2. Votes and Proceedings: The Senate President announced that he had examined the Votes and Proceedings of Tuesday, 13th September, 2011 and approved same.

4. Matter of Urgent Public Importance: Rising on Rule 42, Senator Andy Uba (Anambra Cental) drew the attention of the Senate to the demise of the former Speaker, House of Representatives, Rt. Honourable Edwin Ume Ezeoke. He sought and obtained the leave of the Senate to present the matter.

Matter to stand over to the next Legislative Day (Rule 42(2).

5. Confirmation of Nominee: Motion made: That the Senate do consider the request of Mr. President, Commander-in-Chief of the Armed Forces of the Federation, for the confirmation of the nomination of Minkaila Abdullahi (Jigawa State) as Resident Electoral Commissioner in the Independent National Electoral Commission (INEC) (Senate Leader).

Questionput and agreed to.

Request accordingly referred to Committee on Independent National Electoral Commission (INEC) to report within two weeks when constituted.

6. Motion: Demise of Admiral Augustus Akhabue Aikhomu (GCON): Motion made: The Senate notes with heavy heart, the death of Admiral Augustus Akhabue Aikhomu, former Chief of General Staff and Vice-President, Federal Republic of Nigeria on August 17, 2011 at the age of 72;

Notes also that Admiral Augustus Akhabue Aikhomu was born on October 20, 1939;

Recalls that the late Aikhomu attended Irma Government School, Irma in Edo Central Senatorial District before he proceeded to the Yaba College of Technology from 1954 - 1958;

Notes further that Admiral Aikhomu enlisted into the Nigerian Navy on December 1, 1958. His military career took him to the Royal Britannia Naval College in Dartmouth, England; Royal Naval Engineering College also in England; and Gunnery specialist course in India;

Through dint of hard work, and providential support, he rose to the peak of his naval career. What is more, he became the Chief of General Staff and Vice President of this country from 1986-1993.

Observes also that Admiral Aikhomu served the country in various capacities as; • Commanding Officer shore Patrol Crafts; • Commanding Officer, NNS Dorima; • Chief of Personnel, Naval Headquarters; • Chief of Naval Operations, 1983 -1984; • Chief of Naval Staff, 1984 -1986; and • . Chief of General Staff and Vice President, 1986 -1993; 88 Wednesday, 14th September, 2011 No. 18

Convinced that the late Admiral was a sports enthusiast. His contributions to the evolution of a

strong National team in the early 1990s facilitated the country Is victory during the Nation I s cup and our participation in the World cup, for the first time in 1994;

Notes that the Late Admiral is fondly remembered for the role he played in the creation of Edo state in 1990;

Recalls that as a politician, he was the Chairman, Board of Trustees of the All Nigeria Peoples Party (ANPP) and later member, Board of Trustees of the Peoples Democratic Party (PDP);

Observes that Admiral Aikhomu ,s life was defined by the virtues of hard work, commitment and loyalty. A conscientious officer who was equipped for his role in the military and in the larger society. In military parlance, he was a fine officer and a gentle man. Similarly, he was a generous loving family man. He was also unrepentant advocate of social justice, peace and dialogue. Above everything else, he was a statesman. No wonder, he was conferred with the National Honour of Grand Commander of the Niger (GCON); and

Aware that his demise is a great loss to the people ofEdo Central Senatorial District in particular and Edo state and Nigeria in general.

The Senate accordingly resolves to: (i) observe one minute silence in honour of Late Admiral Augustus Akhabue Aikhomu;

(ii) send a delegation of this hallowed chamber to condole with his family, the people and government of Edo State; and

(iii) urge the Federal Government to immortalise the Late Admiral Augustus Akhabue Aikhomu by naming a National Monument in his honour.
