A HIstoRy Of Anlong Veng CommunIty A wedding in Anlong Veng in the early 1990s. (Cover photo) Aer Vietnamese forces entered Cambodia in 1979, many Khmer Rouge forces scaered to the jungles, mountains, and border areas. Mountain 1003 was a prominent Khmer Rouge military base located within the Dangrek Mountains along the Cambodian-Thai border, not far from Anlong Veng. From this military base, the Khmer Rouge re-organized and prepared for the long struggle against Vietnamese and the People’s Republic of Kampuchea government forces. Eventually, it was from this base, Khmer Rouge forces would re-conquer and sele Anlong Veng in early 1990 (and a number of other locations) until their re-integration into Cambodian society in late 1998. In many ways, life in Anlong Veng was as difficult and dangerous as it was in Mountain 1003. As one of the KR strongholds, Anlong Veng served as one of the key launching points for Khmer Rouge guerrilla operations in Cambodia, and it was subject to constant aacks by Cambodian government forces. Despite the perilous circumstances and harsh environment, the people who lived in Anlong Veng endeavored, whenever possible, to re-connect with and maintain their rich cultural heritage. Tossed from the seat of power in 1979, the Khmer Rouge were unable to sustain their rigid ideo- logical policies, particularly as it related to community and family life. During the Democratic Movement of the Khmer Rouge Final Stronghold Kampuchea regime, 1975–79, the Khmer Rouge prohibited the traditional Cambodian wedding ceremony. Weddings were arranged by Khmer Rouge leaders and cadre, who oen required mass ceremonies, with lile regard for tradition or individual distinction. -

THE KHMER INSCRIPTIONS OF TENASSERIM : A REINTERPRETATION by Michael Vickery These four short inscriptions were discovered in 1954 and were published in 1965 by Prof. George Coedes who interpreted them as diplomas conferring rank or titles. ' They are dated 1384-1388 s·aka corresponding to 1462-1466 A.D., and all of them contain the titles, in full or in part, of the king who was responsible for them. In Coedes' opinion these titles cannot refer to the king ruling at Ayutthaya because ~t that time the ruler was Paramatrai1okanatha, and in any case, according to Coedes, the Khmer language was unlikely to have been used for Ayutthayan inscriptions, "carle Cambodge et sa langue n'avaient aucune raison de jouir d'un pareil prestige". 2 He concluded that the Tenasserim inscriptions must have been due to a Cambodian prince and explained his presence at Tenasserim by a Thai invasion of Cambodia during which t wo of that country's princes were taken to Ayutthaya. 3 Further evidence supporting this view was the fact that the royal title in the Tenasserim inscriptions, according to Coedes, is "presque identique" to tba t of the Khmer king who had the bas-reliefs of Angkor Vat completed in the period between 1546 and 1564. 4 Since then Prof. 0 . Order Code RL32986 CRS Report for Congress Received through the CRS Web Cambodia: Background and U.S. Relations July 8, 2005 Thomas Lum Asian Affairs Specialist Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Cambodia: Background and U.S. Relations Summary Cambodia has made some notable progress, with foreign assistance, in developing its economy, nurturing a civil society, and holding elections that are at least procedurally democratic. A number of significant problems remain, however. Weak legal and financial institutions, corruption, political violence, and the authoritarian tendencies of the Cambodian Prime Minister, Hun Sen, have discouraged foreign investment and strained U.S.-Cambodian relations. U.S. interests in Cambodia include human rights, foreign assistance, trade, and counter terrorism. Several current measures by the United States government reflect human rights concerns in Cambodia. Since 1998, foreign operations appropriations legislation has barred assistance to the Central Government of Cambodia in response to Prime Minister Hun Sen’s seizure of power in 1997 and sporadic political violence against the opposition. The United States has also withheld assistance to the Khmer Rouge tribunal unless standards of judicial independence and fairness are met. Despite these restrictions, Cambodia remains the third largest recipient of United States assistance in Southeast Asia after Indonesia and the Philippines. S.Res. 65would call upon the Government of Cambodia to release Member of Parliament Cheam Channy from prison and to restore the immunity from prosecution of opposition parliamentarians. In 2005, the State Department placed Cambodia in Tier 3 as a country that had not made adequate efforts to eliminate trafficking in persons. -

