First Past the Post was used for the first Australian parliamentary elections held in 1843 for the New South Wales Legislative Council and for most colonial elections during the second half of the nineteenth century. Since then there have been alterations to the various electoral systems in use around the country. These alterations have been motivated by three factors: a desire to find the ‘perfect’ system, to gain political advantage, or by the need to deal with faulty electoral system arrangements. Today, two variants of Preferential Voting and two variants of Proportional Representation are used for all Australian parliamentary elections. This paper has two primary concerns: firstly, explaining in detail the way each operates, the nature of the ballot paper and how the votes are counted; and secondly, the political consequences of the use of each system. Appendix 1 gives examples of other Australian models used over the years and Appendix 2 lists those currently in use in Commonwealth elections as well as in the states and territories. y Under ‘Full’ Preferential Voting each candidate must be given a preference by the voter. A conference was held in the Coal Board's office on Monday, 18 November 1974, wi~h representatives of the Southern Electnc Authority in connection with the supply of coking coal from the Central Queensland mines to the Swanbank Power Station. It was requested by the power authority that, in view of the stock position at Swan­ bank and the improved production from the collieries in the Ipswich field, consideration be given to the termination of the supply of coal from the Central Queensland coalfield provided, however, that, should anything happen in the Ipswich field to affect its production, further supplies could be resumed in the shortest possible time. At this time coal stocks at Swanbank had reached 7.6 weeks, 13 weeks at Tennyson Power Station and 27.1 weeks at Bulimba, or an average over-all of all stations of 8.4 weeks. It gives me great pleasure to welcome to our gathering Kathy Sullivan. Kathy is unique in a sense because has she served both in the Senate and in the House of Representatives. I almost knew her before she was elected. She denies this, but she did run the Architecture Faculty at the University of Queensland. I chaired a public meeting in 1974 for the double dissolution. Kathy, Bob Winsley, Mal Colston and a couple of other people were there. I think Kathy was the only person who got up at that time. That has to be something of a distinction. I threatened her with anecdote. I will tell it, because it is illustrative of how things have changed. In 1980 I was the president of the staff association at the University of Queensland. We were having our annual union conference in Canberra. There was a question of higher education on the political agenda as there seems to have been for the last 30 years. As constituent members from different States, we were asked if we would convene a meeting with Senators from our States and put whatever point of view it was—I cannot remember what it was.

    ‘‘Thou shalt not be a tall poppy’’: Describing an Australian communicative (and behavioral) norm BERT PEETERS Abstract In Australian English, tall poppies are usually individuals who, on the basis of unwarranted self-adulation, itself a consequence of success, amassed fortune or fame, have become targets for criticism; or, less frequently, in- dividuals who, overcome by success, amassed fortune or fame, and on the mistaken assumption that they are above the law, have engaged in unlawful behaviour, only to find that, eventually, the law catches up with them as well. They become the victims of a widespread tendency, known as the tall poppy syndrome, to scrutinize high achievers and cut down the tall pop- pies among them. This paper looks at tall poppies and the tall poppy syndrome in Australian discourse (with special reference to sports and federal politics), and, using Wierzbicka’s natural semantic metalanguage, explicates the corresponding communicative (and, more generally, behav- ioral) norm ‘‘Thou shalt not be a tall poppy.’’ In line with the general theme of this journal, the paper also provides some explicit intercultural comparisons. Furthermore, it includes a few more general remarks, in which I look at the notion of ‘‘communicative norm’’ and at the place of intercul- tural pragmatics within the broader field of intercultural communication. 1.
