was also prepared and submitted but revised AA is awaited. The construction work is progress at site. Auditorium & Staff Quarters at Raj Bhawan premises, Bhopal A need of Auditorium & other works was felt by Raj Bhawan authorities and EPCO was entrusted to provide architectural consultancy. As per EPCO's internal policy M/s Shailendra Sharma & Associates, Bhopal was selected in May 2013. Construction of Auditorium block with enhanced cost of Rs. 9.14 crores is near completion, while VIP Guest House was Completed/Inaugurated in April 2015 only. Also requirement of various staff quarters was received & Design – DPR costing Rs. 10.92 crores was approved in June 2018 only. The Phase-I work of staff quarters is also in progress on site. Atal Bihari Vajpayee Hindi Vishvavidhyalaya, Bhopal. Atal Bihari Vajpayee Hindi Vishvavidhyalaya, Bhopal (ABVHV, Bhopal) has been established at Bhopal and now plans to build its own University Campus. The Government of Madhya Pradesh has allotted a land of about 50.00 acres at Mugalia Kot, tehsil Hujur, Bhopal. Capital Project Administration is the Executing Agency. EPCO has been entrusted to select an Architectural Consultant and provide comprehensive architectural services for the project. For this EPCO has conducted an open architectural design competition, in which selection committee of EPCO has selected M/s. Mehta and Associates, Indore as the Architect for the above mentioned project on November 2014. The Concept Design is approved by University authorities and Chief Secretary which will be constructed in phases. Total Built up Area of Phase-I project is 57916 sq.mt. with estimated cost is 46.36 crores (as per Administrative Approval accorded). Construction at site is in progress and near completion.

Shaurya Smarak at Arera Hills, Bhopal

The Govt of M.P. had planned to build in the State Capital Bhopal to commemorate and honor the memory of those who have laid down their lives in the service of the Nation. The Memorial has been built near Chinar Park on 12.67 acres of land. The built up area of the project is 8000 sq.m. approx. and the construction cost is Rs. 36.00 crores approximately. Shaurya Smark has been constructed on the initiative of our Hon'ble CM, Shri Shivraj Singh Chauhan. EPCO, working under Environment Department, was entrusted with the job of designing this project. Thereafter, EPCO had selected the based firm, M/s UCJ architecture & environment by conducting a National Level Competition. The Memorial was inaugurated by the Hon'ble Prime Minister of Indian, Shri Narendra Modiji on 14th October 2016. After inauguration, due to incoming of large crowd of visitors, the Culture Department felt the need to include some additional requirements such as ticket counter, baggage scanner, intercom, HHMD, DFMD, CCTV Camera, extra seating facility near cafeteria for excess visitors along with additional toilet facility, 4- wheeler/2-wheeler parking, barricading for stambh and sculptures, compost pit, UG Tank, Canopy above museum entrance, etc. Approval is awaited for all these additional works. Tender drawings for these additional works are ready with the Consultant for inviting tenders. New Van Bhawan Complex at Main Road no. 2, Tulsi Nagar, Bhopal Forest deptt, Govt. of M.P. intends to develop ‘New Van Bhawan Complex’ at Tulsi Nagar, Bhopal to accommodate 4 major existing offices of the deptt. viz.: 1. M.P. Forest Deptt including Chief, Wild Life Urban Office (MPFD, Major Office).

2. M.P. Minor Forest Produce Federation. 3. M.P. Rajya Van Vikas Nigam 4. M.P. Eco-Tourism Board These wings are located at different places in the capital. To streamline & to improve interactions within the department, in future, all the 4 wings are proposed to be accommodated at one place. This shall further add to the visibility of their existence. The proposed site admeasures an area of about 4.72 hectares. The architecture is expected to be a landmark of the city in continuity of its age old harmony, serenity & simplicity. Consultant Architect, M/S In FORM Architects, Bangalore was selected through Limited Competition, by inviting design ideas from the Architects of National repute. Proper distribution of built form, skyline balancing, development of open spaces, energy efficiency and green technology in terms of materials, planning practices, etc are part of the designing of New Van Bhawan. As per the revised estimates, cost of the project is Rs 86.78 crores approx. for an area of about 28,000sqm. Construction of Van Bhawan started in March 2014. Work of all blocks is in progress on site. Cost has increased due to many changes that had to be done because of unforeseen conditions of existing site. Cabinet approval is yet to be sought on revised cost of Rs. 182.00 crores approx. School of Good Governance & Policy Analysis, “Sushasan Bhawan”, Bhopal Director General of School of Good Governance and Policy Analysis had envisaged developing a new Institution of their own, near Prempura Ghat, Bhadbhada Road with a vision to provide equal opportunity to all through Good Governance, geared to improve the quality of lives of people. KAIR (Knowledge and Information Repository) Block is the focus of the

