Part 1, "From Policy to Anti-Policy" (LoBianco), sets a frame and overarching context of the pattern of Australian language and literacy policy. Part 2 contains accounts of how policy activists learned to become more effective in influence and text production, including "Australia's Language" (Brock); "Politics, Activism, and Processes of Policy Production" (Wickert); and "Although It Wasn't Broken, It Certainly Was Fixed" (Moore). Part 3 explores different approaches to understanding how policy problems and solutions are constituted in particular kinds of ways with an intention to generate desired solutions. Included are "Advocating the Sustainability of Linguistic Diversity" (Singh); "Cost of Literacy for Some" (Taylor); and "(E)merging Discourses at Work" (Castleton). Part 4 concerns what happens in different contexts as an application of the wider principles. The papers are "Melody Changes but the Dance Goes on" (McHugh et al.); "Sleight of Hand" (Falk); "National Literacy Benchmarks and the Outstreaming of English as a Second Language (ESL) Learners" (McKay); "Open for Business" (Kell); "Inventiveness and Regression" (Ozolins); "Deafness and Sign Language in Government Policy Documents 1983-90" (Power); "Imprisoned by a Landmark Narrative?" The success of these alliances can be measured by Australia's internationally renowned and respected, as well as envied, suite of national policies and practices concerned with issues of language and literacy. The 13 years between the election of the Hawke Labor government and the Howard Coalition government's re-election in 1996 spans a critical time for public policy concerned with such matters. While in Britain and the United States conservative governments restricted the scope and reach of education public policy and discouraged moves towards language pluralism and public policies for adult literacy and language, Australia enthusiastically,if not altogether unproblematically, embraced government intervention in these fields. More than 15 major public policies, position statements and significant programs directing public resources towards language and literacy goals were released during this period. The achievement of policy commitments such as these provided a focus for language policy advocates, but this network has weakened alongside a loss of government confidence inspecialist expertise and advice. The fluxof the contemporary moment, along with the election of a more conservative federal administration, has unsettled the stability and efficacy of the alliances of activists concerned with issues of languages and literacy, particularly as they concern adult populations. It is timely, then, to capture some accounts of many of those most deeply engaged in Australia's distinctive practice of language and literacy policy-making. The genesis of this publication was a forum designed to provide a focused opportunity to bring together a significant number of people actively interested in language and literacy policy and its effects. This forum, held in early 1999, was a joint initiative of the Language, Discourse and Policy Research Group which comprises members of the Centre for Language and Literacy at the University of Technology, Sydney (UTS) and Professor Joseph Lo Bianco, the Chief Executive of Language Australia and an adjunct professor at UTS, as well as Professor Bill Green of the University of New England. The UTS Language, Discourse and Policy Research Group brings together a cohesive group of people whose work is rapidly consolidatinga distinctive profile both across Australia and internationally. This distinctiveness is achieved by breadth of focus, from primary school to higher education and beyond, and the multidisciplinary

    A New Look at the Old "Race" Language: Rethinking "Race" and Exclusion in Social Policy ChorSwang Ngin California State University, Los Angeles This essay is an examination of the use of the notion IIrace" current in American social science literature and public discourse. It argues that the current assumptions of IIrace" are mistaken and lead to misunderstanding and misdi­ rected social policy. A rethinking of the notions of IIrace" requires making a paradigmatic shift of the old categories of IIrace" and IIrace relations" to a new language that rejects ' IIrace" as a descriptive and an analytical category. It examines the processes through which IIracist" social poli­ cies are enacted against Asian immigrants in contemporary Southern California. INTRODUCTION The "race" language in contemporary scholarly and media dis­ course in the United States is most ubiquitous. Major media head­ lines after the Los Angeles riots included "Race and Rage" (U.S. News and World Report), "Rethinking Race and Crime in America" and "Beyond Black and White" (Newsweek), "Why Race Still Divides American and its People" (Time) and more recently, "Blacks vs Browns" (Atlantic Monthly). In the aftermath of the riots, academics and journalists analyzed the riots as though it were a matter of "race relations": first it was a problem between blacks and whites, then between blacks and Koreans, and then between blacks and Latinos, and back to blacks and whites as public attention focuses on the Reginald Denny incident as the case goes to trial. The intent of this paper is not to attempt to grasp the meanings and the causes of the earth-shaking events in Los Angeles, but to deconstruct the worn-out vocabulary of "race" and "race relations" and the narrow framework that has dominated academic writing, official governmental practices, and discourse on social relations.