Zurich Open Repository and Archive University of Zurich Main Library Strickhofstrasse 39 CH-8057 Zurich www.zora.uzh.ch Year: 2013 The Mon language:recipient and donor between Burmese and Thai Jenny, Mathias Abstract: Mon is spoken in south Myanmar and parts of central and northern Thailand and has been in intense contact with its neighboring languages for many centuries. While Mon was the culturally and politically dominant language in the first millennium, its role was reduced to a local minority language first in Thailand, later in Myanmar. The different contact situations in which the Mon languagehas been between Thailand and Myanmar has led to numerous instances of language change. The influence has not been one-way, with Mon on the receiving end only, but Mon was also the source of restructuring in Burmese and Thai. The present paper attempts to trace some of the contact induced changes in the three languages involved. It is not always clear which language was the source of shared vocabulary and constructions, but in many cases linguistic and historical facts can be adduced to find answers. While Mon language use in Thailand is diminishing fast and Mon in this country is undergoing restructuring according to Thai patterns, in Myanmar Mon is actually still exerting influence on Burmese, albeit mostly on a local level in varieties spoken in Mon and Karen States. The contact between genetically and typologically very different languages as is the case here leads in many cases to linguistically interesting outcomes. INTRODUCTION Between 1975 and 1979, the Khmer Rouge killed between one and three million Cambodians.1 Twenty-four years later, on March 17, 2003, the United Nations and the Cambodian govern- ment reached an agreement to establish a criminal tribunal de- signed to try those most responsible for the massive human rights violations which took place during the Khmer Rouge reign of terror. 2 Another three years later, on July 4, 2006, international and Cambodian judges and prosecutors were sworn in to begin work at the Extraordinary Chamber in the Courts of Cambodia ("ECCC"). 3 To quickly grasp the Cambodia court's prospects for success, one only need know a few basic facts. 1 Aslian: Mon-Khmer of the Malay Peninsula. James A. Matisoff University of California, Berkeley Depending from the Southeast Asian mainland like “a long-necked bottle or an Indian club,”1 the Malay Peninsula lies in tropical splendor, separated from the island of Sumatra by the peaceful tidal waters of the Strait of Malacca. In the geological past, before the sinking of the Sunda Shelf, the west (‘Selangor’) coast of Malaya and the east coast of Sumatra were in fact connected by land—and at an even earlier period the two coastlines must have fit neatly together like pieces of a jigsaw puzzle (see Map 1). * This monograph was originally written in 1982-83, almost twenty years ago now, with the intention of incorporating it into the Mon-Khmer chapter of my long-suffering book, Languages of Mainland Southeast Asia. This book, to be published eventually in the Language Surveys series (familiarly know as the “green books”) by Cambridge University Press, is still far from completion, but will hopefully appear sometime during the 21st century. Meanwhile it has become clear that this study of the Aslian branch of Mon-Khmer is far too long and detailed to serve merely as part of a single chapter of a general book on Southeast Asian languages. However, in view of the fact that no other overall treatment of the Aslian languages has appeared in the past 20 years, perhaps the time has come to publish it separately. Since I am certainly no specialist in Mon-Khmer, I have obviously had to rely on the true masters of the field, especially the works of the two preeminent Aslianists, Gérard Diffloth and Geoffrey Benjamin, both of whom have been kind enough to approve of my attempts to summarize their research. -

The Paris Agreement of 27 January 1973 was intended, at least by some of its authors, to end the war and to bring peace to Vietnam and Indochina. Studies on the Agreement have gen erally focused on the American retreat from Vietnam and the military and political consequences leading to the fall of Saigon in April 1975. This study will seek to explore a number of questions which remain controversial. It addresses itself to considering whether under the circumstances prevailing between 1973 and 1974 the Paris Agreement could have worked. In the light of these circum stances it argues that the Agreement sought to establish a frame work for future stability and economic development through multilateral aid and rehabilitation aimed at the eventual survival of South Vietnam. -

Chapter 12 Creating a Human Rights Culture: The Role of Local Knowledge in Cambodia’s Difficult Transition Stephen P. Marks 1 INTRODUCTION Few issues in international affairs and in the history of political thought provoke as much speculation and argument as the applicability of universal human rights in diverse political cultures. The debate raises complex philosophical and political issues regarding the relative influence of indigenous and exogenous factors in cre- ating a human rights culture and the interface of universalism and local knowledge in human rights. The universalists argue that human rights belong by definition to people every- where, and rights deprivation in a given society may properly be remedied through intrusive efforts from abroad, ranging from cajoling through naming and sham- ing to coercion through armed intervention. At the other extreme is the cultural relativist position, according to which each society determines for itself how best to govern in light of its own traditions and any questioning of internal self-deter- mination by imposing or suggesting the relevance of the human rights paradigm is a form of cultural imperialism. Even if we recognize that cultures generally share core values and that these values evolve into rights discourse, we may question whether and to what extent the Enlightenment philosophy and the liberal political theory, a direct ancestor to the current panoply of international human rights instruments, constitutes an 1 The author wishes to acknowledge with appreciation the research assistance of Matthew Easton. Armed Conflicts Report - Cambodia Armed Conflicts Report Cambodia (1978 - first combat deaths) Almost a decade after the 1991 Paris Peace Accords mapped out a peace process for Cambodia, the country has been removed from the list of armed conflicts because both years 2000 and 1999 saw fewer than 25 deaths arising from political conflict. The recent disbandment of the Khmer Rouge and a beginning to demobilization of government troops reinforced the relative peace. Extrajudicial killings by the police and military continued, but there were no reports of politically- motivated killings. 1998 Following a February ceasefire between forces loyal to Prince Ranariddh and the government, armed clashes largely arose from government pursuit of the remnants of Khmer Rouge troops in northern Cambodia. Several villagers died in Khmer Rouge attacks, but most of the more than 70 civilian deaths in 1998 were attributed to political killings by government forces, and to violence before and after July elections. 1997 After months of escalating political tension and violence, government forces loyal to Asecond@ Prime Minister Hun Sen staged a July coup that ousted Afirst@ Prime Minister Norodom Ranariddh and executed leaders of his royalist troops. Despite mass defections and internal divisions that resulted in the execution of a former defence minister and the reported imprisonment of leader Pol Pot, Khmer Rouge guerrillas continued extrajudicial killings and, after July, cooperated with royalists in fighting government troops. -

Mankind has created various tools to satisfy the need of all kind. Otherwise, a proverb could be viewed as a tool functioning like a whip made of words. human being lashes a whip against the ground to call upon anyone to a good sense in life as a proverb is the fruit of experiences through generations. A proverb may be considered as a lengthening of human intelligence as well as a tool is an extension of hands. Mankind has laid down a wisdom and a proverb, in its simple expression, is still an evidence through ages. Does one know when a proverb will reach a regression? Facing the prowess of the forthcoming technology, spiritual feeling would have a restricted place as life is more surrounded by bodily needs, by diseases, by a progressive degradation of natural resources and by an ill- working of living framework.