Institution. Other related facilities such as Guesthouse, D.G’s and Directors’ bungalows and residences for employees were in the proposed program to be taken up in the 2nd phase. EPCO had selected the Architect Consultant, M/s ARCONS, Bhopal for this project through a Limited Competition. Phase-I work was completed long back. Phase-II works have been completed and handed over recently. The total cost of project is Rs. 24.00 crores approx. Some additional works of interiors and renovation have been proposed for which DPR has been submitted. 1500 capacity New Auditorium at Ravindra Bhawan Parisar, Bhopal. During the Bhoomi-Poojan of 1000 capacity auditorium at Ravindra Bhawan Parisar on Madhya Pradesh Foundation Day, 1st November 2015, Hon'ble CM had announced to convert it into 1500 capacity auditorium. To hold various programmes of different stature such as Conferences, Seminars, Cultural programs, workshop etc., 1500 capacity auditorium is under construction. Convention Centre and Meeting halls of different capacities have been proposed in the basement (lower ground floor). Estimated Cost of the project is Rs. 33.00 crores approximately. Construction is in progress on site. Rajswa Bhawan, Gwalior The Architectural Consultancy Services of Rajswa Bhawan, Gwalior is being provided by EPCO. The proposed project is a construction of Composite office complex for Commissioner, Land Records & Settlements and Revenue Board Gwalior / Chambal division Gwalior. The Site is situated in village Mahalgaon near Raja Man Singh College and Dr. Ambedkar Polytechnique College, Gwalior. The Project cost is Rs. 60.83crores. The Execution work is under progress.

Architectural services for Building Works to be executed by P.I.U, PWD (Projects of Health & Tribal deptt.) EPCO had been entrusted with the job of providing architectural services to M.P PWD for all works of newly constructed cell of P.I.U, after March 2011. EPCO had been assigned with the task of various projects of Health Deptt. under the grant of 13th Finance Commission & 11 Eklavya Model Residential Schools for Tribal department (total 81 projects) to be executed by the PIU PWD, costing Rs 365 crores approximately. These works had been distributed among 30 Architects of M.P. empanelled with EPCO. There were 4 components including construction of Trauma Centre, Maternity wing, PICU & Microbiology lab in each District Hospital and cost varied between Rs 4.00 to Rs 5.00 crores for each hospital. Work of many district hospitals has been completed and rest of them are in progress on site. In few district Hospitals scope of work had been expanded as per the requirement of health department, thereby increasing the cost. Later on MCH Bhawans of 60-bedded/100-bedded, costing Rs. 5.85 crores and Rs. 9.75 crores respectively were also proposed at 9 districts which were required to be integrated with the maternity. Most of the works have been completed. Medical College Projects

The Medical Education Department of Madhya Pradesh intended to Strengthen and upgrade existing Government Medical Colleges all over M.P. because of seats enhancement in post graduation courses and construction of new wards. The Project was allotted to EPCO through PIU, PWD. The various projects of these Medical Colleges undertaken by EPCO were allotted to various National leaves Architectural firms by the selection Committee of EPCO are as follows:

1) Upgradation of Maharaja Tukojirao Holkar (MTH) hospital campus, Indore – The various blocks/ wards proposed are MTH Hospital Block, Admin Block, Residential Block have been proposed in MTH campus in which the Architectural Consultancy are being provided by EPCO through the Architectural firm—“Prem Chaudhary and Associates”, New-Delhi . The total cost of the project is 17.00 crores. The project expansion is under consideration. The execution on the site is in process. 2) Construction of 1000 seated Auditorium at MGM hospital Campus Indore An Auditorium of 1000 seater capacity is proposed in MGM College Campus, which will be used by the college students. The Architectural services for this project are being provided by Architectural Firm “Behal Joshi and Associates”, New-Delhi. The Civil work of the project in nearing completion. For the interior works, section is awaited from PIU, PWD the estimate have been submitted. Proposed Administrative and Cultural Centre Building for Tribal Affairs Department, Bhopal.

The project for Tribal Affairs Department consists of Administrative Building for the staff, Art and Craft gallery, display space for exhibits along with Cultural Centre for 200 persons seating capacity. This work is being carried out by EPCO in which M/s Shailendra Sharma & Associates, Bhopal is the Consultant Architect.

The site is at Arera Hills with an area of approx. 1.50 hectares adjoining “Chief Election Commission Office” building and “NVDA Office” building. The project cost is around Rs. 18.50 crores in the first phase.

Five factors which have been taken into consideration while designing this building are as follows: 1. Natural light 2. Quiet working spaces 3. Bright colors 4. Live indoor plants 5. Outside view while working inside The design includes clusters of independent blocks formed around a common focal point, Central Water Body reminiscent of Historical buildings of M.P. Murals & Tribal Art works adorn the building. Zoning of building blocks have been done with respect to the site contours and existing vegetation to ensure bare minimum disturbance to the existing topography/setting of the site. 5.2 Engineering Services

• Project Management Consultancy:

Extension of Mantralaya Bhawan Project Management Consultancy (PMC) for extension of Mantralaya Bhawan, Bhopal is being provided by EPCO. Cost of this project is Rs. 395 Cr. Project has been completed.