    Individuals 329 IX INDIVIDUALS Discrimination - racial discrimination - International Convention on the Elimination of All Forms of Racial Discrimination - Articles 4 and 14 - Australian implementation On 21 August 1990 the Attorney-General, Mr Duffy, provided the following written answer in part to a question on notice (HR Deb 1990, Vol 172, p 1214): The only State which to date has legislated against racial vilification is New South Wales, which did so in 1989. No. Australia has made a reservation to Article 4. It is still too early to assess the effectiveness of the NSW legislation, and the Government is also awaiting the report of the Human Rights and Equal Opportunity Commission's National Inquiry into Racist Violence. Article 14 of the Convention provides for States Parties to declare their recognition of the competence of the UN Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals and groups within that State Party who have exhausted all available domestic remedies. Australia has not to date made such a declaration, but the issue is one that is on the agenda of the Standing Committee of Attorney-General for consideration, together with the related issues of the Optional Protocol to the International Covenant on Civil and Political Rights (the ICCPR) and the declaration that may be made under Article 41 of the ICCPR. On 21 December 1990 the Minister for Foreign Affairs and Trade, Senator Gareth Evans, provided the following written answer in part to a question on notice (HR Deb 1990, Vol174, pp 4999-5000): Since 1983, the Australian Government has undertaken extensive consultations with the State and Territory Governments in relation to accession to the First Optional Protocol, both individually and through the Standing Committee of Attorneys-General.

First Past the Post was used for the first Australian parliamentary elections held in 1843 for the New South Wales Legislative Council and for most colonial elections during the second half of the nineteenth century. Since then there have been alterations to the various electoral systems in use around the country. These alterations have been motivated by three factors: a desire to find the ‘perfect’ system, to gain political advantage, or by the need to deal with faulty electoral system arrangements. Today, two variants of Preferential Voting and two variants of Proportional Representation are used for all Australian parliamentary elections. This paper has two primary concerns: firstly, explaining in detail the way each operates, the nature of the ballot paper and how the votes are counted; and secondly, the political consequences of the use of each system. Appendix 1 gives examples of other Australian models used over the years and Appendix 2 lists those currently in use in Commonwealth elections as well as in the states and territories. y Under ‘Full’ Preferential Voting each candidate must be given a preference by the voter. This system favours the major parties; can sometimes award an election to the party that wins fewer votes than its major opponent; usually awards the party with the largest number of votes a disproportionate number of seats; and occasionally gives benefits to the parties that manufacture a ‘three-cornered contest’ in a particular seat.

According to § 2 the Slovak National Council obtained responsibility for the „provision of the favorable conditions for the economic and cultural life of the citizens of Hungarian and Ukrainian ethnicity.“ 1 However, there was still in power the so called “Ninth-of-May Constitution” adopted in 1948, according to which Czechoslovakia was described as the “national state, free from the all hostile elements, friendly living in the family of Slavic states and in the friendship with all peaceful nations in the world”. However, the preamble of Constitution defined respective “hostile elements” as the “descendents of the foreign colonists settled with us and, enjoying all democratic rights, in accordance with our constitution, together with us.” They were accused of the assistance in the “malicious aggression against our peaceful state” in 1938. Therefore the minorities were still treated as a hostile element within the Czechoslovak society, although the ethnic Hungarians received their civil rights back at the end of 1948.

A conference was held in the Coal Board's office on Monday, 18 November 1974, wi~h representatives of the Southern Electnc Authority in connection with the supply of coking coal from the Central Queensland mines to the Swanbank Power Station. It was requested by the power authority that, in view of the stock position at Swan­ bank and the improved production from the collieries in the Ipswich field, consideration be given to the termination of the supply of coal from the Central Queensland coalfield provided, however, that, should anything happen in the Ipswich field to affect its production, further supplies could be resumed in the shortest possible time. At this time coal stocks at Swanbank had reached 7.6 weeks, 13 weeks at Tennyson Power Station and 27.1 weeks at Bulimba, or an average over-all of all stations of 8.4 weeks.