SQC of Vikas Bhawan Supervision and quality control services for Vikas Bhawan Complex are being provided by EPCO. Cost of this project is about Rs. 70 Cr. Work is in progress.

Global Skill Park, Bhopal Supervision and quality control services for Global Skill Park was provided by EPCO. Cost of the project is about Rs. 26 Cr. the project has been completed.

New MLA Rest House, Bhopal Agreement for Project Management Consultancy (PMC) for proposed New MLA Flats at Bhopal, has been signed. Estimated cost of this project is Rs. 160 Cr.

Supervision & Quality Control Consultancy EPCO has provided Supervision & Quality Control Consultancy services through empanelled project management consultants for various buildings of MPPWD. Total cost of the project is about Rs. 1000 Cr.

• Construction of Green Buildings:

Vallabh Bhawan Extentin Complex Building, Bhopal Extension of Mantralaya Bhawan building, costing to Rs. 395 Cr. has been conceptualized on Green Building concept. It will be first green rated building in Govt. sector. After completion of project green rating for this building shall be obtained from GRIHA.

Projects of MPPWD: Structural vetting of various construction projects, being constructed by MPPWD, is being done by EPCO. Cost of these projects is about Rs. 1000 Cr. Work is in progress. Apart from above structural vetting work, structural designing work of various in house projects of EPCO is also being done.

• Conservation of Urban Water Bodies (CUW) :

The condition of Urban Water Bodies are degrading day by day due to lack of maintenance causing Scarcity of water in the state. To conserve, preserve, beautify and manage Urban Water Bodies for well being and Environmental upgradation of Urban Water Bodies Conservation of Urban Water Bodies (CUW) project has been started. During year 2018-19, eight projects costing Rs. 354.62 Lac has been sanctioned by EPCO and an amount of Rs. 219.72 Lac was made available to implementing agencies

• Preparation of DSoR:

The State Archieves and Museums Department had engaged EPCO to prepare DSoR for conservation and restoration of heritage buildings situated in the State. The DSoR has been prepared and submitted to the client Department.

• Shivna River, Mandsour:

The State Government has engaged EPCO to prepare DPR for cleaning and enviornmental upgradation of Shivna River in Mandsour. Preliminery informations for preparation of DPR are being collected.

• Renovation of Jal Tarang:

Tender for renovation of Jal Tarang Interpretation Centre was issued. Process to finalized the Tender is in progress.

• Green Building Knowledge Centre:

Construction sector is growing rapidly in India causing a rapid rise in energy demand. Buildings alone contribute to about 40% of total Green house gas emission. Thus it is critical to contain energy used and heat trapping emissions produced by buildings to arrest global climate change. Green building addresses the above concern effectively.

With the objective to popularise construction of green building in Madhya Pradesh and make it acceptable to the society, it is proposed to establish a Green Building Knowledge Centre in EPCO.

• Other Achievement:

To utilize non conventional energy source, Roof Top Solar Photovoltaic Power Plant of 50 KW capacity has been installed at EPCO office Building.

In line with the intentions of the Government a happiness cell has been constituted in EPCO. This cell has been organized various entertaining programme to provide stress free work environment to EPCO's employees.

• Simhastha 2028:

Government of Madhya Pradesh had engaged EPCO as Nodal agency to Prepare Comprehensive Mela Plan (CMP) for Simhastha 2016 at Ujjain. Comprehensive Mela plan was prepared by EPCO and accordingly infrastructure were developed. Simhastha 2016 was organized successfully. Looking to the unprecedented success of this Mela EPCO has posed a proposal to the State Government to prepare Mela Plan of Simhastha 2028.

STATE LEVEL ENVIRONMENT IMPACT ASSESSMENT AUTHORITY (SEIAA)

Prior Environmental Clearance - SEIAA

The Ministry of Environment & Forests GoI (vide SO1533) has issued Environment Impact Assessment Notification on 14.09.2006 under Environment Protection Act, 1986. Under this certain restriction and provision on new project or activities, or expansion or modernization of existing projects or activities based on their potential environmental impacts as indicated in the Schedule to the notification require Prior Environmental Clearances.

An application seeking prior Environmental Clearance in all cases shall be made by the project proponent online in prescribed forms. The environmental clearance process for new projects will comprise of 4 stages i.e. screening, scooping, public consultation and appraisal. The first stage will entail the scrutiny of an application seeking prior environmental clearance and scooping refers to the process to determine detailed and comprehensive terms of reference addressing all relevant environment concerns for the preparation of an Environmental Impact Assessment (EIA). Public consultation refers to the process by which the concerns of local effected persons and others who have plausible stake in the environmental impact of the project or activities are ascertained with a view to taking into account all the material concerns in the project or activity design as appropriate. Appraisal means the detailed scrutiny by SEAC.

As per above notification, MoEF&CC, GoI has so far constituted three SEIAA/SEAC each of three years duration from the year 2008 to 2017, In

continuation to this Ministry of Environment, Forest & Climate Change, GoI, constituted Fourth State Level Environment Impact Assessment Authority (SEIAA), Madhya Pradesh, comprising of three numbers namely Chairman, Member and Member Secretary vide notification SO 3288(E) on 10.10.2017. To assist the Authority, the Central Government in consultation with State Government of Madhya Pradesh also constituted State Level Expert Appraisal Committee (SEAC), Madhya Pradesh having nine members including Chairman and Member Secretary.

Accordingly, Environment Department, Govt. of Madhya Pradesh vide order no. F-5-1/201/18-5 dated 13.10.2017 constituted SEIAA & SEAC. The Executive Director, EPCO is the Member Secretary of SEIAA while Member Secretary, M.P. Pollution Control Board is the Member Secretary of SEAC.

Under the schedule of the EIA Notification 14.09.2006, all the Prior Environmental Clearances for the projects falling under category "B" is decided by M.P.SEIAA on the basis of the recommendation of SEAC.

A total of 6069 cases have been registered for prior Environmental Clearance, out of this, 399 new cases were registered during the current financial year. For prior EC, 53 SEIAA meetings and 45 SEAC meetings were held during the financial year 2018-2019.

EPCO has its own computer lab along with Local Area Network using Wi-fi technology. The cell maintains the website of organization i.e. www.epco.in as well as web site for MPSEIAA (Madhya Pradesh State Level Environment Impact Assessment Authority) i.e. www.mpseiaa.nic.in. The activities of the EPCO displayed through its website of the organization.

7.4 Documentation cum Library

EPCO documentation is an ambitious concept combining a multidisciplinary library computerized documentation and reprographic facilities. The division compiled and edited various publications of the organization including Annual Report Year 2017-18 as well as Prashasnik Prativedan Year 2017-18 of Department of Environmental, GoMP, besides compiling the information according to the need from time to time. Division also scanned the Environmental News items from various Newspapers and maintained the clippings after the perusal of higher level officers.

Our Library had a total collection of 5164 volumes as on 31.03.2019 covering a comprehensive array of environment and its related subjects. More than 17 national journals and 6 magazines were subscribed during the year. There is also a collection of 53 video films, 326 slides and 118 CDs depicting important and interesting environmental and ecological aspects. During the year several students and researchers of the universities, colleges, schools and various institutions, besides EPCO officials were benefited from the library.

INNOVATIVE APPROACH FOR ENVIRNMENTAL CONSERVATION

8.1 Green Ganesh Campaign :

To reduce the pollution in water resources due to idol immersion, EPCO has started the Green Ganesh Campaign since 2016. Under this campaign Ganesh Idols are prepared by earth soil instead of conventional Plaster of Paris (Pop) and decorated with natural colours. Students, Teachers and General Public are made aware about the advantages of small sized idols over big sized idols.

Main objective of the campaign is to sensitise common people, especially school going children about the pollution caused by idol immersion in water bodies. Also, this campaign sends out a message for non usage of harmful chemical colours and use of small sized Ganesh idols.

Green Ganesh Campaign has been conducting regular training and workshops at public places and different educational institutions from last three years for students, teachers and general public.

8.2 Waste Paper Recycling Unit

EPCO has set up a waste paper recycling unit in the Paryavaran Parisar. The basic purpose of the paper recycling plant is to demonstrate the possibility of creatively utilizing the waste paper generated from the office and showcasing the importance of recycling. All type of consumed paper such as office paper, old corrugated containers, boxes, magazines and news paper are being used as raw material. The finished products such as file covers, file pads are being used in routine office requirement and also supplied to outside customers on demand. The recycled paper thus produced is free from chemicals and also optimizes water consumption.

8.3 Ban of Single Use Plastic : All of us are well aware about the de-merits of "Single Use Plastic". In our daily life we use bottles, begs, spoons, cups, plates, folders, etc. made of plastic below permissible micron limit. Burning of single use plastic causes air pollution and its mixing with soil reduces water infiltration. Occasionally animals consume plastic (polythene) with eatable material and get injured. Looking to this EPCO had decided to ban single use plastic in his office. At present in EPCO glass made of steel / paper is being used instead of plastic bottles. We have stopped use of plastic folder and paper folders made in our recycle unit are being used as office stationary. Besides this in most of the activities, EPCO try to refuse single use plastic.
